HomeMy WebLinkAboutContract 39970-A2 (2)AMENDMENT NO. 2 STATE OF TEXAS S CITY SECRETARY CONTRACT NO, (M&C Needed) COUNTY OF TARRANT 8 WHEREAS, the City of Fort Worth (City) and Dunaway Associates, L.P., (Engineer) made and entered into City Secretary Contract No. 39970, (the Contract) which was authorized by the City Council by M&C C-24111 on the 2n`' day of March 2010, and WHEREAS, the Contract involves engineering services for the following project: Summer Creek Drive, Project No. 00997 WHEREAS, it has become necessary to execute Amendment No. 2 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. Article I of the Contract is amended to include the additional engineering services specified in M&C C-24853,adopted by the City Council on the 12th day of April 2011 and further amplified in a proposal letter dated February 14, 2011, copies of which are attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer total 124,775.00. 2. Summer Creek Drive / Risinger Road Storm Drain Analysis —During the Conceptual Engineering Phase of the project it was determined that a significant number of curb inlets would be required at the sag in the proposed Summer Creek Drive roadway just south of the intersection with W. Risinger Road to capture offsite stormwater runoff. As a result, and following subsequent discussions with City staff, the decision was made to evaluate the possibility of intercepting bypass runoff from Sunwood Circle along W. Risinger Road east of the intersection with Summer Creek Drive before it reaches the intersection with Summer Creek Drive. Design of drainage facilities along Risinger Road is outside the scope of our contract. The following tasks will be required, 1.1. Hydrologic Analysis -- CONSULTANT will perform a hydrologic analysis of the watershed contributing storm water to the existing pipe system in W. Risinger Road, including. 1.1.1. Review the hydrologic data prepared by Welch Engineering Inc., (WEI) and verify the sub_watershed delinea#ions far the areas that contribute storm water runoff to the existing drainage system in W. Risinger Road. 1.1.2. Hydraulic Analysis — CONSULTANT will perform a hydraulic analysis of the existing storm drain system in W. Risinger Road, including. 1.2.1. Verify the capacity of the existing curb inlets on Sunwood Circle to determine the expected surface flow (inlet bypass) that reaches W. Risinger Road. 1.2.2. Verify street capacities: 1.2.2.1. Verify the capacity of the eastbound lanes of W. Risinger Road to convey the surface flow (inlet bypass and additional flow from sub -watershed area) with respect to street capacity (open lane) requirements in the City's drainage criteria. The street capacity verification will be used to determine the location of additional curb inlets (if needed) along the south curb of the eastbound lanes of W. Risinger Road. 1.2.2.2. Verify the capacity of the westbound lanes of W. Risinger Road to convey the surface flow with respect to street capacity (open lane) requirements in the City's drainage criteria. The street capacity verification will be used to determine the location of additional curb inlets (if needed) along the westbound lanes of W. Risigner Road, and whether such additional inlets should be located on the north or south curb of the westbound lanes. 1.2.3. Verify storm drain system capacity: 1.2.3.1. Verify the capacity of the existing storm drain line (Main "A" of WEI plans) in the eastbound lanes of W. Risinger Road to convey additional storm water intercepted by new inlets along the south curb of the eastbound lanes. 1.2.3.2. Verify the capacity of the storm drain line (Future Main "C" of WEI plans) in the northbound lanes of Summer Creek Blvd. to convey additional storm water intercepted by new inlets along the south curb of the eastbound lanes of W. Risinger Road. This option assumes the additional storm water intercepted by new inlets along the south curb of the eastbound lanes of W. Risinger Road will be conveyed in a new pipe parallel to the existing storm drain line (Main "A" of WEI plans) in the eastbound lanes of W. Risinger Road and then connected to the storm drain line (Future Main "C" of WEI plans) in the northbound lanes of Summer Creek Blvd. 1.2.3.3. Verify the capacity of the storm drain line (Main "B" of WEI plans) in the westbound lanes of W. Risinger Road to convey additional storm water intercepted by a new inlet in the westbound lanes of W. Risinger Road. Amendment No. 2 February 14, 2011 Page 3 2. McPherson Boulevard Storm Drain SVstem Exten5lon —During the Conceptual Engineering Phase of the project it was determined that the original design of the McPherson Boulevard storm drain system did not include approximately 6.8 acres of contributing area on the north side of the McPherson Boulevard roadway. Fallowing subsequent discussions with City staff, the decision was made to extend the McPherson Boulevard storm drain system eastward in order to intercept the storm water from the additional 6.8 acres. 2.1. Hydrologic Analysis — CONSULTANT will modify the hydrologic computations to include the 6.8 acres on the north side of the westbound lanes of McPherson Boulevard and determine the anticipated storm water runoff from the additional area onto McPherson Boulevard, 2.2. Hydraulic Analysis —CONSULTANT will perform a hydraulic analysis to determine the location of curb inlets and size of storm drain pipe needed in the westbound lanes of McPherson Boulevard to intercept storm water runoff from the 6.8 acres that satisfies the City's storm water criteria. 3. Design Drawings- Deg singer &McPherson Drainage 3.1. CONSULTANT will prepare design drawings showing the layout of the proposed storm drain system improvements developed for Summer Creek Drive and McPherson Boulevard outlined in the previous sections. 3.2. CONSULTANT will prepare an opinion of probable construction cost associated with the additional proposed storm drain system improvements in Summer Creek Drive and McPherson Boulevard. 3.3. CONSULTANT will perform additional topographic surveys in the location %J the new work along Risinger Road. 4. Topographic Survey and Easement Documents 4.1. Our current contract includes preparation of nine (9) ROW acquisition and zero (0} easement documents. After completion of the Conceptual Design Phase it is now estimated that fourteen (14) slope easements and seven (7) drainage easement documents will be required. 4.2. Additional topographic survey is required at several locations primarily along the west side of the proposed Summer Creek Drive ROW at locations where the existing ground falls away sharply and at creek crossings. This topo is needed to establish the limit of slope easements and for the design of drainage structure headwalls and outfall channel grading. 5. Roundabout at McPherson Intersection 5.1. Additional Design Related to Roundabout 5.1.1. Our current contract does not include sufficient topographic survey information to design the proposed roundabout. Additional data is Amendment No. 2 February 14, 2011 Page 4 needed south of the existing intersection for design of the new roadway and drainage. 5.1.2. It is anticipated that the roundabout footprin# will require two (2) ROW takings on the south side of the intersection not included in our current contract. 5.1.3. It is anticipated that the design of in -pavement safety lighting will be required at each of the six (6) roundabout pedestrian crossings. 5.1.4. Landscaping design of the central area of the roundabaut will include grading, tree/shrub selection and layout, planting details, and irrigation. 5.1.5. Additional civil design will be required for the following elements: pavement removals, grading, joint layout, traffic control, drainage, illumination, signing, and pavement marking. DATE: Tuesday, April 12, 2011 LOG NAME: 20SUMMER CREEK DRIVE AMEND2DES REFERENCE NO.: **C-24853 SUBJECT: Authorize Amendment No. 2 in the Amount of $124,775.00 to City Secretary Contract No. 39970, an Engineering Services Agreement with Dunaway Associates, L.P., for the Design of Summer Creek Drive (COUNCIL DISTRICT 6) RECOMMENDATION: It is recommended that the City Council authorize the City Manager to execute Amendment No. 2 in the amount of $124,775.00 to City Secretary Contract No. 39970, an Engineering Services Agreement with Dunaway Associates, L.P., for the design of Summer Creek Drive, thereby increasing the total fee to $582,078.00. DISCUSSION: The 2008 Street Improvement Funds included funds for arterial streets, which included funding for the engineering and construction of Summer Creek Drive as a four lane divided road from Risinger Road to McPherson Boulevard. On March 2, 2010, (M&C C-24111) the City Council authorized the City Manager to execute an Engineering Agreement with Dunaway Associates, L.P., in the amount of $444,283.00 for the design of paving and drainage improvements to construct Summer Creek Drive from Risinger Road to McPherson Boulevard to four lane divided arterial standards. The agreement was previously revised by Amendment No. 1, approved administratively by the City Manager in the amount of $13,020.00 (City Secretary No. 39970-A1, February 14, 2011) providing a revised design for a roundabout at Summer Creek Drive and McPherson Boulevard. Amendment No. 2 will provide for the design of drainage modifications and additional surveying and easement exhibits, the need for which was unforeseen at the time the original scope of work was developed. City staff considers the proposed fee to be fair and reasonable for the scope of services that will be performed. Dunaway Associates, L.P. agrees to maintain its initial M/WBE commitment of 25 percent that it made on the original agreement and extend and maintain that same M/WBE commitment of 25 percent to all prior amendments up to and inclusive of this Amendment No. 2. Therefore Dunaway Associates, L.P., remains in compliance with the City's M/WBE Ordinance and attests to its commitment by its signature on the Acceptance of Previous M/WBE Commitment form executed by an authorized representative of its company.
