(ENGINEER) made and entered into City Secretary Contract No. 41585, (the
CONTRACT) which was authorized by M&C C-24447 on the 14th day of
September, 2010 in the amount of $ 156, 595. 00; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Lnr& L 1 n Creek Plaster Plan, Study No SWS=029 and
IAREAS, it has become necessary to execute Amendment No. 1 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THXREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated April 15, 2016, a copy
of which is attached hereto and incorporated herein. The cost to City
for the additional services to be performed by Engineer totals
$36, 529. 00. (See Attached Funding Breakdown Sheet, Page -3

Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $193,124.00.

Halff Associates is pleased to present this Amendment to the Scope of Services for the above referenced
project. This amendment includes the tasks required to extend the floodplain study and alternatives
analysis upstream to the FEMA floodplain mapping extents.
Included is the standard Amendment to Professional Services, Scope of Work (Attachment "Al"), and
Level of Effort to be considered under this amendment.

Scope of Work
Ludelle Creek Master Plan
City Secretary Contract No. 41585
The scope set forth herein defines the work to be performed by the ENGINEER in
completing the study Both the CITY and ENGINEER have attempted to clearly define the
work to be performed and address the needs of the study. Under this scope, "ENGINEER"
is expanded to include any sub -consultant, including surveyor, employed or contracted by
the ENGINEER
OBJECTIVE
ENGINEER will extend the floodplain study and alternatives analysis upstream
approximately 2,200 linear feet to the FEMA floodplain mapping extents near Campbell
Street.
WORK TO BE PERFORMED
The CITY has requested that the current Master Plan study extents be extended upstream
to the FEMA mapping extents The ENGINEER will provide the following services and
provide the requested deliverables by incorporating the additional study data with the
current Ludelle Creek Master Plan Deliverables:
Task 1: Proiect Management
No additional tasks, deliverables or budget changes are included for this amendment.
Task 2: Field Reconnaissance
The ENGINEER shall perform field reconnaissance to become familiar with the main stem
and the appropriate tributaries, the hydraulic and hydrologic structures, land use, vegetative
cover conditions of the floodplain, and special features and problems within the watershed.
The ENGINEER is aware that not all natural channels are contained within City easements
therefore property owner permission must be obtained by the ENGINEER to access private
property The ENGINEER shall document their reconnaissance efforts findings with labeled
digital photographs. Typical channel and over -bank types shall be photographed and
labeled with location and Manning "n" value assumptions
The ENGINEER shall document physical characteristics of the watershed relevant to
modeling, including but not limited to: specific features of all major detention ponds and
outlet discharge structures vegetative and built structure conditions along the floodplains,
types and number of hydraulic structures involved, apparent maintenance condition of
channels, over -banks and existing hydraulic structures, locations and descriptions of stream
cross -sections to be surveyed (including bridge railings and obstructed flow areas).

Task 2 Deliverables will be consistent with the Ludelle Creek Master Plan and will be
integrated with the Ludelle Creek Master Plan Report.
Task 2a: Finished Floor Elevations
This task will include budget for 40 additional finished floor surveys. These finished floor
surveys will included effort for 22 additional structures from the original study extents and 18
structures within the extended study extents that are estimated to be at risk of flooding
based on current FEMA floodplain delineations.
Task 2a Deliverables will be consistent with the Ludelle Creek Master Plan and will be
integrated with the Ludelle Creek Master Plan Report.
Task 3: Development of Detailed Hydrologic Models
The ENGINEER shall utilize detailed hydrologic models from original study scope. No
additional tasks, deliverables or budget changes are included for this amendment.
Task 4: Development of Hydraulic Models and Floodplain Maps
No additional survey data is included for Amendment 1 but survey data from the original
contract will be incorporated as needed. The study extents will be extended approximately
2,200 linear feet upstream to Campbell Street. Modeling will meet the requirements of the
original contract study scope for model development flow data, and results A floodway will
be developed for the current FEMA floodway extents
The 2D model prepared by Freese and Nichols, Inc. will be incorporated with limited
changes to extend the 2D trunkline modeling upstream through the new study extents. The
conveyance capacity of the existing storm drain system will be subtracted from the peak
discharges and the remaining discharges will be modeled using HEC-RAS for overland flow
conditions and floodplain delineations.
Task 4 Deliverables will be consistent with the Ludelle Creek Master Plan and will be
integrated with the Ludelle Creek Master Plan Report.
Task 5: Watershed Flood Hazard Assessment
The ENGINEER shall assess the capacity of stream roadway crossings and summarize
flooding hazards at the stream roadway crossings through the extended study extents. The
ENGINEER shall provide an estimate of the number of roadway crossings inundated and
depth of inundation for each return event analyzed ENGINEER shall provide an estimate of
the number of structures within the delineated extents of the 100-year floodplain. The
ENGINEER shall document the results from the watershed flood hazard assessment.
Task 5 Deliverables will be consistent with the Ludelle Creek Master Plan and will be
integrated with the Ludelle Creek Master Plan Report.

Task 6: Proposed Flood Mitigation Alternative Analysis
ENGINEER shall evaluate the conceptual sizing for the reconstruction of the existing storm
drain line matching the same alignment to convey the 100-year discharges from the existing
study extents upstream to Campbell Street. Based on discussions with City, an alternate
parallel system may also be considered as a possible alternative.
ENGINEER shall evaluate the acquisition costs for residential structures within the extended
study extents.
The proposed mitigation alternatives scope of work for the extended study extent will be
consistent with the original study scope unless otherwise stated in this amendment.
Task 6 Deliverables will be consistent with the Ludelle Creek Master Plan and will be
integrated with the Ludelle Creek Master Plan Report.
Task 7: Quality Assurance and Quality Control Procedures
The ENGINEER shall provide for internal QAQC of the extended study extents consistent
with the original scope of work.
