WHEREAS, the City of Fort Worth (CITY) and AECOM Technical Services,
Inc. (ENGINEER) made and entered into City Secretary Contract No. 41671,
(the CONTRACT) which was executed authorized by M&C C-24428 on the 14th
day of September, 2010 in the amount of $ 3 92 , 0 0 0. 0 0 ; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Overton Creek Open Channel Study, Study No. SWS=028; and
WHEREAS, it has become necessary to execute Amendment No. 1 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINkER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated January 8th, 2015, a
copy of which is attached hereto and incorporated herein. The cost to
City for the additional design services to be performed by Engineer
totals $35, 860. 00.
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $ 427, 860. 00.
3.
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

Incorporation of Sarita Creek, Additional Modeling and Study Revisions
Dear Ms. Hanna:
AECOM commenced work on the Overton Creek Open Channel Study in April 2011. Over the first 18
months of the project, AECOM prepared the existing conditions model and submitted the 75% draft
report for review.
The Overton Creek Open Channel Study was originally scoped for Overton Creek (FEMA Stream CF-
3) and Inwood Channel (FEMA Stream CF-3B) only. At the project kick-off meeting on April 21, 2011,
the City requested AECOM to add Sarita Channel (FEMA Stream CF-3A) to the project. AECOM has
not received any additional funds to cover the cost of modeling Sarita Channel since the
commencement of the project.
Efforts associated with incorporating Sarita Channel into the Overton Creek Open Channel Study
included rebuilding the TransSystems Corporation (TSC) hydraulic model, coordinating hydrology with
the Upper Willow Lake Study performed by S&B Infrastructure, and ensuring that any continuity gaps
in the model were addressed. AECOM was tasked with creating a comprehensive model for Overton
Creek and its tributaries (Sarita and Inwood) in one location by bringing all the separate pieces
together. Survey was already available for Sarita Channel as part of the TSC study; therefore, there
was no additional need for additional field survey.
Also, AECOM is requesting additional compensation to address pending items and to recover cost on
rework caused by unforeseen technical standard and report format changes during the course of the
Study as listed below.

In June 2012, AECOM received instructions from the City that several of the technical
guidelines related to modeling techniques were changing, and that the Overton Creek Open
Channel Study needed to adopt these changes. AECOM had already completed existing
conditions modeling at this point and these revisions led to substantial rework on the
hydrologic and hydraulic models as well as floodplain mapping.
AECOM submitted the 75% draft report in January 2013. In March 2013, Halff Associates
released a Revised Standard Guidelines (RSG) document that clarifies several items but also
requires additional work to ensure adherence for subsequent reports.
The Overton Creek Open Channel Study was originally scoped and budgeted to analyze
Overton Creek and Inwood Channel only. Sarita Channel, a tributary to Overton Creek, had
previously been modeled by others. At the project kick-off meeting, the City asked AECOM to
remodel Santa Channel as per the Overton Creek Open Channel Study guidelines and include
it as part of the Study. AECOM performed extensive work to revise and incorporate the
existing Sarita Channel model and include it as part of the 75% draft report for Overton Creek.

ADDITIONAL SERVICES FOR
OVERTON CREEK OPEN CHANNEL STUDY
AMENDMENT TO CITY SECRETARY CONTRACT NO. 41671
(January 8, 2015)
In accordance with the terms and conditions of AECOM Technical Services, Inc. (AECOM) Agreement
(City of Fort Worth Contract No. 41671) authorized April 12, 2011, this document serves as AECOM's
request for additional compensation for Additional Services related to the referenced project.
At the project kick-off meeting on April 21, 2011, the City requested AECOM (ENGINEER) to add
Santa Channel (Stream CF-3A) - a tributary to Overton Creek, to the original Scope of Services Also,
based on several emails and discussions with the City over the modeling aspects of Overton Creek, it
was determined that AECOM (ENGINEER) would revise the Overton Creek modeling methodology to
meet the newest City of Fort Worth standards, which were implemented after substantial modeling
effort was complete on the study.
This compensation request pertains to the work performed by the ENGINEER to incorporate Sarita
Channel into the Overton Creek Open Channel Study (SWS-028) as well as other changes that were
made to the models after substantial completion of those tasks.
The ENGINEER performed the work requested by the City in order to capitalize on the efficiency of
building the entire Overton Creek system hydrologic and hydraulic model at one time thereby reducing
the rework associated with adding and fitting the Sarita Channel model in to the overall Overton Creek
model afterwards.
Incorporating Sarita Channel into the Overton Creek Open Channel Study included rebuilding the
TranSystems Corporation (TSC) hydraulic model, coordinating hydrology with the Upper Willow Lake
Study performed by S&B Infrastructure, and ensuring that any continuity gaps in the model were
addressed The product of this effort is a comprehensive model for Overton Creek and its tributaries
(Sarita and Inwood) in one location. Very recent field survey was already available for Sarita Channel
as part of the TSC study; therefore, there was no additional field survey required for Sarita Channel.
The survey performed by TSC was not as per the Open Channel Studies guidelines (FEMA
Appendix N format), but acceptable for modeling purposes. This effort does not include any
modifications to the third -party survey to conform it to Appendix N format.
AECOM delivered the 75% draft report for the entire Overton Creek system (including Sarita Channel)
on January 25 2013 and is requesting compensation for this additional work. The additional work for
Sarita Channel follows the same guidelines, reporting procedures, and modeling techniques as the
rest of the Overton Creek system performed under the original Scope of Services, except for the Sarita
Channel field survey (TSC) which is in non-conformance with the rest of the study's survey.
A. Scope of Services
The services listed below include the incorporation of Sarita Channel into the hydrologic and hydraulic
models for the Overton Creek Open Channel Study (SWS-028). The additional effort associated with
Tasks 1-7 of the standard Open Channel Study contract format are:
1. Task 1 — Project Management
The ENGINEER shall perform additional Project Management and coordination activities with
the City related to the work in Tasks 2-7 below.
2. Task 2 — Data Collection. Field Reconnaissance. Stream Condition Assessment and Surveys
The ENGINEER shall conduct model and field survey data collection efforts from TSC and
S&B Infrastructure. The ENGINEER shall perform Field Reconnaissance and a Stream
Condition Assessment for Santa Channel as per the requirements and guidelines in the

original Scope of Services. The survey data obtained from TSC shall be used as -is and no
conversion to FEMA Digital Standard Guidelines Appendix N format shall be made for this
data since it was prepared by a subcontractor to TSC's contract with the City. The survey
provided by TSC for Sarita Channel is acceptable for modeling purposes.
3. Task 3 — Hvdroloav
• As per the contract Attachment "C-1", the additional outflow from the subbasins were
proportionally inserted at 1/3 or at 2/3 of the channel segment within the subbasin. The
existing model created by the ENGINEER utilized this methodology; however, based on
subsequent discussions with the City, the ENGINEER shall revise the hydrology and
hydraulic models to follow the new City standards, which states that the outflow from the
subbasins are to be inserted at the downstream portion of the channel segment within
the subbasin.
The ENGINEER had used a 2-minute hydrologic time step in the existing conditions
HEC-HMS model. After the development of the existing conditions hydrologic and
hydraulic models, the City requested that a 1-minute time step be used. The
ENGINEER shall perform alterations on the models to follow the new City standards,
which specifies the use of a 1-minute time step for the hydrologic models.
The Time of Concentration (Tc) flow paths for gutter flow on paved streets is typically
modeled as 'Paved Shallow Concentrated Flow' (as per TR-55 guidelines); however, this
is no longer acceptable to the City and the TR-55 Channel Flow method is the preferred
method for this type of flow in Tc computations. Since the ENGINEER had used the
'Paved Shallow Concentrated Flow' for the existing conditions hydrologic model,
additional work is required to calculate the new Tc's and incorporate them into the
hydrologic models The ENGINEER shall perform this modification as part of the
change in acceptable standards
The Westcliff Watershed Planning Study (Wade -Trim) drainage boundary is adjacent to
the Overton watershed, and was used as the governing watershed for the common
boundary shared by the two watersheds. This resulted in revisions to the hydrologic
parameters for eight (8) subbasins in the Overton watershed and the Modified Puls
routing parameters. The Overton Creek subbasins were approved for further use and
modeling in July 2012. The City directed the ENGINEER to revise the Overton Creek
watershed boundaries on November 2012 which resulted in significant rework that was
not accounted for in the original Scope of Services.
• The drainage area containing Willow Lake was found to be missing in the S&B
Infrastructure hydrology, so the ENGINEER shall delineate the missing subbasin and
incorporate the drainage area boundary provided by S&B Infrastructure upstream of
Willow Lake on an as -is basis.

Drainage areas downstream of Willow Lake shall be redelineated by the ENGINEER
and field verified. Willow Lake and the ouffall structure shall be modeled in HEC-HMS
using reservoir routing methodology
The S&B Infrastructure hydrologic model upstream of Willow Lake will be merged into the
overall Overton Creek hydrologic model on an as -is basis. The ENGINEER does not take
responsibility for the results produced by the hydrologic model upstream of the Willow Lake
subbasin since it the models provided to AECOM for existing conditions were deemed 100%
complete and verified by S&B Infrastructure and the City.
4. Task 4 - Hydraulic Modeling and Floodplain Mannino
The ENGINEER shall rebuild the hydraulic model prepared by TSC for Sarita Channel using
new topographic information Additional cross -sections shall be added where needed and
flow change locations shall be defined based on the new drainage areas. The confluence of
Sarita Channel and Overton Creek is a flood prone area and the cross -sections on Overton
Creek and Santa Channel shall be modified to appropriately model the overflow scenarios
occurring in this area.
The cumulative impact of the revisions performed in Task 3 on the hydraulic model is
expected to be substantial The Overton Creek hydraulic model is a complex steady-state
HEC-RAS model due to the steep slopes, undersized crossings and significant overbank
flooding at confluences. The model has already been extensively debugged for crossing
profiles before the aforementioned changes occur. The impact of the hydrologic changes
shall result in significant rework related to creating new storage -outflow rating curves in HEC-
RAS, debugging the hydraulic model for crossing profiles, inputting the multi -profile (frequency
storm) flows in to HEC-RAS and debugging again for crossing profiles until the model is
reasonably stable The ENGINEER shall perform these revisions as part of the modifications
to acceptable hydrologic modeling standards.
5. Task 5 — Watershed Flood Hazard Assessment
The ENGINEER shall prepare a watershed hazard assessment and proposed mitigation
solutions for Sarita Creek as per Tasks 5 of the original Scope of Services.
Task 6 — Proposed Flood Mitigation Alternative Analysis
The ENGINEER shall prepare the following mitigation alternative evaluations for Overton
Creek Inwood Channel and Sarita Channel as previously agreed to during a project meeting
held with City staff on November 18, 2014:
• Overton Creek Mitigation Alternative Evaluations:
o Determine if increasing channel capacity in the vicinity of the Overton Park
Drive East bridge will provide 25-year level of protection without modifying the
bridge or the extensive gabion-lined channel downstream. If a solution is
feasible, then provide a conceptual -level size, shape extents and cost
estimate. Proposed conditions hydrology will not be performed to evaluate
modified storage -outflow characteristics;
o Evaluate the cause of overflow from the right bank at the Overton Park Drive
West Bridge. Provide a recommendation to prevent the overflow; and,
o Recommend conceptual -level culvert upsizing at Granbury Road and South
Drive. No revised hydrology will be created for the proposed culvert sizes
Inwood Channel Mitigation Alternative Evaluations:
o Recommend a bypass storm drain culvert to capture excess flow in Inwood
Channel. It is anticipated that flows will increase downstream on Overton
Creek due to the bypass culvert, however, no revised hydrology will be
created to determine the level of downstream impacts. If this alternative is
carried into design in the future, the downstream impacts should be evaluated
at that time.
•
•
Sarita Creek Mitigation Alternative Evaluations:
In the lower portions of Sarita Creek, there is a significant backwater effect from
Overton Creek that creates high tailwater conditions which limit the feasibility and
effectivity of any channel/crossing improvements in Sarita Creek For any
channel/crossing upsizing to be effective along Sarita Creek the tailwater in Overton
Creek must be decreased first. Based on the November 18t1' discussion with the City,
the City wants AECOM to evaluate the following alternatives assuming 25-year bank
full tailwater conditions along Santa Creek:
o Evaluate conceptually, channel widening (concrete Tined vertical wall) to
increase capacity and contain the 25-year storm event with a 100-year level
of protection in the floodprone (lower) areas of Sarita Creek; and,
o Recommend any minor upsizing to Sarita Park Court and Overton Park Drive
culverts to provide a 25-year level of protection to the crossing.
Cost estimates for the alternatives will be at a level of accuracy commensurate with
determining the relative order of magnitude of each alternative.
7. Task 7 - Quality Assurance and Quality Control Procedures
Provide QA/QC and relevant back-up documentation for all work in accordance with the
original Scope of Services.
B. Exclusions and Limitations
AECOM will follow the original Scope of Services while incorporating the changes as specified in
this amendment. The following services are not included as part of this request.
1. The hydraulic model for Sarita Channel extends from downstream of the Willow Lake Dam to
its confluence with Overton Creek. Hydraulic modeling of Willow Lake or upstream of Willow
Lake is not included as part of this study.
2. This effort does not include the conversion of the third party survey to FEMA DSC Appendix N
format as required by the standard Open Channel Study Scope of Work.
3. The ENGINEER is currently not requesting additional compensation for Finished Floor Survey
based on the current mapping limits and the number of structures anticipated.
4. No other alternatives except the ones described in Task 6 of the Scope of Services will be
evaluated. If an alternative is not feasible due to the constraints listed for each in Task 6, then
it will not be included in the report and no substitutions will be made
5. Due to the limited budget available for the tasks included in this Scope of Services, no
hydrology or downstream assessment for proposed conditions will be performed. The
alternatives developed will be conceptual in nature and will need further evaluation should
they be carried forward into the design phase.
6. All cost estimates for alternatives will be prepared at a Screening Level of accuracy.
C. Schedule
The work associated with Sarita Channel has been completed for existing conditions modeling and is
included in the 75% report. Remaining tasks for Sarita Channel will be performed concurrently with the
rest of the Overton Creek Open Channel Study; therefore, there is no impact on the schedule to
complete the remaining work.
The work associated with conforming to the updated City Standards has been implemented and has
been submitted to the City for review under the 75% Draft Report submittal. The 90% report will be
submitted to the City 120 days from authorization of these funds.
D. Proposed Basis of Compensation and Liability
Total compensation for these services shall be a lump sum amount not -to -exceed $35,860 (Thirty -Five
Thousand Eight Hundred and Sixty Dollars and No Cents).

COMPENSATION AND PAYMENT SCHEDULE
I. Compensation
A. The Engineer shall be compensated a total project fee of $35,860.00 for
Additional Services. Payment of the total lump sum fee shall be considered full
compensation for the services described in Attachment "A" for all labor materials,
supplies and equipment necessary to complete the project.
B The Engineer shall be paid in accordance with ' Exhibit B-1", Supplement to
Attachment B Each invoice from the Engineer shall be verified as to its accuracy
and compliance with the terms of this contract by an officer of the Engineer.
C. A summary of current hourly billing rates is provided in Exhibit "B-2". Additional
tasks that may be assigned, not currently in the scope, may be billed and paid on
an hourly basis at the billing rates provided in Exhibit "B-2 . No additional tasks
will be performed without prior written authorization from the City of Fort Worth.
D Professional Services Fee summary is provided in Exhibit "B-3".
E Total project fees including MWBE participation is provided in Exhibit "B-3A".
II. Schedule
A. The Engineer shall follow the following schedule for partial submittals®
Attachment "A", Task 2-5 deliverables shall be submitted to the City with the 75%
draft report.
Attachment "A", Task 6 deliverables shall be submitted to the City with the 90%
draft report.
The Engineer's estimate of the schedule of partial/final deliverables is contingent
on the Client and/or Clients representative taking no more than 10 working days
to review the deliverables and provide comments.

METHOD OF PAYMENT
&
PROGRESS REPORT REQUIREMENTS
I. Method of Payment
Partial payment shall be made to the Engineer monthly upon City's approval of an
invoice from the Engineer outlining the current labor and expenses of the total
project The aggregate of such monthly partial fee payments shall not exceed the
following:
The sum is not to exceed 95% of the total lump sum fee after the ENGINEER
submits the draft Final report for review.
The balance of fees, less previous payments, shall be payable after delivery of the
FINAL report and electronic files.
II. Progress Reports
A. The Engineer shall submit to the designated representative of the Director of
the Department of Transportation and Public Works monthly progress reports
covering all phases of the analysis in the format required by the City.
B Periodic reports concerning MWBE participation shall be submitted as required
by the MWBE Office.
