Freese and Nichols, Inc., was initially selected as the most qualified firm to perform this design work in 2008 through a program wide Request for Qualification (RFQ) submittal. Staff has worked with Freese and Nichols, Inc., for several months to establish the scope of work for this project. In order to expedite the delivery of the project, the City administratively executed City Secretary Contract No. 42557 on November 16, 2011 in the amount of $49,183.00 for pre- design services for surveying and some pre- engineering for the bridge. Staff has worked with Freese and Nichols, Inc., to develop a scope of services that helps assure project construction beginning in the fall of 2012. The project scope includes the design of Riverside as a four -lane bridge with sidewalks. The services to be provided include significant public participation and coordination with project stakeholders as well as utility coordination with franchised utilities. Freese and Nichols, Inc., proposes to complete the plans and specifications for a lump sum fee of $455,825.00. Staff considers this fee to be fair and reasonable for the scope of services to be performed. It is anticipated that the cost to construct the bridge will be approximately $3.5 million with funding from 2008 CIP Bond Funds. Freese and Nichols, Inc., is in compliance with the City's M/WBE Ordinance by committing to 22 percent M/WBE participation. The City's goal on this project is 21 percent. This project is located in COUNCIL DISTRICT 4, MAPSCO 35Z.
