Crossings contained in the Quiet Zone One public at -grade crossing is contained within the Quiet Zone. This crossing is: Crossing ID Street Name Location on Street 598 353R Bell Spur 3100 Block of Bell Spur Effective Date of Quiet Zone May 28, 2010 is the date upon which routine locomotive horn use at the above crossings shall cease. Regulatory basis for designation of Quiet Zone This Quiet Zone will be established under the regulatory provisions of 49 CFR 222.39(a), which require implementation of Supplemental Safety Measures at every public crossing in the Quiet Zone. The following equipment is in operation: Bell Spur: existing two -quadrant gate system including constant warning system and power -out indicators with a median barrier. This installation complies with the requirements of 49 CFR 222 Appendix A (A) (3) Gates with Medians or Channelization Devices Time period within which restrictions on the horn will be imposed The time period within which restrictions on the horn will be imposed is 24 hours per day. Bell Spur, crossing ID 598353R Notice of Intent A Notice of Intent to Establish a Quiet Zone at the above listed location was mailed to all railroads operating over the public grade crossings within the proposed quiet zone, the State agency responsible for grade crossing safety, and the agency responsible for highway and road safety for those crossings on March 21 2010, by certified mail, return receipt requested. The Notice of Intent was mailed more than 60 days before the mailing of this Notice of Quiet Zone Establishment. Written comments and/or "no comment" statements have been received from all railroads operating over the public grade crossings within the proposed quiet zone, the State agency responsible for grade crossing safety, and the agency responsible for highway and road safety. DISCUSSION: The Transportation and Public Works Department proposes to create quiet zones under the Federal Railroad Administration (FRA) Train Hom rule at these three railroad crossings: Union Pacific Railroad Crossing at Sycamore School Road BNSF Railway Crossing at Sycamore School Road Trinity Railway Express Crossing at Bell Spur These quite zones will be effective in March 2010 upon completion of minor roadway improvements and FRA approval. On December 19, 2006, M&C C-21912 was approved by City Council to fund the Sycamore School Road quiet zone project under the North Central Texas Council of Government's (NCTCOG) Railroad Crossing Reliability Partnership Program with a 20 percent local match. The Bell Spur quiet zone requires no construction cost. The Sycamore School Road quiet zones are located in COUNCIL DISTRICT 6. The Bell Spur quiet zone is located in COUNCIL DISTRICT 5.
