AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS OPERATING FEDERAL FUND, SUBJECT TO RECEIPT OF THE GRANT, IN
THE AMOUNT UP TO $717,373.00, FOR THE PURPOSE OF FUNDING THE FY2020
HIGH PRIORITY COMMERCIAL MOTOR VEHICLE GRANT PROGRAM PROVIDING FOR
A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund, subject to the receipt of grants, in the amount up to$717,373.00, for the purpose of
funding the FY2020 High Priority Commercial Motor Vehicle Grant Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23835-09-2019 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Related Grant Agreement,and Adopt Appropriation Ordinance(ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify application for,and Authorize Acceptance of,if Awarded,the U.S. Department of Transportation (USDOT), Federal Motor Carrier Safety
Administration (FMCSA)High Priority Commercial Motor Vehicle Grant for Fiscal Year 2020 in an amount of up to$717,373.00;
2.Authorize the execution of a grant agreement with the USDOT, FMCSA for Fiscal Year 2020 High Priority Commercial Motor Vehicle Grant; and
3.Adopt the attached Appropriation Ordinance increasing receipts and appropriations in the Grants Operating Federal Fund in an amount up to
$717,373.00.
DISCUSSION:
The U.S. Department of Transportation, Federal Motor Carrier Safety Administration (FMCSA)FY 2020 High Priority Commercial Motor Vehicle
(CMV)Grant supports innovative and impactful projects to reduce crashes, injuries,and fatalities involving large trucks and buses. Funding
supports enforcement projects that improve safety and compliance with FMCSA's regulations that are national in scope, increase public
awareness and education,demonstrate new technologies,and reduce the number/rate of CMV crashes.The FMCSA High Priority CMV Grant will
pay for overtime hours of officers participating in the program,training,vehicle inspections, safety education, and outreach.A local match of at
least 15 percent is required.
The FMCSA High Priority CMV Grant activities will include vehicle inspections using 4,480 personnel hours to ensure drivers and vehicles are safe
to be on the roads with an additional 1,920 personnel hours devoted to implementation of the Ticketing Aggressive Cars and Trucks(TACT)
program;conduct a mass public outreach initiative to increase awareness of safe driving practices for CMV and non-CMV drivers with topics such
as hazardous materials transportation, passenger transportation,and safety initiatives;and at least 50 problematic carriers,CMV drivers,or motor
coach/bus drivers will participate in the Fort Worth Police Department-Commercial Vehicle Enforcement Unit's Carrier Safety Education
Program.The total proposed direct program amount is$717,373.00.The match requirement of$113,086.00 will be fulfilled by in-kind supervision
regular time and fringe benefits. Grant funds will be budgeted for overtime enforcement details and associated fringe benefits,inspection details,
public outreach activities,electronic message boards,training and travel,vehicle inspection uniforms,and 48 hours for grant administration.
Acceptance of this grant may occur during the current fiscal year. Funds in the amount of$26,348.00 is requested from USDOT FMCSA to cover
indirect costs.

FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant and adoption of
the attached Appropriation Ordinance,funds will be available in the current operating budget,as appropriated,of the Grants Operating
Federal Fund.The Police Department will be responsible for the collection and deposit of funds due to the City.The Police Department will be
responsible for verifying availability of funds before incurring any obligation. If awarded,the City will be paid on a reimbursement basis.
