HomeMy WebLinkAboutOrdinance 17710-08-2007Ordinance No. 17710-08-2007 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $78,222, SUBJECT TO RECEIPT OF THE GRANT FROM THE CRIMINAL JUSTICE DIVISION OF THE OFFICE OF THE GOVERNOR OF TEXAS, FOR THE PURPOSE OF FUNDING THE OPERATION OF THE DIAMOND HILL COALITION AFTER-SCHOOL PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2006- 2007 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $78,222, subject to receipt of the grant from the Criminal Justice Division of the Office of the Governor of Texas, for the purpose of funding the operation of the Diamond Hill Coalition After-School Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to apply for and accept, if awarded, a grant from the Criminal Justice Division of the Office of the Governor of Texas in the amount of $78,222, to operate the Diamond Hill Coalition After- School Program from September 1, 2007 to August 31, 2008; 2. Adopt the attached resolution and appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $78,222 from available funds, subject to receipt of the grant; 3. Authorize the City Manager to designate the Parks and Community Services Department Director as the Authorized Official for the Diamond Hill Coalition After-School Program to accept, reject or alter the grant, if awarded; and 4. Authorize the City Manager, contingent upon receipt of the grant award, to execute contracts with the YMCA of Metropolitan Fort Worth not to exceed $52,025; and Camp Fire USA First Texas Council in an amount not to exceed $26,197 to conduct the Diamond Hill Coalition After-School Program. DISCUSSION: On March 23, 2004, the City Council authorized the application and acceptance of a grant in the amount of $130,370 from the Criminal Justice Division of the Office of the Governor of Texas (M&C G-14308). The Parks and Community Services Department submitted the proposal for the Diamond Hill Coalition After- School Program in collaboration with the YMCA of Metropolitan Fort Worth and Camp Fire USA First Texas Council. That grant began the new three-year program for the Safe and Drug-Free Schools and Communities Act Fund that ends August 31, 2007. With this new grant application, if awarded, the grant year will begin September 1, 2007 through August 31, 2008. The Diamond Hill Coalition After-School Program has provided supervised after-school educational, cultural and recreational activities for middle and high school age youth. It is also designed to promote school attendance, discipline and learning. A major function of the program is to provide participants with the skills needed to improve their academic competency in reading, writing and mathematics. With this continuation grant, the program will serve youth ages ten through seventeen. Logname: 80DIAMOND4B Page 1 of 2 The Office of the Governor, Criminal Justice Division, amended the Texas Administrative Code, Section 3.2021, effective October 13, 2003, requiring that a designation of title of an Authorized Official who is given the power to apply for, accept, reject, alter or terminate a grant, be stipulated. The person designated as the Authorized Official is the Parks and Community Services Department Director. Matching funds are not required. The Criminal Justice Division requires that in the event of loss or misuse of grant funds, the City Council ensure that funds will be returned in full. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations, award of the grant, and adoption of the attached resolution and appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund. Funds will be reimbursed by grantor after expenditures are made.
