AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF AUTHORIZED
CIVIL SERVICE POSITIONS IN THE POLICE DEPARTMENT; ADDING ONE
SERGEANT POSITION, SIX CORPORAL/DETECTIVE POSITIONS, AND FIVE
POLICE OFFICER POSITIONS; PROVIDING A STATEMENT OF PURPOSE
AND INTENT FOR THE ADOPTION AND IMPLEMENTATION OF THIS
ORDINANCE; PROVIDING THAT THIS ORDINANCE SHALL BE
CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING
AN EFFECTIVE DATE.
BE IT HEREBY KNOWN:
WHEREAS, the Police Chief has requested the City Council to readjust and
thereafter specify the total number of authorized civil service positions at the police
officer rank in the Police Department into conformity with the proposed changes as set
forth immediately below in order to effect efficient economy of the operations of the
Police Department; and
WI~REAS, on March 6, 2007, the City Council approved the most recent
ordinance concerning the authorized positions for the Police Department. In that
Ordinance, the Council adjusted the Police Department's civil service stafftng, effective
March 1st, 2007, as follows:

WHEREAS, in the budget plan approved for fiscal year 2007, funds were
approved for one sergeant, six corporalldetectives, and five officers positions effective
July 1, 2007; and
WHEREAS, pursuant to Chapter 143.021 (a), Texas Local Government Code, the
City Council may prescribe the authorized number of positions in each classification
(rank) and the correct number of civil service positions by ordinance;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
SECTION 1.
That, effective upon the formal adoption of this ordinance, the following positions
shall be the only civil service positions in each classification (rank) authorized in the City
of Fort Worth Police Department for the remainder of the fiscal year 2006-2007 or until
modified by subsequent ordinance:

Captain 13
Lieutenant 46
Sergeant 151
CorporaUDetective 181
Police Officer 1,055
Total 1,451
SECTION 2.
The "Mayor and Council Communication" memorandum, which is presented
contemporaneously with this ordinance, is hereby expressly incorporated herein by
reference for further clarification and explanation of the purpose and intent of the Council
in their adoption as well as the Department's implementation of this ordinance.
SECTION 3.
This ordinance shall be cumulative of all provisions of previous ordinances and of
the Code of the City of Fort Worth, Texas (19$6), as amended, except where the
provisions of this ordinance are in direct conflict with the provisions of prior civil service
staffing ordinances for the Police Department and such Code, in which event conflicting
provisions of such ordinances and such code provisions are hereby repealed and this
ordinance shall be controlling.
SECTION 4.
It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses and phrases of these ordinances are severable, and if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of competent jurisdiction,
such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have been enacted by the
City Council without the incorporation in this ordinance of any such unconstitutional
phrase, clause, sentence, paragraph or section.
SECTION 5.
This ordinance shall take effect and be in full force and effect from and after its
passage, and it is so ordained.

SUBJECT:
Adopt Civil Service Staffing Ordinance Increasing Authorized Strength in the Police Department by
Six Corporal/Detectives, Five Police Officers and One Sergeant
RECOMMENDATION:
It is recommended that the City Council adopt the attached Ordinance specifying the authorized positions in
the Police Department, increasing the number of authorized positions by 6 Corporal/Detectives, 5 Police
Officers, and one Sergeant.
DISCUSSION:
During the FY2006-2007 General Fund Budget Process, the following sworn assignments were approved
for the Police Department with partial year funding:
Detective: 6 Corporal/Detective
Traffic Officer: 2 Commercial Enforcement Officers, 2 Traffic Officers, 1 Motors Officer
Sergeant: 1 Motors Sergeant
The Police Department's authorized civil service strength is 1,439. Upon approval of the attached
ordinance, the assignment of civil service positions authorized for the Police Department will result in the
addition of 6 Corporal/Detectives, 5 Police Officers and one Sergeant. The addition of the positions
referred to above would result in the following changes in the authorized strength of the Police Department
effective July 1, 2007. (See table below.)
