AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE QUALI-
FIED ELECTORS WHO OWN TAXABLE PROPERTY IN THE CITY OF
FORT WORTH, TEXAS, AND WHO HAVE DULY-RENDERED THE SAME
FOR TAXATION PROPOSITIONS FOR THE ISSUANCE OF NEGOTIABLE
COUPON BONDS'6F SAID CITY IN THE AGGREGATE SUM OF FIFTY
MILLION, EIGHT.HUNDRED THOUSAND DOLLARS ($50,800,000.00)
POR THE PURPOSE OF MAKING PERMANENT CITY IMPROVEMENTS
BY CONSTRUCT I ING., IMPROVING AND EXTENDING THE STREETS,
THOROUGHFARES AND STORM.DRAINS OF SAID CITY AND ACQUIR-
ING THE NECESSARY LANDS, THEREFOR; FOR THE PURPOSE OF
MAKING PERMANENT CITY IMPROVEMENTS BY CONSTRUCTING,
BUILDING AND EQUIPPING CITY FIRE STATIONS AND IMPROVING
AND EXTENDING THE CITY FIRE ALARM SYSTEM AND ACQUIRING
THE NECESSARY LANDS THEREFOR; FOR THE PURPOSE OF MAKING
PERMANENT CITY IMPROVEMENTS BY PURCHASING, ACQUIRING,
CONSTRUCTING AND IMPROVING THE PLAYGROUNDS, RECREATION
PARKS, AND RECREATION AND PARK FACILITIES OF SAID CITY
AND ACQUIRING THE NECESSARY LANDS THEREFOR; FOR THE
PURPOSE OF MAKING PERMANENT CITY IMPROVEMENTS BY ESTAB-
LISHING, DEVELOPING, CONSTRUCTING, ENLARGING, IMPROVING
AND EQUIPPING ITS AIRPORTS AND AIR NAVIGATION FACILITIES,
INCLUDING BUILDINGS AND OTHER FACILITIES INCIDENT TO
THE OPERATION THEREOF AND THE ACQUISITION OR ELIMINATION
OF AIRPORT HAZARDS, AND ACQUIRING THE NECESSARY LANDS
THEREFOR; FOR THE PURPOSE OF MAKING PERMANENT CITY IM-
PROVEMENTS BY CONSTRUCTING•AND BUILDING A POLICE AND CITY
OFFICE, JAIL AND PARKING BUILDING AND FACILITIES AND
ACQUIRING THE NECESSARY LANDS THEREFOR; AND FOR THE
PURPOSE OF MAKING PERMANENT CITY IMPROVEMENTS BY IMPROV-
ING, EXTENDING AND ENLARGING THE SANITARY SEWER SYSTEM
AND SEWAGE DISPOSAL PLANTS OF SAID CITY AND ACQUIRING
THE NECESSARY LANDS THEREFOR, AND A PROPOSITION FOR THE
PURPOSE OF DETERMINING UPON THE ISSUANCE OF REVENUE
BONDS IN THE SUM OF TWENTY-THREE MILLION, NINE HUNDRED'
AND FIFTY THOUSAND DOLLARS ($23,950,000.00), IN ADDITION
TO FIFTY-ONE MILLION DOLLARS ($51,000,000-00) WORTH OF
SAID BONDS HERETOFORE AUTHORIZEDFOR THE PURPOSE OF MAK-
ING PERMANENT CITY IMPROVEMENTS BY IMPROVING AND EXTEND-
ING THE WATERWORKS SYSTEM OF SAID CITY, SAID BONDS TO
'BE ISSUED AT ONE TIME OR IN INSTALLMENTS FROM TIME TO
TIME AS THE CITY COUNCIL SHALL DETERMINE, THE BONDS OF
EACH INSTALLMENT BEING PAYABLE SERIALLY AS MAY BE DE-
TERMINED BY THE CITY COUNCIL, SO THAT THE LAST MATURING
BONDS SHALL BECOME PAYABLE WITHIN FORTY (40) YEARS FROM
THE DATE THEREOF, AND BEARING INTEREST AT A RATE TNOT TO
EXCEED FOUR AND ONE-HALF PER CENT (4-1/2%) PER ANNUM
FROM THE•DATE THEREOF, PAYABLE SEMI-ANNUALLY, AND PRO-
VIDING FOR THE PAYMENT OF PRINCIPAL AND INTEREST ON SAID
BONDS BY PLEDGING THE COMBINED-NET REVENUES FROM THE
OPERATION OF THE WATER AND SEWER SYSTEMS OF SAID CITY;
PROVIDING THAT SAID ELECTION BE HELD IN CERTAIN PLACES
AND APPOINTING PRESIDING JUDGES FOR EACH PRECINCT; PRO-
VI . DING FOR ABSENTEE VOTING; PROVIDING FOR THE USE OF
VOTING MACHINES AND PRESCRIBING OFFICIAL BALLOTS THEREFOR;
ORDERING AND DIRECTING THE CITY SECRETARY TO PREPARE
AND ISSUE OFFICIAL BALLOTS FOR ABSENTEE VOTING AND
OFFICIAL BALLOTS FOR VOTING MACHINES; PROVIDING THAT
WATERWORKS SYSTEM REVENUE BONDS VOTED ON SHALL NOT BE
PAID FOR BY TAXATION; RESERVING THE RIGHT TO ISSUE
WATERWORKS SYSTEM REVENUE BONDS AND TAX- SUPPORTED
BONDS IN INSTALLMENTS; AUTHORIZING THE CITY COUNCIL.
TO ISSUE TAX- SUPPORTED BONDS IN SUCH DENOMINATIONS
AS IT MAY DETERMINE AND REQUIRING THAT SAME MATURE
WITHIN FORTY.(40) YEARS FROM THE DATE THE AT RATES
NOT TO EXCEED FIVE PER CENT (5/) PER ANNUMr PAYABLE
SEMI - ANNUALLY, EXPRESSED IN COUPON NOTES ATTACHED TO
THE BONDS; LEVYING A SUFFICIENT TAX TO PAY THE INTER-
EST ON THE GENERAL OBLIGATION BONDS AT THE MATURITY
THEREOF; AND CALLING A SPECIAL ELECTION TO BE HELD
IN THE CITY OF FORT WORTH, TEXAS, ON TUESDAY, THE
19TH DAY OF OCTOBER , A.- D. 1965.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS:
SECTION 1.
That a special election be held in the City of Fort
Worth, Texas, on Tuesday, the
19TH day of OCTOBER
A. D. 1965, at the polling places hereinafter described,
between the hours of 7 :00 A. M. and 7 :00 P. M., at which
election the following propositions for the issuance of
bonds of the City of Fort Worth, Texas, each and all of
which propositions contain a purpose clause which has been
found and determined by the City Council to be a permanent
public improvement and for a legitimate municipal purpose,
shall be submitted to the qualified electors who own tax-
able property in said City and who have duly rendered the
same for .taxation:
PROPOSITIONS
I.
Shall the City of Fort Worth, Texas, through its City
Council, issue its negotiable coupon bonds in the principal
sum of Twenty -four Million, Nine Hundred. Thousand Dollars
($24,900,000.00) for the purpose of making permanent
city improvements by constructing, improving and extend-
ing the streets, thoroughfares and storm drains of said
City, including in such permanent public improvements the
straightening, widening, paving, grade separation, light-
ing and drainage of said streets and thoroughfares, and
acquiring the necessary lands therefor, said bonds being
payable serially as may be determined by the City Council,
so that the last maturing bonds shall become payable within
forty (40) years from the date thereof, bearing interest at
a rate not to exceed five per cent (5%) per annum from the
date thereof, payable semi - annually, and levy a sufficient
tax to pay the interest on said bonds and create a sinking
fund sufficient to redeem said bonds at the maturity thereof?

Shall the city of Fort Worth, Texas, through its
City Council, issue its negotiable coupon bonds in the._
principal sum of one million, Six Hundred Thousand Dollars
($1,600,000.00) for the purpose of making permanent city
improvements mprovements by constructing, building and equipping fire
stations and improving and extending the city fire alarm
system and acquiring-the necessary lands therefor, said
bonds being payable serially as may be determined by the
City Council, so that the last maturing bonds shall become
payable within forty (40) years from the date thereof, bear-
ing interest at a rate not to exceed five per cent (5%)
per annum from the date thereof, payable semi-annually,
and levy a sufficient tax to pay the interest on said bonds
and create a sinking fund sufficient to redeem said bonds
III.
Shall the City of Fort Worth, Texas, through its
City council, issue its negotiable coupon bonds in the
principal sum of Two Million, Nine Hundred Thousand Dollars
($2,900,000.60) for the purpose of making permanent city
improvements by purchasing, acquiring, constructing and im-
proving the playgrounds, recreation parks, and recreation
and park facilities of said City and acquiring the necessary
lands therefor, said bonds being payable serially as may be
determined by the city. Council, so that the last maturing
bonds shall become payable within forty (40) years from the
date thereof, bearing interest at a rate not to exceed five
per cent (5%) per annum from the date thereof, payable semi-
annually, and levy a sufficient tax to pay the interest on
said bonds and create a sinking fund sufficient to redeem said
bonds at the maturity thereof?

shall the City of Fort Worth, Texas, through its
City Council, issue its negotiable coupon bonds in the prin-
cipal sum of Nine million Dollars ($9,000,000.00) for the
purpose of making permanent city improvements by establish-
ing, developing, constructing, enlarging, improving and
equipping its airports and air navigation facilities, in-
cluding buildings and other facilities incidental to the
operation thereof and the acquisition or elimination of air-
port hazards, and acquiring the necessary lands therefor,
said bonds being payable serially as may be determined by
the city Council, so'that the last maturing bonds shall be-
come payable. within forty (40) years from . the date thereof,
bearing interest at a rate not to exceed five per cent (5%)
per annum from the date thereof, payable semi-annually,
and levy a sufficient tax to pay the interest on said
bonds and create a sinking fund sufficient to redeem.said
bonds at the maturity thereof?

Shall the city of Fort Worth, Texas, through its
City Council, issue its negotiable coupon bonds in the
principal sum of Five Million, Nine Hundred Thousand Dollars
($5,900,000.00) for'the purpose of making permanent city
improvements by constructing and building a police and city
office, jail and parking building and facilities and acquir-
ing the necessary lands therefor, said bonds being payable
serially as may be determined by the city Council, so that
the last maturing bonds shall become payable within forty
(40) years from the date thereof, bearing interest at a rate
not to exceed five per cent (5%) per annum from the date
thereof, payable semi-annually, and levy a sufficient tax
to pay the interest on said bonds and create a sinking fund
sufficient to redeem said bonds at the maturity thereof?
VI.
Shall the City.of Fort Worth, Texas, through its
City Council, issue its negotiable coupon bonds in the
principal sum of Twenty-three Million, Nine Hundred and Fifty
Thousand Dollars ($23,950,000.00)1 in addition to bonds
in the aggregate principal amount of Fifty-one Million Dol-
lars ($51,000,000.00) heretofore authorized by the city pur-
suant to propositions adopted by a majority vote of the
qualified electors of the City at special elections held on
January 25, 1949, January 26, 1954, and January 31, . 1956,
respectively, for the purpose of making permanent city
improvements by improving and extending the Waterworks
System of said City, said bonds to be issued at one time
or in installments from time to time as the City Council
shall determine, the bonds of each installment being payable
serially as may be determined by the City Council, so that
the last maturing bonds shall become payable within forty
(40) years from the date thereof, and bearing interest at a
rate not to exceed four and one-half per cent (4-1/2%) per
annum from the date thereof, payable semi-annually, and
providing for the payment of principal and interest on said
bonds by pledging the combined net revenues from the opera-
tion of the Water and Sewer Systems of said City?
VIT.
Shall the City of Fort Worth, Texas, through its
City Council, issue its negotiable coupon bonds in the prin-
cipal sum of Six Million, Five Hundred Thousand Dollars
($6,500,000.00) for the purpose of making permanent city'
improvements by improving, extending and enlarging the sani-
tary sewer system and sewage disposal plants of said City
and,acquiring the necessary lands therefor, said bonds being
payable serially as may be determined by the City Council,
so that the last maturing bonds shall become payable within
forty (40) years from the date thereof, bearing interest at
a rate not to exceed five per cent (5%) per annum from the
date thereof, payable semi-annually, and levy a sufficient
tax to pay the interest on said bonds and create a sinking
fund sufficient to redeem said bonds at the maturity thereof?
SECTION 3.
That said election. shall be held under the provisions
of the charter of the City of Fort Worth, Texas, and the
Constitution and laws of the State of Texas insofar as
same may be applicable, and qualified voters who own tax-
able property in said city and who have duly rendered the
same for taxation shall be allowed to vote upon said propo-
sitions, and all electors shall vote in the election pre-
cinct of their residence, or as provided . by law.
SECTION 4.
That absentee voting shall be on paper ballots, and
that each proposition for the issuance of said bonds shall
be separate and distinct so that the absentee voters may
pass upon each one separately and apart from the others.
That all voters who favor the proposition to issue
the Street Improvement Bonds shall have written or printed
upon their ballots the words:
"FOR the,issuance of Street Improvement
Bonds and the levying of a tax in payment thereof,"
and those opposed shall have written or printed upon their
ballots the words:
"AGAINST the issuance of Street Improvement
Bonds and the levying of a tax in payment thereof."
That all voters who favor the proposition to issue
the Fire Protection Bonds shall have written or printed
upon their ballots the words:
"FOR the issuance of Fire Protection-Bonds
and the levying of a tax in payment thereof,"
and those opposed shall have written or printed upon their
ballots the words:
"AGAINST the issuance of Fire Protection
Bonds and the levying of a tax in payment thereof."
That all voters who favor the proposition to issue
the Park and Recreation Bonds shall have written or printed
upon their ballots the words:
"FOR the issuance of park and Recreation,
Bonds and the levying of a tax in payment thereof,"
and those opposed shall have written or printed upon their
ballots the words:
"AGAINST the Issuance of Park ' and Recreation
Bonds and the levying of a tax in payment thereof."
That all voters who favor the proposition to issue
the Airport Bonds shall have written or printed upon their
ballots the words:
"FOR the issuance of Airport Bonds and the
levying of a tax in payment thereof,"
and those opposed shall have written or printed upon their
ballots the words:
"AGAINST the issuance of Airport Bonds and
the levying of a tax in payment thereof."
That all voters who favor the proposition to issue.
the Police and City office Building Bonds shall have written
or printed upon their ballots the words:
"FOR the issuance of Police and City
Office Building Bonds and the levying of a
tax in payment thereof,"
and those opposed shall have written or printed upon their
ballots the words:
"AGAINST the issuance of Police and
City office Building Bonds the the levying
of a tax in payment thereof."
That all voters-who favor the proposition to issue
the Waterworks System"S Revenue Bonds shall have written . or
printed upon their ballots the words:
"FOR the issuance of Waterworks System
Revenue Bonds,"
and those opposed shall have written or printed upon their
ballots the words:
"AGAINST the issuance of Waterworks
System Revenue Bonds."
That all voters who favor the prop6sition to issue
the Sanitary Sewer System and Sewage Disposal plant Bonds
shall have written or printed upon their ballots the words:
"FOR the issuance of Sanitary.Sewer
System and Sewage Disposal Plant Bonds and
the levying of a tax in payment thereof,"
and those opposed shall have written or printed upon their
ballots the words:
"AGAINST the issuance of Sanitary Sewer
System and Sewage Disposal Plant Bonds and
the levying of a tax in payment thereof."
SECTION 5.
That voting machines approved by the commissioners'
Court of Tarrant County, Texas, shall be used at the bond .
election on the 19TH day of _A&TDDL�_, A. D. 1965,
in strict compliance with the applicable provisions of
Article 7.14 of the Election Code of the State of Texas,
as amended, and other applicable provisions of such Election
Code.
SECTION 6.
That the official ballots to be used in voting ma-
chines shall be in compliance with the applicable provisions
of-Article 7.14 of the Election Code and shall have.written
or printed thereon thb following:
PROPOSITION NO. 1.
FOR AGAINST Shall the City of Fort Worth, Texas,
through its city Council, issue its
negotiable coupon bonds in the prin-
cipal n-

900,000.00) for the purpose of
making permanent city improvements
by constructing, improving and ex-

annually, and levy a sufficient tax

PROPOSITION NO. 2.
FOR AGAINST Shall the city of Fort Worth, Texas,
through its city Council, issue•its
negotiable coupon bonds in the prin-
cipal sum of one Million, Six Hundred
Thousand Dollars ($1,600,000.00) for
the purpose of making permanent city
improvements by constructing, build-
ing and equipping fire stations and
improving and extending the city fire
alarm system and acquiring the neces-
sary lands therefor, said bonds be-
ing payable serially as may be de-
termined by the city Council, so that
the last maturing bonds shall become
payable within forty (40) years from
the date thereof, bearing interest
at a rate not to exceed five.per cent
(5%) per annum from the date thereof,
payable semi-annually, and levy a
sufficient tax to pay the interest
on said bonds and create a sinking
fund sufficient to redeem said bonds
at the maturity thereof?
PROPOSITION No. 3.
FOR AGAINST Shall the City of Fort Worth, Texas,
through its City Council, issue its
negotiable.coupon bonds in the prin-
cipal sum of-Two million, Nine Hun-
dred Thousand.Dollars ($2,900,000-00)
for the purpose of making permanent
city improvements by purchasing, ac-
quiring, constructing and improving
the playgrounds, recreation parks,
and recreation and park facilities
of said city and acquiring the neces-
sary lands therefor,,said bonds be-
ing payable serially as may be de-
termined by the city Council, so
that the last maturing bonds shall
become payable within forty (40)
years from the date thereof, bearing
interest at a rate not to exceed
five per cent (5%) per annum from
the date thereof, payable semi-
annually, and levy a sufficient
tax to pay the interest on said bonds
and create a sinking fund sufficient
to redeem said bonds at the maturity
thereof?
PROPOSITION NO. 4.
FOR AGAINST Shall the City of Fort Worth, Texas,
through its city Council, issue its
negotiable coupon bonds in the prin-
cipal sum of Nine million Dollars
($9,000,000.00) for the purpose of
making permanent city improvements
by establishing, developing, con-
structing, enlarging, improving and
equipping its airports and air navi-
gation facilities, including build-
ings and other facilities incidental
to the operation thereof and the ac-
quisition or elimination of airport
hazards, and acquiring the necessary
lands therefor, said bonds being pay-
able serially as may be determined by
the City Council, so that the last
maturing bonds shall become payable
within forty (40) years from the date
thereof, bearing interest at a rate
not to exceed five per cent (5%) per
annum from the date thereof, payable
semi-annually, and levy a sufficient
tax to pay the interest on said
bonds and create a sinking fund suf-
ficient to redeem said b I onds at the
maturity thereof?
PROPOSITION NO. 5.
FOR AGAINST 'Shall the City of Fort Worth, Texas,
through its City Council, issue its
negotiable•coupon bonds in the prin-
cipal sum•of'Five Million, Nine Run-
dred Thousand Dollars ($5,90Q,000.00)
for the purpose of making permanent
city improvements by constructing
and building a police and city office,
jail and parking building and facili-
ties and acquiring the necessary lands
therefor, said bonds being payable
serially as may be determined by the
City Council, so that the last matur-
ing bonds shall become payable within
forty (40) years from the date.there-
of, bearing interest at a rate not
to exceed five per cent (5%) per an-
num from the date thereof, payable
semi-annually,.and levy a sufficient
tax to pay the interest on said bonds
and create a sinking fund sufficient
to redeem said bonds at the maturity
thereof?
PROPOSITION NO. 6.
FOR AGAINST Shall the City of Fort Worth, Texas,
through its City Council, issue its
negotiable coupon bonds in the prin-
cipal sum of Twenty-three Million,
Nine Hundred and Fifty Thousand D017
lars ($23,950,000.00), in addition

PROPOSITION NO. 7.
FOR AGAINST Shall the City of Fort Worth, Texas,
through its City Council, issue its
negotiable coupon bonds in the prin-
cipal sum of Six Million, Five Hun-
dred Thousand Dollars ($6,500,000.00)
for the purpose of making permanent
city improvements by improving, ex-
tending-and enlarging the sanitary
sewer system and sewage disposal
plants of said City and acquiring the
necessary lands therefor, said bonds
being payable serially as may be
determined by the city Council, so
that the last maturing bonds shall
become payable within forty (40)
years from the date thereof, bearing
interest at a rate not to exceed five
per cent (5%) per annum from the
date thereof, payable semi-annually,
and levy a sufficient tax to pay the
interest on said bonds and create a
sinking fund sufficient to redeem said
bonds at the maturity thereof?
SECTION 7.
That the city Secretary is hereby ordered and directed
to'prepare and issue ballots for absentee voting and for vot-
ing machines and to stamp same ,official Ballot," on which
ballots shall be printed the propositions hereinabove set
forth.
SECTION B.
That in the event the said Waterworks System Revenue
Bonds are authorized to be issued by a majority vote of the
qualified electors of said city voting at said election and
the-same are issued And sold, the holder or holders of such
Rri*nrIA shall never have the riqht to demand payment
thereof out of any funds raised or to be raised by taxation,
and each bond issued or executed in pursuance of such elec-
tion shall contain this clause:
"The holder hereof shall never have the
right to demand payment of this obligation out
of any funds. raised., or to be raised, by taxation."
SECTION 9.
That the City of Fort Worth expressly reserves the"
right to issue and sell the total authorization of Twenty -
three Million, Nine Hundred and Fifty Thousand Dollars
($23,950,000.00) in Waterworks System Revenue Bonds in one
or more installments, and in the event the bonds as au-
thorized are not sold as one issue, then the remaining bonds,
when subsequently sold, shall be secured by the same char-
acter of lien and pledge of the net revenues from the opera-
tions of the Water and Sewer Systems of said City as the
first installment, so that each and every bond of the whole
authorization, when sold, shall be of equal dignity and
parity with each other bond herein issued and with each out-
standing revenue bond issued for the purpose of improving
and extending the Waterworks System and/or the Sewer System
of said city pursuant to the propositions adopted by a majority
of the qualified electors of the City at special elections
held on January 25, 1949, January 26, 1954, and January 31,
1956,'.respectively. All of the said Waterworks System Revenue
Bonds shall be issued in accordance with, and secured in the
manner provided in, Articles 1111-1118, inclusive, of the
Revised Civil Statutes-of the State of Texas, as amended, and
Articles lllla-1111b, inclusive, of the Revised civil Statutes
of the State.of Texas, as amended.
SECTION 10.
That in the event the tax-supported bonds are au-
thorized at the special election hereby ordered, the City
Council of the City of Fort Worth, Texas, may issue for sale
any part or portion of said amounts at such time and times
as in the judgment of the-.City Council it'determines that a
lawful interest and sinking fund may be provided for to take
care of and discharge, any part or portion of the bonds so
issued for sale, it 'being the purpose of.this section to make
clear that the City Council of the City of Fort Worth, Texas,
may not be required to issue the full amount of the series
of the bonds as herein submitted but may issue for sale any
portion of the same at such time and times as it determines
advisable, under the authority hereby conferred after said
election.
SECTION 11.
That all of the bonds herein authorized to be issued
by the electorate shall be in such denominations as may be
determined by the City Council and shall mature serially in
the, regular order in which they are numbered, making the
last bonds mature within forty (40) years from the date there-
of, unless the City Council, in the exercise of its discre-
tion, shall otherwise provide for such maturity, and said
bonds.shall be sold at not less than par and shall bear in-
terest at rates per annum not to exceed the rates specified
in the propositions hereinabove set forth, and shall be pay-
able semi-annually.
SECTION 12.
That.the City Secretary shall furnish election officials
forms, blanks or instructions in accordance with the Charter
of the City of Fort Worth, Texas, and the laws of the State
of Texas insofar as same are applicable.
SECTION 13.
That the way and manner of holding this election,
the notice to be given therefor, the polling places, the
personnel of the officers, precinct judges and substitutes
therefor who are to hold the same, and all details connected
with the holding of the election shall be determined and
arranged by the City Council and administered under the
direction of and by the City Secretary.
SECTION 14.
That this ordinance shall constitute the election
order for such special election, a substantial copy of
which shall serve as the notice of election under Article
704 of the Revised Civil Statutes of the State of Texas.
SECTION 15.
That the City.Secretary is hereby authorized and
directed to cause notice of said election to be given by
posting a substantial copy of this election order in each
of the election precincts of said City and also at the City
Hall. That this-notice of said election shall also be pub-
lished on the same day in each of two (2)* successive weeks
in a.-newspaper of general circulation published within said
City, the date of''the first publication to be not less than
. fourteen (14) days prior to the date set for said election,
and the City Secretary'shall see that proper publication is
made and proper notice of this election is given, in full
conformity-with the-Charter of the City of Fort Worth, Texas,
and the applicable statutes of . the State of Texas.
SECTION .16.
That this ordinance, election order and notice shall
take effect and be in full force and effect from and after
the date of its passage, and it is so ordained.

CITY-WIDE STREET IMPROVEMENTS PROPOSED: The long range street improvement plan now
under study by the Municipal Facilities Committee of Town Hall proposes extensive
street improvements in all sections of the city, as shown on the map below. Major
cross-town thoroughfares and neighborhood collector streets, shown in red, comprise
the largest need totaling $10,165,000. "Self-help" paving of dirt streets at the
request of property owners would also require $4,500,000 to finance the City's share.
Other important improvements include storm drainage facilities ($3,300,000); resur-
facing and reconstructing older streets ($2,000,000); traffic signals and new lighting
on 90 miles of existing thoroughfares ($2,185,000); and, initial widening of thorough-
fares in new subdivisions to avoid more costly widening in the future ($2,750,000).
The proposed street bonds, totaling $24,900,.000, will make it possible to continue the
street program now nearing completion, for which $38,525,000 in bonds were authorized
by Fort Worth voters in 1958 and 1961.

WEATHER "PLAGUES" CITY: Prolonged rainfall in May (16 days) and continued wet weather
early in June is producing a series of contrasting problems for residents and the city
government this spring. Ground saturation has produced two major irritations, weeds
and mosquitoes, that have sent telephone complaints and overtime work by city workers
sharply upward. Other effects have been extensive deterioration of street paving bases
and surfaces, sewage infiltration and back-ups, storm drain stoppages, and a decline in
water and sewer revenues by comparison to drier months of May in previous years.
A total of 1,250 weed complaints were received in May, nearly three times the number
recorded in the same month of 1964. Swarms of mosquitoes, which spawned in poorly
drained areas and thrive in weeded areas, are being attacked by health employees on
an overtime schedule of spraying oil on breeding areas and fogging to remove "adult"
mosquitoes. Because of the 8.97 inches of rainfall in the month, the Water Department
reported a drop in pumpage from 1.576 million gallons in May of 1964 to 1.389 in May
this year.
A bright spot in the grey statistics came from the Fire Department. It reported that
the number of fire calls was down 22 per cent because of heavy rainfall in May.
POLICE SPACE OPENED: With the return
of sunshine, trucks and bulldozers are
busy removing earth and rock beneath
10th Street which will be replaced with
more operating room for the Police
Department. Long cramped in offices
scattered throughout City Hall and other
buildings, police officers are looking
forward to getting an additional 15,000
square feet by fall. Bond funds voted
for police expansion a number of years
ago are financing the $277,800 project.
The photograph shows how material is
being removed from beneath the new
slab roof which is now carrying one
lane of 10th Street traffic. When
excavation is completed, the remainder
of 10th Street and roof of the addition
will be constructed. Advantages of
the under street construction include
the elimination of exterior decorations,
landscaping, window openings, and
lower heating and cooling expenses.
A connection between the existing City
Hall and the Water Department building
is also a part of the project.

FORT WORTH CELEBRATES ALL-AMERICA CITY AWARD
ALL-AMERICA CITY IS JUBILANT: Thousands of Fort
Worth area citizens jammed downtown streets, ate
barbecue together, and cheered the presentation
of the "All-America City" Award at Will Rogers
Memorial Coliseum on May 17, 1965. The activi-
ties crowned more than a month of celebrating
which followed announcement by the National
Municipal League and Look Magazine that Fort
Worth had been named to the honor for its
acheivements in gaining citizen interest and
action for community improvement programs.

and coliseum, and the three floats built by City

CENTRAL CITY - SUBURBAN TAXES: In the April 1965 issue of Nation's Cities-, published by
the National League of Cities, there was an article about taxes which reads as follows:
"SUBURBS AREN'T TAX HAVEN --- Tax rates are catching up for suburbanites around
Chicago. In 138 of 538 suburban taxing districts --- about one in four - --
1964 property tax rates are higher than Chicago's. On top of this,.suburban'
tax rates are going up in about 85 per cent of the taxing districts in Cook
County."
A similar trend has developed in Tarrant County where the Fort Worth tax rate has stabi-
lized, but tax rates are climbing.in a number'of suburban communities. Taxes in at least
one Tarrant County suburb are higher than Fort Worth, and several other communities.
have recently approved or are considering substantial tax increases.
CONSTRUCTION SURGES IN 1965: Boosted by May permits issued for a $750,000 apartment
complex in the 4400 Block of Bellaire Drive South and a new $909,000 Holiday Inn Motel
on University Drive near the East-West Freeway, the value of. construction in this fiscal
year is exceeding last year's by 41 per cent. Although apartment building is off slight-
ly, there have been more single dwelling unit permits issued this year than last. The
total number of-building permits is up 20 per cent to 4,442 during the first eight months,
and the total valuation of all permits exceeds $43 million compared with $30.5 million
for a similar period last year.
EARNINGS ON INVESTMENTS HEAD FOR ALL-TIME HIGH: Judicious investment of City funds prior
to use for budgeted expenses and bond improvement projects has earned $669,710 during the
first eight months of the current fiscal year. The figure is up 16 per cent over.earnings
in a similar period last year, when a new record was set for earnings on investments. In
all of 1963-64, the City earned $8441,598.10 at an average yield of 3.45 per cent. This
year, the City is earning at the average rate of 3.65 per cent. The yield from invest-
ments by the City since 1950 now totals $5,781,671.65, an amount which has been used to
provide municipal services that otherwise would have been omitted or supported by tax
or water rate increases.
BRANCH LIBRARIES ARE POPULAR: Book circulation at the new East Branch Library doubled
in May.this year over last year and the heavily used Southwest Branch circulated 28 per
cent more books last month than in the same month of 1964. The swelling popularity of
branch libraries and steady use of the-Main Library indicates the public support for
improved library facilities. During May of 1965, the Library Board approved plans to
a * ccelerate the construction of five more branch libraries in the coming year. Sites have
been selected.and plans are being drawn to provide e branch library service in all .sections
of the city.
COUNCIL OF GOVERNMENTS CONSIDERED: Government officials from a majority of Fort Worth
area municipalities took 'steps on May 18 to form a Council of Governments aimed at
promoting understanding and cooperation.among local governments in seeking solutions to
mutual problems. A proposed constitution for the organization will be presented at a
second meeting of officials on June . 17 7 at the Round Up Inn. Officers will also be
elected, if the constitution is adopted,,- - to head the organi . zation.in which each member
government ' will have one vote. The decisions of the Council will.be advisory, but it-
is anticipated that improved coordination throughout the area will improve municipal
services at.,reduced overall cost to area taxpayers.
