HomeMy WebLinkAboutOrdinance 18602-05-2009Ordinance No. 18602-05-2009 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE HOMELESSNESS PREVENTION AND RAPID RE-HOUSING PROGRAM SECTION OF THE GRANTS FUND iN THE AMOUNT OF $2,746,929.00, UPON RECEIPT OF THE GRANT FROM THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, FOR THE PURPOSE OF AUTHORIZING A HOMELESSNESS PREVENTION AND RAPID RE-HOUSING PROGRAM AGREEMENT WITH THE UNITED STATES DEPARTMENT flF HOUSING AND URBAN DEVELOPMENT; PROVIDING FOR A SEVERABILITY CLAUSE: MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH. TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-2009, there shall also be increased estimated receipts and appropriations in the Homelessness Prevention and Rapid Re-Housing Program section of the Grants Fund in the amount of X2,746,929.40, upon receipt of the grant from the United States Department of Housing and Urban Development, for the purpose of authorizing a Homelessness Prevention and Rapid Re-Housing Program Agreement with the United States of Department of Housing and Urban Development. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, wl~ich said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 18283 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Approve a substantial amendment to the City's Consolidated Plan and 2008-2009 Action Plan for use of Federal Grant Funds in the amount of $2,746,929.00 for the Homelessness Prevention and Rapid Re- Housing Program; 3. Authorize the City Manager or his designee to execute a Grant Agreement with the United States Department of Housing and Urban development in the amount of $2,746,929.00 for the Homelessness Prevention and Rapid Re-Housing Program, along with the execution of any associated certifications and related documents as may be required by the United States Department of Housing and Urban Development in order to administer the Homelessness Prevention and Rapid Re-Housing Program; and 4. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Grants Fund in the total amount of 52,746,929.00 in Homelessness Prevention and Rapid Re-Housing Program Funds. Staff is aiso recommending that $137,347.00 be used far City and sub-grantee administration and $&2,409.00 for data collection and evaluation. Staff recommends conducting a Request for Proposals process through the CPty's Community Development Council for recommendations of providers to the City Council to fund for eligible activities under the grant. Eligibte activities are listed below: Financial Assistance . Short-term rental assistance (up to 3 months); . Medium-term rental assistance (4 to 18 months; up to 6 months of rental arrears if needed to maintain housing}, . Security deposits; Utility deposits; Utility payments; . Moving cost assistance; and . Motel and hotel vouchers. Housing Relpcation acrd Stabilization Services . Case management related to meeting housing needs; . Outreach and engagement; . Housing search and placement; Legal services related to tenant/Iandlord matters or housing issues; and . Credit repair services.
