This RENEWAL AGREEMENT ("Renewal") is made and entered into by and
between the City of Fort Worth ("City"), acting herein by and through its duly authorized
Assistant City Manager, and Walter Fisher & Associates ("Consultant"), whose services are to
be retained hereunder for and in consideration of the covenants and promises contained herein.
RECITALS
WHEREAS, the City and Consultant previously entered into City Secretary Contract No.
40994, (the "Agreement") a contract for services wherein Consultant provides advice and
counsel on legislative matters concerning the City; and
WHEREAS, the term of the Agreement began October 1, 2010 and expired September
30, 2011; and
WHEREAS, pursuant to Section 2 of the Agreement, the City has the right to renew the
Agreement at the same terms and conditions for one additional year.
NOW THEREFORE, and in consideration of the mutual covenants and promises
contained herein, the parties hereby agree as follows:
1.
The Agreement is hereby renewed and extended for a term of one year beginning October
1, 2011 and expiring September 30, 2012.
2.
All other terms and conditions of the Agreement shall remain unchanged and in full force
and effect.

SUBJECT: Authorize Execution of a Renewal Agreement in the Amount of $37,180.00 with Walter
Fisher and Associates for Professional Legislative Consulting Services and
Representation of the City on State Issues Before the Texas State Legislature, State
Agencies and the Office of the Governor (NO COUNCIL DISTRICT)
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute a renewal Agreement
in the amount of $37,180.00 with Walter Fisher and Associates for professional legislative consulting
services for the City of Fort Worth and representation of the City before the Texas State Legislature,
State agencies and the Office of the Governor. The term of the contract will be from October 1, 2011
to September 30, 2012.
DISCUSSION:
The City of Fort Worth retains outside legislative consulting services in order to maintain resident
expertise regarding the City's relationship with the State Legislature. The role of an outside consultant
is to assist the City in promoting and protecting its legislative interests in Austin. The current contract
with Walter Fisher and Associates (Mr. Fisher) for these services expires on September 30, 2011.
Walter Fisher is the former Parliamentarian of the Texas State Senate and the former Assistant
Parliamentarian for the Texas House of Representatives. He also served as the Director of
Legislative Services for the Texas Municipal League for several years. Given Mr. Fisher's unique
background and qualifications, he has proved to be a very valuable member of the City's legislative
team. He is well versed in the legislative process and understands City issues and challenges. Mr.
Fisher will assist the City in accomplishing its state legislative initiatives as well as assisting with the
interim activities of the Legislature when that body is not in session. In particular, Mr. Fisher is
especially effective in working with the elected officials and the professional staff of the Texas Senate
and he is particularly suited to advise the City in procedural matters and the attitudes and beliefs of
key Senate leadership.
The Agreement requires Mr. Fisher to provide advice and counsel regarding state agencies and
commissions, as well as, provide assistance in promoting passage of legislative initiatives for the City
during legislative sessions and the interim sessions. The current Contract has an option for the City of
Fort Worth to renew and extend the Agreement for one year, with the renewal period beginning
October 1, 2011, and ending on September 30, 2012. The City of Fort Worth is opting to renew the
Agreement under the same terms and conditions. The Contract requires the City to compensate Mr.
Fisher at a rate of $3,015.00 per month and an amount not to exceed $1,000.00 for approved
expenses for the renewal term.
The combined amount of the initial Agreement and the renewal Agreement exceeds the threshold
amount of $50,000.00 for Council approval, bringing the total contract amount to $74,360.00.
