ADOPTING AN UPDATE TO THE 2015 PARK, RECREATION AND OPEN SPACE
MASTER PLAN FOR THE CITY OF FORT WORTH, TEXAS
WHEREAS, in 1909 the first Park Master Plan, authored by George Kessler, was adopted by
the City of Fort Worth Park Board, and successive Park Master Plans by Hare and Hare were adopted
in 1930 and 1957 respectively; and
WHEREAS, these plans laid the foundation for the park system in Fort Worth and, on
November 10, 1992, the City Council adopted a Strategic Plan for the Fort Worth Park and Recreation
Department to guide the management of its resources; and
WHEREAS, on June 30, 1998, the City Council adopted the 1998 Park, Recreation and
Open Space Master Plan, which included the first locally determined needs-based standards in
the history of the Parks and Community Services Department; and
WHEREAS, for a number of years, the Department has conducted periodic Needs
Assessment Studies for use in setting local standards; prioritizing park, recreation and open
space needs both City-wide and by Park Planning District; and developing an action plan to
comply with the Texas Parks and Wildlife Department's grant guidelines; and
WHEREAS, the City Council adopted the 2004 Park, Recreation and Open Space Master Plan
on June 22, 2004 along with an update to the plan on February 9, 2010, incorporating them both by
reference into the City's Comprehensive Plan; and
WHEREAS, on January 27, 2015 the City Council adopted the current Master Plan and
incorporated it by reference into the City's Comprehensive Plan. Revisions to update the
2015 Master Plan have been prepared to address accomplishments achieved, update
demographics, and ratify priorities; and
WHEREAS, in preparation for the 2020 update to the Park, Recreation and Open Space
Master Plan, the Park & Recreation Department commissioned a Needs Assessment Study for
use in setting local standards; prioritizing park, recreation and open space needs both city-
wide and within each of the City's five Park Planning Districts; and developing an action plan
to comply with the Texas Parks and Wildlife Department's grant guidelines; and
WHEREAS, revisions to update the Park, Recreation and Open Space Master Plan have been
prepared to address changes that have occurred in the City over the last five years and to maintain the
City's eligibility for state park grants; and
WHEREAS, the City Plan Commission endorsed the update to the Park, Recreation
and Open Space Master Plan on May 27, 2020; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
1. The update to the Park, Recreation and Open Space Master Plan for the City of Fort Worth
is hereby officially adopted to reflect accomplishments that have been achieved during
that period, and to update demographics and prioritize park system needs; and
2. The updated Park, Recreation and Open Space Master Plan for the City of Fort Worth is
hereby officially adopted as the guide for allocation of resources for the improvement and
continued development of Fort Worth's Park, Recreation and Open Space System; and
3. The updated Park, Recreation and Open Space Master Plan for the City of Fort Worth is
hereby incorporated as part of the City's Comprehensive Plan; and
4. The adoption of this updated Master Plan supersedes previous park, recreation and open
space master plans to the extent the provisions of the update are in direct conflict with
such other park, recreation and open space master plan.

Adopt a Resolution Updating the 2015 Park, Recreation and Open Space Master Plan and Incorporating the Updated Master Plan in the City's
Comprehensive Plan(ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached Resolution updating the 2015 Park, Recreation and Open Space Master Plan for the City of Fort Worth;and
2. Incorporate the updated Master Plan, by reference, in the City's Comprehensive Plan.
DISCUSSION:
Since its establishment in 1909,the development of the City of Fort Worth park system has been guided by formally adopted comprehensive
master plans. Beginning with the 1909 Kessler Plan,subsequent plans have included the 1930 Hare and Hare Master Plan, a 1957 update of
the Hare and Hare Master Plan and more recently,the 1998,2004 and 2015 Park,Recreation and Open Space Master Plans.
In 1992,the Park& Recreation Department Strategic Plan (which focused on strategic allocation of resources)was adopted, and in 2001 the
Recovery Action Plan was adopted to comply with the Department of Interior, National Park Service Urban Park and Recreation Recovery Act
grant program.
The first City of Fort Worth Comprehensive Plan,which serves as the umbrella plan for all city services,growth and development was adopted
in the year 2000. Since that time,the Park& Recreation Department Park, Recreation and Open Space Master Plan has been incorporated
into the City's Comprehensive Plan(by reference).
On May 18,2004,the Parks and Community Services Advisory Board voted to endorse the Park, Recreation and Open Space Master Plan,
the official plan was adopted by the City Council on June 22, 2004. The update of the 2004 Master Plan was guided by the Park Board,
involved a public input process and included input from staff. In February 2010,the final adopted Plan set forth local standards with a basis of
established national standards from the National Park and Recreation Association and the American Academy for Park and Recreation
Administration.
On December 17,2014,the Park Board voted to endorse the current Park, Recreation and Open Space Master Plan, and the official plan
was adopted by the City Council on January 27,2015. The final adopted Plan sets forth local standards with a basis of established national
standards from the National Park and Recreation Association and the American Academy for Park and Recreation Administration. The
update of the 2015 Master Plan was guided by the Park Board, involved a public input process and included input from staff.
In order to remain competitive for the Texas Parks and Wildlife Department's Recreation Grant Programs,the Park, Recreation and Open
Space Master Plan must be updated every five years. The update shall include accomplishments over a five(5)year period, updated
demographics and park system needs in priority.
The City Plan Commission endorsed the update to the Park, Recreation and Open Space Master Plan on May 27,2020.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
