This Informal Report is in response to the City Council's request to receive a monthly update on
development activity within the City and the measures staff are using to improve the development
process. Staff also generates a monthly report to keep the Council informed of the volume of
development activity, process improvements and staff's performance in implementing changes
and improving the delivery of plan review and permits. This activity report consists of metrics
associated with building permits, infrastructure, stormwater development, and water development
plan review. It provides updates on continuous development process improvement efforts. The
monthly Development Activity report is attached for your use and information.
June 2020 Highlights
Building Permits
• Total commercial valuation (including remodels and additions) for June 2020 was $220
million compared to:
o $119 million in May 2020, up 85%
o $269 million in June 2019, down 18%
• In June 2020, 221 new commercial permits were issued compared to:
0 69 new commercial permits issued in May 2020, up 220%
0 79 new commercial permits issued in June 2019, up 180%
• In June 2020, 53 new commercial permit applications were received.
• In June 2020, 482 new single-family permits were issued compared to:
0 505 new single-family permits issued in May 2020, down 5%
0 385 new single-family permits issued in June 2019, up 25%
• In June 2020, 652 new single-family residential applications were received.
• In June 2020, 703 new commercial and new single-family permits were issued.

• Average time to complete first review for new commercial building permits issued
during this reporting period was 14 days compared to:
0 38 days in the BPI Project, down 24 days
0 15 days in the CY 2019 Annual Report, down 1 day
• City time for new residential building permits during the Current Month was 10 days
compared to 19 days in the CY 2019 Annual Report, down 9 days.
• Average time to complete first review for new residential building permits during the
Current Month was 5 days compared to 11 days in the CY 2019 Annual Report, down 6
days.
Plat/ Infrastructure Plan Review
• Infrastructure Plan Review Center (IPRC) reviewed 100% of the plans submitted within
the 14-day goal timeframe in the month of June 2020.
• In June 2020, 10 CFA applications were received, compared to 7 in May 2020, up 43%
• In June 2020, 53 Plat applications were received, compared to 31 in May 2020, up 71%
Response to COVID-19 Pandemic
• In our efforts to reduce the risk to staff and our development partners due to the
COVID-19 pandemic, the Development Services Department has made all required
applications/permits available online: In the month of June, we have added the
following:
o Implemented a new Customer Service Satisfaction survey for our contracts and
agreements team.
o Increased the limit on PDF sizes to be submitted online from 1 GB to 3GB.
o Created Water IPRC filter for this group to locate their records faster.
o All PARD fees are now able to "pay later" on ACA.
o Turned off Transportation Impact Fee Review on all Residential Additions
creating more efficiency.
o Turned off Parkway for all Residential New permits creating more efficiency.
o Created reports for Open Counter analysis.
• In order to accommodate Governor Abbott's disaster declaration extension, Fort
Worth's Development Services Department will still hold virtual Boards and
Commissions meetings. This will continue to provide a high level of transparency of city
business while encouraging citizen participation and engagement.

• Development Support Services is extensively reviewing and updating permit
requirements and descriptions to assist customers with applying for permits online.
Each week we are pushing to add online access to more permits, applications and
fees. We are continuously monitoring operations to improve and provide additional
virtual availability where needed.
• Staff has begun performing live video inspections for certain permit types. The
inspection types approved to be performed in this manner are as follows:
o Water heaters
o Residential mechanical replacements-if contractor on site
o Electrical service repairs/change outs-electrician on site
o Foundation repair letters-Picture of letter acceptable to approve and must be
uploaded
o Windows
o Doors
o Insulation
o Sewer line repair/replacement-if contractor on site
o Water line repair/replacement-if contractor on site
o Interior demo
o Saw cuts and/or leave outs
All video inspections may be scheduled by the customer in Accela Citizen Access through the
"Schedule an Inspection" option as used for all other inspections.
