AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $100,000 SUBJECT TO EXECUTION OF A
CONTRACT WITH THE TEXAS HEALTH AND HUMAN SERVIGES COMMISSION FOR
THE PURPOSE OF FUNDING THE YEAR 2008 CHILD AND ADULT CARE NUTRITION
PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-2008, there
shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $100,000
subject to execution a contract with the Texas Health and Human Services Commission for the purpose of
funding the Year 2008 Child and Adult Care Nutrition Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be incorporated into the ordinance of the municipal government of the City of Fort
Worth for the ensuing Fiscal Year beginning October 1, 2007, and ending September 30, 2008, and all other
ordinances and appropriations amending the same except in those instances where the provisions of this
ordinance are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, a grant from the Texas Health and
Human Services Commission (THHSC) requesting up to $100,000 from the Year 2008 Child and Adult
Care Nutrition Program (CACNP) for At Risk After School Program funds;
2. Authorize the execution of a contract with THHSC for the CACNP for At Risk After School Programs for
the period October 1, 2007 through September 30, 2008, upon receipt of the grant;
3. Adopt the Appropriation Ordinance increasing estimated receipts and appropriations in the Grants Fund
by $100,000 upon award of the grant; and
4. Authorize the City Manager to waive the indirect costs, which are not allowed by this grant and are
addressed by other grants that provide for staff salaries.
DISCUSSION:
The Child Nutrition Reauthorization Act provides reimbursement for snacks served to children through age
18 years, who are participating in certain after school programs. The programs must be located in low-
income areas and should be designed to provide the types of activities known to reduce or prevent
involvement in juvenile crime. The basic purpose of the program is to provide care for children after the
school day has ended, and must provide children with regularly scheduled educational or enrichment
activities in a structured and supervised environment. The THHSC has notified the City that funds are
available for the Year 2008 CACNP for At Risk After School Programs. It is projected that 150,000 snacks
will be served to approximately 700 children at 19 community centers operating At Risk After School
Programs from October 1, 2007 through September 30, 2008. The Community Services Division of the
Parks and Community Services Department will administer the program according to guidelines established
by the U.S. Department of Agriculture and the THHSC. Existing staff administers this program and the grant
does not allow for the inclusion of indirect costs.
This program services ALL COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, award of the grant and
adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as

appropriated, of the Grants Fund. Funds will be reimbursed by grantor after expenditures are made.
