WHEREAS, the City of b'or t Worth (CITY) and Lockwood,
Andrews & Newnam, Inc., (ENGINEER) made and entered into City
Secretary Contract No. 41740, (the CONTRACT) which was
authorized by MC Cm24858 on the 5t' day of April, 2011 in
the amount of $ 214 , 7 0 6. 0 0; and

the following project:
Sanitary Sewer Rehabilitation, Contract 75.
WHEREM49 it has become necessary to execute Amendment
No. 1 to the CONTRACT to include an increased scope of work
and revised fee.
TO%V TffllIItEFORE, CITY and ENGINEER, acting herein by and
through their duly authorized representatives, enter into the
following agreement, which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the
additional engineering services specified in a proposal dated
December 21, 2011, a copy of which is attached hereto and
incorporated herein. The cost to City for the additional
design services to be performed by Engineer totals
$181,659.00.
2.
Article II of the CONTRACT is amended to provide for an
increase in the fee to be paid to Engineer for all work and
services performed under the Contract, as amended, so that
the total fee paid by the City for all work and services
shall be an amount of $396,365.00.

Request for Engineering Design and Surveying
Project No. 1 480
Mr. Cooper,
As requested and for the convenience of the city, LAN hereby submits this request for
additional services. The services listed below were not part of the original contract scope
and are necessary to complete the project. This request also removes segments of the
design from the original scope of services and credits the city for the appropriate amounts.
Included within the scope of services described below are design and surveying for new
sewers lines Geotechnical services and the preparation of a second set of bid documents.
The second set of bid documents, referred to as Part 2, will include designs prepared by
other consultants.
AMENDMENTS TO THE PROIECT SCOPE OF SERVICES
1. Design for Sanitary Sewers - LAN will provide the engineering design for the
sanitary sewer lines shown in Exhibit E-IS and E-2S.
2. Design Services to Relocate Private Services, Part 2- LAN will provide the
engineering design for the private sanitary sewer service relocations on Medford Rd.
and Stratford Ct as shown on Exhibit E-2S.
3. Design Sanitary Sewer Rehabilitation — LAN will provide the engineering design
for rehabilitation of the existing sewer lines behind Belford Ave. and Stratford Ct.
shown on Exhibit E-2S by other than open cut methods.
4. Design Water Line In Cleburne Rd. — LAN will provide the engineering design for
the replacement of the existing water line in Cleburne Road between Wayside
Avenue and Townsend Dr.
5. Provide Additional Bid Set — A portion of the project will be separated into a
second set of construction documents for bidding purpose. Additional
advertisement and contractor solicitation will be required. LAN will provide bidding
and construction support services for the additional work.

6. Provide Surveying for Additonal Sewer Lines, Part 1- Additional topographic
survey is required to complete the design for Part 1. The 15' sewer in Devitt Street
will be extended to Sandage Street and then to north in Sandage Street crossing
Berry street and reconnecting at Bowie Street. Additional surveying is also required
in Cleburne Road to allow for the design of an 8" water line replacement between
Townsend Street and Wayside Ave.
7. Provide Surveying for Sewers in Startford Park Area, Part 2 — Additional
topographic surveying is required to complete the design of new sewers in the
Stratford Park area. The survey will be conducted in Stratford Ct. and Belford Ave.
Portions of these new lines will be extended in the wooded areas within the public
park. Surveying is also required within the backyards of the lots along Belford
Avenue and Meadowbrook Drive. These are developed lots with fences and limited
access.
8. Provide Surveying to Relocate Private Services, Part 2. As part of the new sewer
relocation in the Stratford Park area, the private services will be rerouted from the
rear of the homes to the new sewers in the streets at the front of the Tots. This
relocation eliminates the need for the city to maintain portions of the services from
the rear of the lots to the connections to the mains in the steep park land with
limited accessibility.
9. Geotechnical Engineering — A Geotechnical Report providing recommendations for
the installation of two horizontal bores at the sewer crossing for the Fort Worth and
Western Railroad is included in this amendment request The report and field
investigation, including test bores, will cover the crossing at Devitt Street and at
Benbrook Drive.
10. Credit to the City for Work in the Original Contract — Lateral 1990 and a portion
Main M-76 do not require replacement. A credit for the surveying and design
services for the portions of the work remaining from the original contract is
included in the Level of Effort Task/Hour Breakdown
COMPENSATION
Based upon the work performed as described above, a lump sum fee addition of $181,659
is hereby requested. This fee allows for a $20 723 credit to the city for engineering and
surveying services remaining from the original contract. This increase will adjust the total
engineering fee from $214,706 to $396,365. A summary of the contract values affected by
this Amendment No. 1 are provided herein.

RECOMMENDATION.
It is recommended that the City Council authorize execution of Amendment No 1 to City Secretary
Contract No. 41740 with Lockwood, Andrews & Newnam, Inc. in the amount of $181,659.00 for Sanitary
Sewer Rehabilitation Contract 75, thereby increasing the contract amount to $396 365.00.
DISCUSSION:
On April 12, 2011, (M&C C-24858) the City Council authorized an Engineering Agreement with Lockwood,
Andrews & Newnam, Inc. in the amount of $214,706.00 to prepare plans and specifications for Sanitary
Sewer Rehabilitation Contract 75.
Amendment No. 1 will provide compensation for the additional services on the project required for:
• Geotechnical services for soil borings at proposed railroad crossings (2);
• Additional sewer design within scope of original contract required to eliminate an existing conflict
with a 72 inch storm drain;
• Additional sewer design for severely deteriorated lines in the Stratford Park area as requested by
Field Operations;
• Design for replacement of existing eight inch water line in Cleburne Road due to break history and
proximity to sewer main to be replaced;
• Additional survey services for water and sewer lines added to original project scope; and
• Additional bidding and construction phase services required to accommodate additional design.
Lockwood, Andrews & Newnam, Inc., proposes to provide the additional requested services for a lump
sum fee in the amount of $181,659.00 Staff considers this fee to be fair and reasonable for the scope of
services provided.
Lockwood, Andrews & Newnam, Inc , is in compliance with the City s M/WBE Ordinance by committing to
an additional 42 percent M/WBE participation on this Amendment No. 1. The City's goal on this
amendment is 42 percent.
The project is located in COUNCIL DISTRICTS 8 and 9.
