M n�n x ih vn . .. . tnvvty tint .t t vv¢ . .t t nv ixt .. .t hitt tit t vnv . . ntMtitittv�.M COUNCIL ACTION: Approved on 7/17/2012 DATE: 7/17/2012 REFERENCE NO.: **C-25722 LOG NAME: 20ESPC6BC04 CODE: C 17YPE: CONSENT PUBLIC NO HEARING: SUBJECT: Authorize Execution of Change Order No. 4to City Secretary Contract No. 29110-A7 with Johnson Controls, Inc., in the Amount of$211,584.00 for a Total Contract Amount of $3,397,949.00 for the Energy Savings Performance Contract at Selected City-Owned Facilities (ALL COUNCIL DISTRICTS) RECOMMENDATION: It is recommended that the City Council authorize the execution of Change Order No. 4 to City Secretary Contract No. 29119-A with Johnson Controls, Inc., in the amount of$211,584.00 for a total contract amount of$3,397,949.00 for the Energy Savings Performance Contract at selected City-owned facilities. DISCUSSION: This proposed Change Order No, 4 will compensate Johnson Controls, Inc., for installing several additional energy saving measures in City buildings. These buildings have been included in previous Performance Contracts with Johnson Controls. The activities that will be implemented include computer server changes, water temperature sensors and flow meters, cooling tower sequence of operations, optimal starUstop programming, zone sensors calibration, City Hall chiller integration and sequence of operations reprogramming and Metasys upgrade. The annual electricity savings are estimated to be $15,119.90 for a simple payback of 14 years. This recommended work will optimize efficiency while also increasing comfort and maintaining upgraded requirements to previous improvements. The original Phase VI-b contract is stimulus-funded by a grant in the amount of$6,738,300,00 from the United States Department of Energy (DOE)through their Energy Efficiency and Conservation Block Grant(EEC13G) Formula Program. The majority of this recommended work will be funded by this same federal grant in the amount of$195,634.16), with the balance in the amount of$159949.84 funded from the City's Resource Conservation account. M/WBE — Johnson Controls, Inc., agrees to maintain its initial M/WBE commitment of 15 percent that it made on City Secretary Contract No. 29110-A a nd extend and maintain that same M/WB E commitment of 15 percent to all prior change orders up to and inclusive of this change Order No. 4. Therefore Johnson Controls, Inc., remains in compliance with the City's M/WBE Ordinance and attests to its commitment by its signature on the Acceptance of Previous MIWBE Commitment form executed by an authorized representative of its company. These upgrades will include buildings in ALL COUNCIL DISTRICTS. Total estimated DBE participation for this proposal is 12%. This proposal includes the following scope of work. Scope #1 — Move software from A X-too server to A -201 server 1. Remove software object rapping for City Haiti, City Hall Annex, Public Safety Building and Central Library from existing ADC Zoo. 2. Add software object mapping for city Hall, city Hall Annex, Public Safety Building and Central Library from existing ADC 201. Add to existing graphics the same graphics that were used in AS Zoo to support sane software objects. Scone ##2 — Faecal ibrate water temperature sensors & CHW flow meter— Citv Hall 1. Inspect all water temperature sensors (chilled, condenser, heating water, and 2-pipe changeover system) and provide labor for repairs needed on existing equipment. If necessary, relocate temperature sensors for better performance. 2. Inspect chilled water flow meter and provide labor for repairs needed on existing equipment. Scope #3 — Optimize cooling tower sequence of operation — City Hall Central Plant 1. Install two 2 new 20-HP VFD units on existing cooling tower fan motors (3rd fan already has a F . 2. Install three new " 2-position electric motorized isolation valves on existing cond en er water inlet lines (one for each cooling tower cell). . Rewrite/reprogram cooling tower sequence of operations. 4. JCl will program an operator adjustable set point for the condenser water temperature that will not adjust lever than the 80 degrees required by the chillers. 5. Inspect all temperature sensors used on the operation of the cooling towers. Verify bypass valve operation. Scope ## — Ootimal AHU start/stop ro rammin — Utv Hall City Hall Annexe PSB 1 . In order to program optimal start top it will be necessary to break schedules up into individual zones. An example of this is by thermostats. If multiple thermostats are within one area or room then they will be courted as one zone. If only one thermostat exists within a room then that single thermostat will be programmed as one zone. Rearrange existing N2 wiring to one port. 4. Use second BANET MSTP port to communicate with Carrier chillers. 5. Create Carrier chiller database in Metasys. New sequence of operation will be written to the DX controller. 2. Sequence of Operation. Building load less than 250 tons, small chiller will run. In the event chiller load goes over 250 tons and holds for a period of 20 minutes (will be Page 3 adjustable by the operator) system will bring on one of the larger chillers that has the least amount of run time (run time being calculated within the DX program). After the load has been met for 10 minutes, the small chiller will stage down. to the v nt the larger chiller is not able to maintain in tyre load and 20 minutes have passed, the m ll chiller will stage back on to assist with the load (the stage up time limit will also be adjustable by the operator). These time delays will keep the hill r from short cycling on and off. Estimated installation time for this work is approximately eight (8) weeks.
