Home My WebLink AboutOrdinance 24276-06-2020 Ordinance No. 24276-06-2020 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE PARD GAS LEASE CAPITAL PROJECT FUND IN THE AMOUNT OF $100,000.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING THE EAST 1ST STREET BRIDGE IMPROVEMENTS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the PARD Gas Lease Capital Project Fund in the amount of$100,000.00,from available funds,for the purpose of funding the East 15' Bridge Maintenance Improvements. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 23835-09-2019 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Gateway Park Tmil Gateway rk ._: East I"Street Bridge Located two miles east of 1-35W and one mile north of 1-30 in east Fort Worth, the old two-lane East 1St Street vehicular bridge over West Fork Trinity River was recently replaced by a new four-lane East 1st Street vehicular bridge. This project will repurpose the old two-lane bridge as a recreational trail bridge limited to pedestrian and bicycle use. The repurposed bridge will connect the Gateway Park Trail to the Quanah Parker Park Trail,providing an important link in the Fort Worth to Arlington trail and in the DFW metroplex trail system. Adopt the attached appropriation ordinance increasing receipts and appropriations in the PARD Gas Lease Capital Project Fund in the amount of$100,000.00 for the East 1 st Street Bridge Improvements(City Project No. 100575);and 2. Authorize execution of a contract with Fort Worth Civil Constructors, LLC,in the amount of$836,554.59,for the construction of the East 1 st Street Bridge Improvements. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize the award of a construction contract with Fort Worth Civil Constructors,LLC,in the amount of$836,554.59,for the construction of East 1 st Street Bridge Improvements(City Project No. 100575) This project will provide a trail connection between the existing Gateway Park trail system and the existing Quanah Parker trail system. This connection includes repurposing and repair of the old East 1 st Street vehicular bridge and replacement of its asphalt roadway approaches with new concrete trail pavement. On October 2, 2017 the City authorized an agreement with Jacobs Engineering Group, Inc. in the amount of$88,185.00 for preparation of schematic design documents for East 1st Street Bridge and Arcadia Trail Connection Improvements(City Secretary Contract No.49735) On February 26,2019 the City authorized an agreement with Jacobs Engineering Group, Inc.in the amount of$99,700.00 for preparation of final design construction documents for East 1 st Street Bridge Improvements(City Secretary Contract No.51985) On April 2,2020 and April 9,2020,the project was advertised in the Fort Worth Star-Telegram. The following bids were received on April 30,2020. Fort Worth Civil Scott Tucker Gibson& SEMA Bidder IBCTX Constructors Construction Associates Construction Base Bid Amount $836,554.59 $875,016.51 $973,732.96 $1,104,007.50 $1,160,205.00 Base Bid improvements include: concrete structure cleaning, repair, and painting; ornamental metal railing/screen fabrication, repair, and painting;old asphalt road removal;concrete trail construction;and grading and seeding. Funding for this project was included in the FY2020-2024 Capital Improvement Plan (CIP)as the project was initially funded in the General Gas Lease Capital Project Fund.Additional funding in the amount of$100,000.00 is needed due to the amount of the lowest qualified base bid received.The action in this M&C will update the FY2020-2024 CIP. MWBE OFFICE: Fort Worth Civil Constructors, LLC, is in compliance with the City's BDE Ordinance by committing to 10% MBE participation. The City's MBE goal on this project is 10%. This project is located in the COUNCIL DISTRICT 4. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that funds are currently available in the PARD Gas Lease Capital Project Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available in the PARD Gas Lease Capital Project and General Gas Lease Capital Project(General Gas Lease Capital Prj)Funds Gateway Park to QPP Trail project to support the approval of the above recommendation and award of the contract.
