DISCUSSION:
On June 17, 2008, the City Council adopted the City's Homelessness Plan, Directions Home
(Resolution No 3628-06-2008). The United Way of Tarrant County (United Way) offered to serve as
a funding conduit at no cost for the implementation of the Directions Home programs funded by the
City. The United Way created a special fund to administer and distribute public and private dollars to
be used for the implementation of county -wide homelessness programs.
Under a previous agreement with the City of Fort Worth, the United Way administered funding
allocated by the City Council in Fiscal Year 2008-2009 for Program Year I of Directions Home. That
agreement was subsequently amended to include the administration of funding allocated by the City
Council in the 2009-2010 budget for Program Year II of Directions Home.
The original agreement with the United Way has expired and staff recommends that the Council
approve a new agreement with the United Way for the administration of funds allocated by the City
Council in Fiscal Year 2010-2011 for Program Year III of Directions Home. The agreement would
contain the following services:
1. Permanent Supportive Housing Voucher Program is administered by the Fort Worth Housing
Authority and voucher -linked supportive services are provided by partner agencies--$617,147.99;
2. Voucher -linked Supportive Services are coordinated by frontline case managers to support
tenants in housing -- $877,217.00;
3. Mental Health and Substance Abuse Program provides outreach, outpatient services and
inpatient treatment -- $325,000.00;
4. Shelter -based Case Management facilitates the transition out of homelessness through program
participation -- $258,005.00,
5. Direct Client Services fill unmet needs that help people with increased housing stability,
