TO CITY SECRETARY CONTRACT No. 43560
WHEREAS, the City of Fort Worth (CITY) and CP&Y, Inc, (ENGINEER)
made and entered into City Secretary Contract No. 43560, (the CONTRACT)
which was authorized on the 3 day of July, 2012 in the amount of $
23,080; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Primary Clarifier Process Evaluation for the village Creek Water
Reclaima Lion Facility; and
WHEREAS, it has become necessary to execute Amendment No. 1 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in Attachment A, Engineering Agreement
Amendment. The cost to City for the additional design services to be
performed by Engineer totals $26,900.
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $49,980.

AND
CP&Y, INC.
FOR
Primary Clarifier Process Evaluation
FOR
VILLAGE CREEK WATER RECLAMATION FACILITY
The City of Fort Worth (City) is looking for CP&Y (Engineer) to conduct a process evaluation on
the primary clarifiers including a feasibility pilot study of low -dosage chemically enhanced
primary treatment (L-CEPTTM) process for improving the performance of Primary Clarifiers at
the Village Creek Water Reclamation Facility (VCWRF).
This scope of work for Task III is in addition to Tasks I and II previously approved CP&Y has
completed Task I and II bnefly described below and will perform Task III as stipulated in this
Amendment.
Task I included the process evaluation that consisted of conducting a sampling program for
calculating mass balance and removal efficiencies for each size of primary clarifier and type of
primary influent wastewater. Performance evaluation under different flow conditions and/or ferric
sulfate addition was included depending on plant conditions.
Task II consisted of conducting a bench -scale study for L-CEPTTM. The L CEPTTM is a process
in which coagulant chemicals are added at low dosage prior to the primary clarifiers to enhance
the performance of settling during primary treatment.
Task III includes the following additional tests requested by the City: (a) Subtask III -A, the
additional field and bench -scale tests requested by the City to duplicate work under Tasks I and
II for one (1) week, and (b) Subtask III-B, the technical assistance in Salsnes pilot test
conducted by the City for four (4) weeks.
The following engineering activities are identified and revised by Engineer for the Task III of the
process evaluation and feasibility study for the VCWRF:

Both subtasks under Task III will be performed concurrently. Therefore, all tests included,
including field performance test, bench -scale jar tests and Salsnes pilot test are performed on
the same baseline.
The work described below refers to the engineering activities proposed for the feasibility pilot
study.
Task Items under Task III Revised for Additional Tests Requested by City
As part of the professional engineering services proposed to complete the feasibility study,
Engineer will perform the following additional sub -tasks with assistance from the City
Sub -Task III -A: Additional Field and Bench -Scale Tests
Task III-A-1 Field and Bench -Scale Tests
1. Engineer will draft a schedule sampling and analysis for both field and bench -scale tests.
The draft schedule will be submitted to City for review Engineer will finalize the schedule
to incorporate review comments by City.
2 Engineer will assist City in collecting samples and preparing the samples to City's
laboratory for analysis in accordance with the schedule for field performance tests.
Three (3) primary clarifiers will be monitored and evaluated. One (1) of the small and
two (2) of the bigger primary clarifiers
b. Samples will be collected for a period of 5 days during one week.
3. Engineer will perform the jar tests in accordance with the protocol.
a. The chemical combinations tested in the jar tests are as follows:
i. Ferric sulfate w/ polymer
ii. Ferric sulfate w/ magnesium hydroxide
iii. Ferric sulfate w/ hydrogen peroxide
b. Engineer will calculate chemical dosages and prepare stock chemicals.
c Engineer will perform at least one (1) jar test run for each chemical combination on
each testing sample collected.

d Engineer will collect raw samples from the influent flumes to the bigger primary
clarifiers for the jar tests.
Engineer will prepare and send samples to City's laboratory for analysis in
accordance with the schedule.
4. City will provide analytical work in accordance with the schedule.
5 Engineer will analyze some of the samples using field kits to expedite the work.
6. City will provide chemical reagents used by the field kits for the jar test samples.
Task III-A-2 Data Analysis
1 Engineer will compile experimental data obtained from the jar tests.
2 Engineer will assist City in compiling experimental data obtained from the field
performance tests.
3 Engineer will summarize the experimental results with City staff. Information will be
delivered in the form of a briefing letter. A detailed evaluation report is considered
additional work.
Sub -Task III-B- Assistance in Salsnes Pilot Test
Task III-B-1 Develop Test Protocol
1 Engineer will draft a protocol for the Salsnes pilot tests. The draft protocol will be
prepared based on the information provided by Trojan Technologies. It will be submitted
to City for review Engineer will finalize the protocol to incorporate review comments by
City.
2. The pilot unit will tested using the wastewater sample pumped from the combined
influent channel to the small clarifiers and screened raw wastewater from Box G or H
After pilot testing, both effluent and sludge from the pilot unit will be routed back to a
location downstream of the same channel.
3. The feed rate to the pilot unit is monitored by a flow meter installed on the rental unit.
4. The protocol will include a simple system schematic and layout and for the pilot test.
5. The protocol will include a sampling and analysis schedule for the samples that will be
collected from the pilot unit and sent to City's laboratory for analysis Engineer will
coordinate with City staff to minimize impact on laboratory routine analytical work.
6. The protocol will also include a sampling and analysis schedule for the samples that will
be collected from the pilot unit and analyzed by City staff at the plant.
Task III-B-2 Preparation
1 Engineer will coordinate with Trojan Technologies to obtain a rental pilot unit used in the
pilot test The rental cost will be included in the engineering fee.

2. The rental period will be at least thirty-two (32) days which includes thirty (30) days of
pilot testing plus one (1) day of startup and one (1) day of teardown.
3. Engineer will coordinate with Trojan Technologies for their training and start-up services.
4. City will provide piping, valves, submersible pumps, automatic samplers, lifting
equipment and other components that are required to connect the pilot unit with the
existing plant operation.
5. With assistance of Trojan Technologies, City staff will unpack and install the pilot unit in
accordance with the instruction manuals by Trojan Technologies.
6. Engineer will assist City during installation.
Task HI-B-3 Filter Tests
1. Filter tests will be performed prior to the pilot test to provide basic information used by
Trojan Technologies for selection of filter material.
2. City will perform filter tests in accordance with the procedure by Trojan Technologies.
3. Engineer will coordinate with Trojan Technologies to obtain a filter tester column.
4. Engineer will assist City in the filter tests.
5 Engineer will prepare and send test data to Trojan Technologies for further desktop
analysis and obtain recommendations for filter size from Trojan Technologies.
6. Engineer will coordinate and obtain analytical results from Trojan Technologies.
Task 1I1-B-4 Pilot Test
1. City will be responsible for running the pilot test in accordance with the protocol.
2. City will provide power for running the pilot unit.
3. City will be responsible for running the pilot test in accordance with the protocol.
a. The test will be run for a period of thirty (30) days.
b. City staff will set and maintain the flow rate to the pilot unit.
c. City staff will collect samples from the pilot unit.
d. City will prepare and send samples to City's laboratory for analysis in accordance
with the schedule.
e. City staff will perform on -site analysis in accordance with the protocol.
f. City will provide chemical reagents used by the field kits for the pilot test samples.
4. With assistance of Trojan Technologies, City staff will be responsible for tearing down
and packing the pilot unit for shipment back to Trojan Technologies.
5 Engineer will assist City during the pilot test and work with the plant staff to ensure that
the pilot unit is running properly in accordance with the protocol.

6 Engineer will review the experimental results, communicate with Trojan Technologies
and make recommendation for necessary adjustments during the pilot test.
Task III-B-5 Data Summary
1. Engineer will compile experimental data obtained from the pilot test in assistance with
Trojan Technologies.
2. City staffs will assist Engineer in data compilation.
3. Engineer will summarize the experimental results with City staffs. Information will be
delivered in the form of a briefing letter. A detailed evaluation report is considered
additional work.
Task III-B-6 Final Workshop
1 Engineer will provide the City with a half -day workshop to present the major findings
from all tests conducted during the process evaluation and feasibility study
2. The workshop will be presented after two (2) weeks of completion of the pilot test.
3. Engineer will perform the following work:
a. Organize and prepare presentations, including slides and brief handouts not to
exceed five (5) pages including descriptions, graphics and tables to summarize pilot
study results.
b. Coordinate with Trojan Technologies for their involvement in the workshop.
c. Conduct workshop.

ATTACHMENT "B" COMPENSATION FOR ENGINEERING SERVICES
We propose to perform the engineering services for Task III described in the amendment at a
lump sum fee of $26,900. A breakdown of the engineering fees is shown in Table 1
