AMENDMENT No.1
TO CITY SECRETARY CONTRACT NO. 52228
WHEREAS, the City of Fort Worth ("CITY") and Parkhill, Smith & Cooper Inc. d/b/a
Schrickel Rollins/ PSC, ("ENGINEER") made and entered into City Secretary Contract No.
52228, ("CONTRACT") which was authorized on the 26th day of April, 2019 in the amount
of$398,732.00; and
WHEREAS, the CONTRACT involves engineering services for the following project:
Trail Gap Connections; and
WHEREAS, it has become necessary to execute Amendment No. 1 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly
authorized representatives, enter into the following agreement, which amends the
CONTRACT:
1.
Article I of the CONTRACT is amended to expand the Scope of Services to be
provided by ENGINEER as specified in Attachment A.1 which is attached hereto and
incorporated herein.
2.
Article II of the CONTRACT is amended to increase the Compensation to be paid
to ENGINEER as specified in Attachment B.1 which is attached hereto and incorporated
herein. The cost to CITY for the additional engineering related professional services to be
performed by ENGINEER by this amendment totals the amount up to $85,241.00. (See
Funding Breakdown Sheet attached hereto.) The ENGINEER's compensation for all
engineering related professional services under the CONTRACT, as amended, shall be in
the amount up to $483,973.00 (Four Hundred Eighty-three Thousand Nine Hundred
Seventy-three Dollars).
3.
Attachment D Project Schedule of the CONTRACT is amended to establish the
Schedule for completion of all engineering related professional services by ENGINEER as
specified in Attachment D.1 which is attached hereto and incorporated herein.
4.
All other provisions of the CONTRACT, which are not expressly amended herein,
shall remain in full force and effect.

Scope of Services

Attachment A Scope of Services of the CONTRACT is amended as defined below.
(i)Below BASIC SERVICES Task C description, add the following:
D. Final Design (100%/Sealed Construction Document Levels)
ENGINEER shall perform the following tasks:
Based on CITY's review of the ENGINEER's 90% Construction Document Level and input and
guidance from CITY, prepare final design documents (plans, cost opinion, and specifications
at 100%/Sealed construction document level submittals)as described below for the following
trail gap connections:
■ Buck Sansom Park to Marine Creek Lake Trail — segment from the existing trail
located in the northeast corner of Buck Sansom Park to the existing trail located just
northwest of the trailhead parking area at the southeast corner of Marine Creek Lake,
measuring approximately 1.3 miles in length (excluding 1-820 interchange as defined
in ENGINEER's 90%Construction Document level plans)
■ Arcadia Trail Park South to Arcadia Trail Park North—segment from the existing trail
just northeast of the intersection of Seneca Drive and Truxton Court to the northwest
corner of the intersection of N. Beach Street and Thompson Road, measuring
approximately 0.5 miles in length
Final design for all improvements shall follow current CITY standard designs and specifications
unless otherwise approved in writing by CITY,as follows:
■ All proposed improvements shall be consistently referenced in all documents with
regard to pay item number and pay item name (whether on plan documents, in
specification documents, or in estimate documents).
■ All pay item numbers, names, and specifications shall correspond to CITY standard
number, name, and specification for the item if CITY has one(use 'CIVIL'version first,
if not one,then use 'PAR'version).
■ If CITY does not have a standard number, name, and specification for a particular
item, then the pay item number, name, and specification for that item shall
correspond to TOOT standard number, name, and specification for the item, if
TOOT has one.

■ If TOOT does not have a standard number, name, and specification for a particular
item, then the pay item number, name, and specification for that item shall
correspond to another widely accepted standard number,name,and specification for
the item, if a widely accepted standard exists.
■ If another widely accepted standard number, name, and specification for a particular
item one does not exist, then a custom pay item number, name, and specification
shall be created by ENGINEER.
ENGINEER shall, at request of CITY at any time throughout the project, transmit to CITY
electronic copies of ENGINEER work product components including but not limited to data,
photos, images,text, designs, cost opinions, etc.for project-related use by CITY including but
not limited to project budgeting, coordination, communication, bidding, etc. This
requirement shall include but not be limited to ENGINEER's transmittal of electronic files of
drawings to CITY's designated project folder system.
1) Final Design Plans
The final design plans shall be suitable for use and submitted in both 22 inch x 34 inch
(full-size) and 11 inch x 17 inch (half size)format with black and white line work(and with
full-color aerial photo background which can be turned on or off as requested by CITY).
The minimum text font size shall be 12 point on full-size sheets and 6 point on half-size
sheets. Both full-size and half-size sheet plan and detail views shall be to standard
engineer or architect scale(for example: 1 inch=30 feet full-size/1 inch=60 feet half-size
for plans; 1/4 inch = 1 foot full size and 1/8 inch = 1 foot half size for details).
All plan submittals (full-size and half-size, hardcopy and electronic pdf) shall be true to
feet per inch scales indicated on the plans.
The plan sets shall be submitted in both full-size and half-size formats with three (3)
hardcopies in each size, bound with a solid black heavy paper binder strip on left side and
with an electronic pdf in each size.
The content and organization of the all final design submittals shall be based on the
requirements for the ENGINEER's 90% Construction Document Level plans and all
additional necessary structural design plans, details, cost opinion, and specifications
related to the Arcadia Trail improvements in the vicinity of the north edge of the
residential property at 8165 Keechi Creek Court(Park Glen Addition Block 124 Lot 51).
The final design plans shall include, at a minimum, the following in the sheet formats
provided by CITY and in the order shown below:

C) Summary of Quantities
D) Key Map(with match lines and references to plan and detail sheets)

F) Plans and Details (number of plan sheets as required for legibility and scalability in
both full-size and half-size sheet format)
2) Final Design Cost Opinion
The final design opinion of probable construction cost shall be based on the ENGINEER's
plans and on unit prices current at the time of the cost opinion preparation. The cost
opinion shall be submitted in 8%inch x 11 inch portrait format, printed on one side,three
(3) hardcopies and an electronic pdf.
3) Final Design Specifications
The final design specifications shall include all project applicable construction
specification sections for the project. The CITY shall provide ENGINEER with CITY's
electronic standard technical specification sections as well as with CITY's electronic
standard front-end non-technical section documents including: cover, table of contents,
general conditions,general requirements, and appendix. ENGINEER shall complete fill-in
of all applicable blanks in the front-end non-technical specification sections with CITY
input and guidance.
The specifications shall be submitted in electronic version (in both MS Word and pdf
formats) and in hardcopy version in 8 % inch x 11 inch portrait format, black and white,
unbound, printed on one side. ENGINEER shall submit three (3) hardcopy versions and
an electronic version at both the 100% construction document level submittal and the
sealed construction document level submittal.
4) Final Design CITY Reviews and Meetings
Throughout the final design phase, ENGINEER shall attend online meetings (WebEx or
similar online videoconference) with the CITY to discuss the CITY's review comments, to
obtain CITY input and guidance, to coordinate with other CITY departments regarding
compliance with CITY reviews and approvals,etc. These meetings are anticipated to occur
one to two times in a given week to ensure timely project coordination and progress of
the work.

(H)Below SPECIAL SERVICES Task B—Contingency Services, item h., add the following:
i. review of ENGINEER'S final design plans for compliance with Texas Accessibility
Standards(TAS) and registration of each trail connection project(Buck Sansom to
Marine Creek segment and Arcadia Trail Park segment) with Texas Department of
Licensing and Regulation (TDLR)
j. hydraulics and hydrology/flood studies
k. environmental studies
I. bid phase assistance (meetings, addenda, bid tabulation/evaluation,etc.)
m. construction phase assistance (meetings,submittal review,site visits, etc.)

Attachment B Compensation of the CONTRACT is amended as defined below.
(i) The first paragraph first sentence is amended as follows: The services and expenses described in
Attachment A Scope of Services, as amended by Attachment A.1, shall be provided by the ENGINEER for
a total fee not to exceed $483,973 (Four Hundred Eighty-three Thousand Nine Hundred Seventy-three
Dollars)without prior written authorization from CITY.
(ii)Below I. Basic Services, add the following new subtask and fee amount:

of the services described in Attachment A Scope of Services,as amended by Attachment A.1,within eight
(8) weeks of ENGINEER'S receipt of notice-to-proceed with services described in Attachment A.1 from
CITY.
