Letter Amendment (Amendment No. 1)
This is an amendment to the Grant Agreement for the subject AIP project revise the project
description and to increase the maximum obligation of the United States, as set forth in the Grant
Agreement accepted by the Sponsor on March 18, 2011.

This letter effects the amendment, and commits the Federal Aviation Administration, acting for and
on behalf of the United States of America, to delete the project description, as shown in the above
referenced Grant Agreement, and to substitute the following project description:
Extend Runway 161, and 16R; credit as the complete local share for donation of Parcel FE-1;
Rehabilitate Runway — 16L/34R; Rehabilitate Apron; Rehabilitate Apron
Furthermore, this letter commits the Federal Aviation Administration, acting for and on behalf of the
United States of America, to increase the maximum obligation of the United States by $687,066
(from $10,000,000 to $10,687,066) to cover the Federal share of the total actual eligible and
allowable project costs.
Under the terms of the Grant Agreement, this document is incorporated into and constitutes
Amendment No. One to the above referenced Grant Agreement. All other terms and conditions of the
Grant Agreement remain in full force and effect.

HEARING:
Authorize the City Manager to Apply for and Accept, if Awarded, a Grant from the Federal
Aviation Administration in the Amount Up to $20,000,000.00 for Phase XII of the Alliance
Runway Extension Project at Fort Worth Alliance Airport and Adopt Appropriation
Ordinance (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council:

1. Authorize the City Manager to apply for and accept, if awarded, a grant from the Federal Aviation
Administration in the amount up to $20,000,000.00 for Phase XII of the Runway Extension project at
Fort Worth Alliance Airport;
2. Authorize the use of land credits in the amount up to $1,052,631.58 for the City's in -kind local
match of five percent of the project cost and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Airport Grants Fund by $21,052 631.58, subject to receipt of the grant.
DISCUSSION.
The Alliance Runway Extension Project is a multi -phase project that will be completed based on the
availability of federal funds. Several phases have already been awarded and are in various stages of
completion. Each year the City receives discretionary FAA funding for the runway extension. FAA has
advised the City to expect up to $20,000,000.00 in discretionary funds and has asked that a project
application be submitted.
This will be the twelfth runway extension grant received, if awarded. Grants one through eleven have
funded environmental assessments, land acquisitions, two earth work packages, utility relocations,
design and construction of FM 156.
Fort Worth Alliance Airport is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above
recommendations, receipt of the grant and adoption of the attached appropriation ordinance, funds
will be available in the current capital budget, as appropriated, of the Airport Grants Fund.
