TASK 2. CONCEPTUAL DESIGN (30 PERCENT).
The Design Report shall be submitted to the CITY per the approved Project Schedule.
The purpose of the design report is for the ENGINEER to
® Obtain existing water modeling data and pressure test data from the City,
® Coordinate with customer cities to understand existing water system operations
and future water demand needs,
demand 1IiGl.i V,
® Use the City's existing water model to identify and develop various water modeling
alternatives,
® Evaluate PRV and looping options,
® Prepare route study for Mains #1 and #2,
® Present (through the defined deliverables) design/route alternatives to the CITY
® Recommend the alternatives that successfully addresses the existing issues and
comply with the design parameters, and
® Work with the City to select an alternative that meets the project's objectives and is
feasible from a construction standpoint.
ENGINEER will develop the conceptual design of the infrastructure as follows.
2.1. Data Collection
• In addition to data obtained from the CITY, ENGINEER will research proposed
improvements in conjunction with any other planned future improvements that
may influence the project.
® ENGINEER will acquire City's current Eastside II and Southside II water models
for use in evaluating future growth and sizing of water mains. ENGINEER will
also collect any pressure test data that will help in evaluating whether pressure
reducing valves (PRV's) are required due to the pressure plane shift.

• ENGINEER will obtain record drawings to confirm configuration and operation of
connections to the Cities of Everman, Forest Hill and Kennedale.
• The ENGINEER will also identify and seek to obtain data for existing conditions
that may impact the project including but not limited to; agencies (Oncor and
railroads), City Master Plans, and property ownership as available from the Tax
Assessor's office.
• The data collection efforts will also include special coordination with the affected
cities, property owners and businesses.
• The ENGINEER shall visit the project site and obtain the meter numbers and sizes
on all existing meters to be replaced on the project and shall identify existing
sample stations and fire line locations.
2.2. Geotechnical lnvestigations
• ENGINEER will work with its geotechnical consultant to conduct subsurface
investigations at certain locations along the proposed routes to determine soil
conditions, ground water conditions and the proximity of rock. The estimated
number of borings is listed in the assumptions.
2.3. Water Modeling
• ENGINEER will perform a water model analysis to confirm the recommended
sizing of the proposed water mains and to determine the effects of the pressure
changes that will result from the shifting a portion of the Eastside II pressure
plane to the Southside II pressure plane.
• Modeling analysis will also evaluate various options including how the system is
affected by valving off the existing 24" water line in Wichita Street from the
existing 48" Eastside II line at the intersection of 1-20 and Wichita, thereby
effectively creating a dead-end line from Alta Mesa to I-20. An alternative to this
long dead-end line would be to construct/extend a water line between Wichita
Street and the Southside II lines within the Rolling Hills WTP.
• Using pressure test information provided by the City, evaluate the seasonal
pressure fluctuations along the mains and areas associated with the Project and
evaluate alternatives for addressing the potential of unreasonably high pressures
along the routes.
2.4 Route Study
• ENGINEER will develop water line alignment alternatives taking into
consideration the following information: location of existing utilities, property lines,
existing pavement, easement requirements, accessibility for maintenance,
environmental considerations and permits required, construction methods and
cost of construction.
• Route alternatives will be placed on top of a high quality aerial image that shows
property lines and easements to evaluate each alignment and its impacts.

by the ENGINEER to relocate all service lines which are connected to the existing
main and connect said service lines to the relocated main.
• The following shall be applicable at all locations where it is necessary to relocate or
reroute the existing private sanitary sewer service line due to the abandonment or
realignment of the existing public sanitary sewer lateral or main: The CITY shall
furnish the ENGINEER with a sample format of how the sewer service line
reroute/relocation should be designed and submitted for construction. During
design survey, if a rod can be inserted through the cleanout to the bottom of the
service line, the ENGINEER will obtain the flow line elevation and design the
service line prior to advertising the project for bid. If the service flow line
information cannot be obtained during design survey, the ENGINEER shall delay

appropriate design plan sheets, electronic files, and/or other documents as
required. Exercise professional judgment to resolve conflicting information. For
information depicted, indicate: utility type and ownership; date of depiction;
quality level(s); end points of any utility data; line status (e.g., active, abandoned,
out of service); line size and condition; number of jointly buried cables; and
encasement.

observations, that are surface appurtenances of RI ihci irfare i itilities
• Include survey and correlation of aerial or ground -mounted utility facilities in
Quality Level C tasks.
• Survey surface features of subsurface utility facilities or systems.
• The survey shall also include (in addition to subsurface utility features visible at

COUNCIL ACTION: Approved on 9/18/2012
DATE: 9/18/2012 REFERENCE NO.: 'C-25847
LOG NAME:
PUBLIC
CODE: C TYPE: CONSENT HEARING:
SUBJECT: Authorize Execution of an Engineering Agreement with Teague Nall & Perkins, Inc., in the
Amount of $410,620.00 for Southeast Water Main Extensions Including a Twenty -Four
Inch Water Main Extension Along Anglin Drive, Timberview Drive and Shelby Road to
Fossil Hill Drive and a Similar Extension Along Joel East Road and Wichita Street
(COUNCIL DISTRICT 5)
60ESWM EXT-TN P
NO
RECOM MENDATION:
It is recommended that the City Council authorize the execution of a contract with Teague Nall &
Perkins, Inc., in the amount of $410,620.00 for Southeast water main extensions including a twenty-
four inch water main extension along Anglin Drive, Timberview Drive and Shelby Road to Fossil Hill
Drive and a similar extension along Joel East Road and Wichita Street.
DISCUSSION:
In order to increase water delivery and reliability to customers located southeast of the Rolling Hills
Water Treatment Plant (RHVVTP), it is necessary to install a 24-inch water main on Anglin Drive,
Timberview Drive, Shelby Road to Fossil Hill Drive and on Joel East Road from Everman-Kennedale
Road to Fossil Hill Drive (Main 1) and also a 24-inch water main on Joel East Road from Oak Grove
Road to Wichita Street (Main 2). Currently customers southeast of RHWTP are served by a 24-inch
main on Wichita Street, which also serves, the Industrial Park, the City of Kennedale and the City of
Forest Hill's emergency meter. It is necessary to loop the water system by installing Mains 1 and 2 in
order to increase the level of water delivery.
Teague Nall & Perkins, Inc., proposes to perform the necessary design work for a fee not to exceed
$410,620.00. Staff considers this fee to be fair and reasonable for the scope of services proposed.
Teague Nall & Perkins, Inc., is in compliance with the City's M/WBE Ordinance by committing to a 23
percent M/WBE participation. The City's goal on this project is 17 percent.
In addition to the contract amount, $30,000.00 is required for project management, real property
acquisitions and utility coordination.
This project is located in COUNCIL DISTRICT 5.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current capital
budget, as appropriated, of the Water Capital Projects Fund.
