HomeMy WebLinkAboutOrdinance 17709-08-2007ORDINANCE NO. 17709-08-2007 AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF AUTHORIZED CIVIL SERVICE POSITIONS AT EACH CLASSIFICATION (RANK) IN THE FIRE DEPARTMENT FOR FISCAL YEAR 2006-2007; PROVIDING FOR THE CREATION OF THREE ADDITIONAL CAPTAIN POSITIONS; ONE ADDITIONAL LIEUTENANT POSITION; FOUR ADDITIONAL ENGINEER POSITIONS; EIGHT ADDITIONAL FIREFIGHTER POSITIONS; PROVIDING A STATEMENT OF PURPOSE AND INTENT; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE, PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City's Ordinance No. 17296-11-2006, the most recent ordinance concerning the authorized and budgeted positions for the Fire Department, adjusted the Department's civil service staffing as follows: Deputy Chiefs 3 Battalion Chiefs 24 Captains 81 Lieutenants 117 Engineers 191 Firefighters 421 TOTAL 837 WHEREAS, the Fire Chief now requests that the Council readjust the total authorized number of Fire Department civil service positions at the classifications (ranks) listed below for the remainder of the 2006-2007 Fiscal Year, in conformity with the changes set forth below; and WHEREAS, pursuant to Chapter 143.021(a), Texas Local Government Code, the City Council may prescribe and/or adjust the authorized number of positions in each classification (rank) by ordinance; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That, effective immediately upon the adoption of this ordinance, the following positions shall be the only civil service positions in each classification (rank) authorized in the City of Fort Worth Fire Department for the remainder of the Fiscal Year 2006-2007, or until modified by subsequent ordinance: Deputy Chiefs 3 Battalion Chiefs 24 Captains 84 Lieutenants 118 Engineers 195 Firefighters 429 TOTAL 853 SECTION 2. It is hereby declared to be the intention of the City Council that the phrases, clauses, sentences, paragraphs, or sections of this ordinance are severable, and if any phrase, clause, sentence, paragraph, or section of this ordinance shall be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs, and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph, or section. SECTION 3. This ordinance shall take effect upon adoption. No. 17709-08-2007 DATE: Tuesday, August 21, 2007 LOG NAME: 36FIRESTAFFING REFERENCE NO.: **G-15834 SUBJECT: Adopt an Ordinance Adjusting the Authorized Civil Service Staffing in the Fire Department RECOMMENDATION: It is recommended that the City Council adopt the attached ordinance specifying the number of authorized positions in the Fire Department, thereby effectively increasing the number of authorized Fire Captain positions by three, Fire Lieutenant positions by one, Fire Engineer positions by four, and Firefighter positions by eight. DISCUSSION: Adoption of the attached ordinance will provide staffing for a second fire company at Fire Station 38, 13280 Park Vista Boulevard, which became operational in December 2006. The ordinance also authorizes ane fire engineer position for the Bureau of Fire Prevention, and one fire captain for Fire Administration. The second fire company and fire engineer were provided for in the FY 2006-07 adopted budget; the additional captain is the result of the conversion of an S01 position. The ordinance will go into effect on the day of its approval by City Council.
