Freese & Nichols, Inc. 4055 International Plaza, Suite 200 Fort Worth, Texas 76109 Re: Subsurface Utility Engineering Proposal — Revision 1 Utility Designating and Test Holes — Brennan Avenue Fort Worth, Texas Dear Mr Berman. Gorrondona and Associates, Inc. (G&AI), is pleased to submit a cost proposal for Subsurface Utility Engineering (SUE) required for the above referenced project. This proposal is based on mfonnation contained m your request for proposal dated August 20, 2010 and followup information provided on August 30. Introduction G&AI will perform the SUE work required for this project in general accordance with the recommended practices and procedures described in ASCE Publication CIIASCE 38-02 (Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data). As described in the mentioned ASCE publication, four levels have been established to describe the quality of utility location and attribute information used on plans. The four quality levels are as follows: • Quality Level D (QL"D") — Information derived from existing records; • Quality Level C (QL"C") - QL"D" information supplemented with information obtained by surveying visible above -ground utility features such as valves, hydrants, meters, manhole covers, etc. • Quality Level B (QL"B ') — Two-dimensional (x,y) information obtained through the application and interpretation of non-destructive surface geophysical methods. Also known as "designating" this quality level provides the approximate horizontal position of subsurface utilities within approximately one foot. • Quality Level A (QL"A") — Also known as "locating", this quality level provides precise three dimensional (x,y,z) information at critical locations by exposing specific utilities. Non-destructive vacuum excavation equipment is used to expose the utilities at specific points which are then tied down by survey. It is the responsibility of the SUE provider to perfoiin due -diligence with regard to records research (QL "D') and acquisition of available utility records. Utilities not identified through these efforts will be here forth referred to as ` unknown" utilities. G&AI is not responsible for identifying these "unknown" utilities. Mr Scott Berman August 30, 2010 Page 2 of 2 Scope of Work The scope of this proposal includes Quality Level D SUE along Brennan Avenue, Cold Springs Road, and Northside Drive in Fort Worth as indicated in the revised SUE survey limits dated August 30 G&AI will request records from the following utilities and incorporate any available as -built data into a Quality Level D SUE plan: City of Fort Worth (sewer, water and storm), Atmos, Oncor, Charter Communications, Sprint Communications, Leve13, Chesapeake Energy, Energy Transfer, Explorer Pipeline, and Chevron. It is assumed that F&N, through the City of Fort Worth, will request AT&T system records for the work area. Deliverables G&AI will prepare a Level D SUE plan, in electronic format, depicting the utilities indicated on the collected as -built drawings. Schedule Records request work can commence immediately upon receipt of NTP. G&AI estimates that the SUE plan compilation work can be completed in two weeks Estimated Fees G&AI proposes to perform the work on a lump sum basis for four thousand dollars ($4,000 00). We look forward to working with you on this project. If you have any questions or require additional infoimation, please contact me at 281-419-2453. DISCUSSION: The Storm Water Management Program was established to reduce flooding in Fort Worth, preserve streams, minimize water pollution, and to operate the storm water system in a more effective manner to fully comply with state and federal regulatory requirements. This will be accomplished by infrastructure reconstruction and system maintenance, master planning, enhanced development review and increased public education and outreach. On September"22, 2009, (Ordinance No. 18838-09-2009) the City Council approved the issuance and sale of $45,000 000.00 in revenue bonds for the Storm Water Capital Projects Bond 2009 Fund, to fund a two-year storm water capital project program. A Request for Qualifications (RFQ) to provide drainage design was issued by the City in March of 2010 and 61 design consultants submitted statements of qualifications, including Freese & Nichols, Inc Freese & Nichols, Inc was selected to study the drainage in this area and to provide scope assessment services for any identified drainage improvements for the Brennan Avenue Drainage Improvements Project (City Project No. 01602). During rain events, the City Service Center/Maintenance Garage on Brennan Avenue has been subject to flooding. This proposed project will increase the channel capacity and storm drain system capacity to mitigate flooding of the service center. The scope assessment services for the subject engineering agreement will include identification, development and recommendation of design improvements. Freese & Nichols, Inc., proposes to perform the scope assessment services for a lump sum fee of $60,057.00. City staff considers the fee to be fair and reasonable for the scope of services proposed. Freese & Nichols, Inc., is in compliance with the City s M/WBE Ordinance by committing to 23 percent M/WBE participation. The City's goal on the project is 23 percent. This project is located in COUNCIL DISTRICT 2, Mapsco 62M& H, 63E& J.
