AN ORDINANCE CHANGING THE NAME OF A PORTION OF
CALUMET STREET BETWEEN AMANDA AVENUE AND BIRDELL
STREET TO POLLARD-SMITH AVENUE; MAKING THIS
ORDINANCE CUMULATIVE OF ALL OTHER ORDINANCES
AFFECTING STREET NAMES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS;
SECTION I.
That the name of Calumet Street,located between Amanda Avenue and Birdell Street,
as more specifically depicted in Exhibit "A" attached hereto and incorporated herein by
reference, be and the same is hereby changed to Pollard-Smith Avenue.
SECTION 2.
That this ordinance shall be cumulative of all other ordinances affecting the names of
streets in the city of Fort Worth except in so far as it may be in conflict with the provisions
of those ordinances, in which instance they are expressly repealed.
SECTION 3.
That this ordinance shall take effect upon adoption.

SUBJECT
Adopt an Ordinance Changing the Name of a Portion of Calumet Street between Amanda Avenue and Birdell Street to Pollard Smith Avenue and
Authorize Related Waivers(COUNCIL DISTRICT 5)
RECOMMENDATION:
It is recommended that the City Council authorize certain waivers and adopt an ordinance changing the name of a portion of Calumet Street
between Amanda Avenue and Birdell Street to Pollard Smith Avenue.
DISCUSSION:
City Council approved Council Proposal No.316 on June 4,2020 which requested authorization to change the portion of Calumet Street between
Amanda Avenue and Birdell Street to Pollard Smith Avenue as shown in the attached location map(Exhibit"A").The City Council Proposal also
authorized staff to waive the$700.00 application fee and requirements to submit names, addresses and signatures of all abutting property
owners concurring with the proposed street name change.
Collie Pollard was known as the Matriarch of the Cavile Place public housing community. 'Mama Collie'provided a nurturing presence for the
hundreds of children whose parents were often struggling to make ends meet. Police Officer Jim'Whitehead'Smith was a strong ally in her
efforts to positively influence the children and teens. The two made news one afternoon when Officer Whitehead was shot. Mrs. Pollard ordered
nearby teenagers to find the shooter. At her direction,the shooter was apprehended by neighborhood teens and later arrested. Callie and
Whitehead kept in touch through the years. HUD Secretary Ben Carson was delighted to see a(newly reopened) police substation on the
grounds of Cavile. It was named in her honor with Whitehead at her side.
The Fire Department supports this street name change request.
A Form 1295 is not required because:This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that approval of these recommendations will have no material effect on City funds.
