HomeMy WebLinkAboutContract 39970-A1 (2)AMENDMENT NO. 1 STATE OF TEXAS S CITY SECRETARY CONTRACT NO. q'11D (No M&C Needed) COUNTY OF TARRANT S WHEREAS, the City of Fort Worth (City) and Dunaway Associates, L.P., (Engineer) made and entered into City Secretary Contract No. 39970, (the Contract) which was executed administratively by the City Manager on the 2 day of March 20109 and WHEREAS, the Contract involves engineering services for the following project: Summer Creek Drive, Project No. #00997 WHEREAS, it has become necessary to execute Amendment No. 1 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. Article I of the Contract is amended to include the additional engineering services specified in a proposal letter dated February 11, 2011, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer total $13,020.00. 2. Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $457,303,00. City of Fort Worth Transportation and Public Works Department 1000 Throckmorton Street, 2nd Floor Fort Worth, Texas 76102 Reference: Summer Creek Drive Contract Amendment No. 1 City Project No. 00997 City Secretary Contract No. 39970 Dear Mr. Buckley: Dunaway Associates, L.P. is pleased to submit this Contract Amendment No. 1 for additional professional civil engineering and land surveying services requested by the City for Summer Creek Drive and McPherson Boulevard. 1. Roundabout at McPherson Intersection 1.1. Per meeting with City staff on November 4, 2010 it was decided that the proposed signalized intersection at the Summer Creek and McPherson intersection will be replaced with a roundabout. 1.1.1. The traffic signal at McPherson will no longer be needed because of the roundabout. It was also decided to eliminate the traffic signal Risinger Road. Credit will be offered for the design fee associated with traffic signals at both Risinger Road and McPherson. 1.1.2. Because the roundabout north of the existing intersection will require less pavement than a signalized intersection, a credit will be offered for the design fee associated with the reduction in pavement area. 1.2. Conceptual Design of Roundabout will consist of the following tasks: 1.2.1. Task 1: Operational Analysis 1.2.1.1. Operational performance analysis of a roundabout based on delay and queuing criteria using ARCADY (Assessment of Roundabout Capacity and Delay) for both the 2012 AM and PM peak hours. 1.2.1.2. Operational performance analysis of a roundabout based on delay and queuing criteria using ARCADY for both the 2022 AM and PM_ peak hours. Recommended lane configuration. 1.2.2. Task 2: Traffic SimulationNisualization 1.2.2.1. The simulation shall be prepared using VISSIM Microscopic Traffic Simulation Software. The capacity performance of the roundabout should be based on the previously performed ARCADY analysis, which is derived from actual capacity observations. The VISSIM simulation will be adjusted to best reflect the delay predicted by ARCADY. VISSIM only has two parameters for calibrating entry capacity; gap and headway. As such, exact calibration of the simulation to match ARCADY is not always possible. 1.2.2.2. Two VISSIM simulations will be prepared, one for 2012 and one for 2022. The highest predicted traffic volumes will be used to prepare one simulation (AM or PM) for each design year. 1.2.2.3. A graphical video for each simulation will be provided for meetings and public presentations. Each video will be approximately three minutes long. 1.2.3. Task 3: Conceptual Design 1.2.3.1. At the conceptual stage, recommendations on the design requirements for the roundabout alternative will be provided. This will include: • Suggested circle size • Lane configuration (two lane alternatives versus single lane entries) • Considerations for circle location • General alignment of approach arms with consideration for property and other constraints 1.2.4. Task 4: Preliminary Design 1.2.4.1. Horizontal Geometry • Refine geometries for safety, capacity, and cost based on ROW, utilities and other constraints. • Construction staging recommendations (e.g., conversion to 3- lane at a later date). An ultimate lane configuration will be designed and then scaled back to an interim design for construction. • Check roundabout functionality of fast paths, vision angles, and phi angles. • Recommend provisions for crosswalk locations and bicycle ramp treatments. • Provide visibility design recommendations in accordance with FHWA guidelines. A Recommendations for pavement markings for roundabout intersection and approaches, including lane designation arrows, crosswalks, entry and exit markings, specifying type, location and dimensions.
