Hydraulic restrictions drough the existing Bar Screen Building No. 2 and the detritors require the use of more primary clarifiers to achieve the required pumping capacity of 150 IMGD. This modified set up rewires additional piping to reach the designated discharge point. The Contractor hass provided a cost of$41,697.70 for this work and requested no additional time, CMR-005 REROUTE 39-rNCH DRAIN LINE----__-- ---------------------------------------------------------------------------------------------$601355.00 The Contractor shall reroute the 39-inch drain line in conflict with the tunnel to tern-.nate to a new manhole at the tunnel. The drain line was not shoA,,n on the contract plans. The Contractor has provided a cost of$6'0 355.00 for this work and requested no additional time. C-25339 LOG, NAME,-, 6101ARK CHANGE ORDER 1 BARSC�RE,E,N3 SUBJECT: Authorize Execution of Change Order N'o.1 to City Secretary Contract No. 41591,2 in the, Amount of $1,660,195.70 for a Total Contract Amount of $9,039,540.70 with Ark Contracting Services LLC, for the I Modlificati'on,s to Bar Screen Bulilding, 3 and Junction Box Rehabilitation at Village Creek Water Reclama,tion Facility (ALA. COUNCIL DISTRICTS) RECOMMENDATION: It is recommended that the City Council authorize execution of Change Order No. 1 to a construction contract with Ark Contracting Services LL1C, in the amount of$11,6601,195:.70 for the Modifications, to Bar Screen Building 3 and Junction Box Rehabilitation at Village Creek Water Reclamation Facility, increasing the total contract cost to $9,,039,540.701. DISCUSSION: On January 25, 20111 (M&C C-24719) City Council authorized a construction contract with Ark Contracting Services, LLC, for$7,379,345-00 for the Modifications to Bar Screen Building 3 and Junction Box Rehabilitation at Village Creek Water Reclamation Facility. During the construction of Junction Box 4-B it became apparent that the 96-inch influent line is severely deteriorated, making it difficult to, complete the connection to the new work and revealing a serious weakness in the City's critical infrastructure. A thorough inspection of the pipe condition, including a laser procedure to determine the remaining pipe thickness found that the crown of the pipe is severely corroded and subject to failure. The original pipe wall thickness was 9-314-inches. Approximately 50 percent of the pipeline thickness has been lost to corrosion and in some locations less than two inches crown thickness remains. This line was installed in 1975 and was considered industry standard at that time. The portion of the pipe proposed to be replaced is located downstream of a junction structure with turbulent flow conditions, which facilitates the release of hydrogen sulfide gas from the wastewater. The hydrogen sulfide gas reacts with the moisture in the pipe and corrodes the concrete. The concrete pipe is proposed to be replaced in this Change Order No. 1 with a fiberglass pipe, which is resistant to the corrosive effects of hydrogen su!lf'ide gas. Bypass pumping is currently set up for the project and will be necessary for replacement of the 96-inch influent line. Replacing the line under this contract may save the City more than $2,000,000 in bypass pumping costs should it have to be completed under a separate contract at another time, This proposed Change Order No. 1 will compensate the Contractor for replacement of 883 linear feet..of 96-inch pipe, tunneling under the levee, installation of'a new access manhol'e, and for the necessary bypass pumping services to keep the work area dry. The contractor has requested an additional 60 Logname.- 60ARK CHANGE ORDER I BARSCREEN3, Page I of 2 calendar days to comp!l�etel the work. 1 Other work proposed, to be completed under this change order No. includes:! • the installation of a 39-inch manhole to resolve an underground conflict, • contract modifications to non-intrusive valve actuators, • additional length of bypass pumping hose required to meet plant operating constraints, and • the fabrication of additional stainless steel wiire plate for Bar,Screen Building 3 influent, channel at flume 7. Malcolm Pirnie, Inc., the design engineer and Camp Dresser & McKee, Inc., the construction manager have reviewed the costs, consider them to be fair and reasonable and recommend approval. City Staff concurs, with the recomimendations. MWBE - Ark Contracting Services LLC, agrees to maintain its initial M/WBE commitment of 22 percent that it made on the original contract and extend and maintain that same M[WBE commitment of 22 percent to this first change order. Therefore Ark, Contracting Services LLC, remains in compliance with the City's M/WBE Oirdinanice and attes,ts, to its colm�m�itrnein�t by its signature, on the Acceptance of Previous M/WBE Commitment form executed by an authorized representative of its company. The Village Creek Water Reclamation Facility is located in COUNCIL DISTRICT 5 and serves ALL COUNCIL DISTRICTS.
