Description of roles and responsibilities in improving and strengthening emergency management plans at
the Fort Worth ISD and school -building levels and a description of the partner's commitment to the
continuation and continuous improvement of emergency management plans at the Fort Worth ISD and
school building levels:
The Fort Worth Police Department has a very close working relationship with the school
district, and provides police officers through a School Initiative Unit for all middle and
high school campuses, with half salary paid by the City of Fort Worth, and half by Fort
Worth ISD. Additionally, five Fort Worth PD Sergeants and a Lieutenant provide
command support to these officers. Fort Worth ISD Safety and Security Director and 14
area advisers assist with coordination between Fort Worth PD and Fort Worth ISD.
Partnership activity commitment for the emergency management plans of FWISD:
1. City of Fort Worth police officers on -site at Fort Worth ISD schools will provide input
to emergency management plans and assist with communication and
implementation of training and coordination at their assigned schools.
2. Fort Worth ISD will provide information to assist Fort Worth PD School Initiative Unit
with completion of, and plan for joint use of, emergency management database
information on schools.
3. Fort Worth PD will assist with creation of verified response plan for cooperative use
of school surveillance cameras by Fort Worth PD and Fort Worth ISD.
4. The Fort Worth PD liaison to Fort Worth ISD will consult with Fort Worth ISD
planners for emergency management procedures and training, including plans for
active shooter practice for School Initiative Unit officers.
5. City of Fort Worth police department professionals may consult with Fort Worth ISD
in the preparation of crisis plans under afee-for-service arrangement to be approved
by governing bodies of both entities. _

HEARING:
SUBJECT: Authorize the Mayor, the Police Chief, the Fire Chief and the Emergency Management
Coordinator to Sign Local Government Partner Agreements Required for the Fort Worth
Independent School District to Apply for a Readiness and Emergency Management for
Schools Grant from the United States Department of Education
RECOMMENDATION:
It is recommended that the City Council authorize the Mayor, the Police Chief, the Fire Chief and the
Emergency Management Coordinator to sign Local Government Partner Agreements required for the
Fort Worth Independent School District to apply for a Readiness and Emergency Management for
Schools Grant from the United States Department of Education.
DISCUSSION:
The United States Department of Education (DOE) provides grant funds for the purpose of
strengthening schools emergency management plans. The Fort Worth Independent School District
(FWISD) is applying for a Readiness and Emergency Management for Schools Grant from the DOE.
The goal of the grant is to ensure that FWISD staff is trained in emergency management procedures
and collaborates with community partners, including law enforcement, public safety, public health,
mental health agencies and local government.
The grant application requires separate acknowledgments in the form of Local Government Partner
Agreements signed by the Mayor, the Police Chief, the Fire Chief and the City's Emergency
Management Coordinator to show the City's commitment to work with the FWISD in improving and
strengthening the FWISD emergency management plans.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that certifies that this action will have no
