A RESOLUTION AUTHORIZING THE EXECUTION OF A LOCAL ON-SYSTEM
IMPROVEMENT AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION
IN THE AMOUNT OF $1,363,524.00, OF WHICH CITY PARTICIPATION IS $1,245,000.00,
FOR INTERIM IMPROVEMENTS TO THE INTERSECTION OF BONDS RANCH ROAD AT
FARM-TO-MARKET ROAD 156
WHEREAS, the City of Fort Worth ("City") desires to improve a portion of the State of Texas
highway system, Bonds Ranch Road at Farm-To-Market Road 156 ("FM 156"),which is maintained and
operated by the Texas Department of Transportation ("TXDOT"); and
WHEREAS, the Bonds Ranch Road at FM 156 Intersection Improvement Project, will alleviate
traffic congestion and enhance safety to the highway system by installing left-turn lanes, improving
turning radii,mill & overlay, and replacing traffic signals at the intersection; and
WHEREAS,TXDOT supports the City's efforts to improve traffic congestion and enhance safety
at this location; and
WHEREAS,the TXDOT waives the direct and indirect costs in the amount of$118,524.00; and
WHEREAS,the City desires to enter into a Local On-System Improvement Agreement with the
Texas Department of Transportation for interim intersection improvements to Bonds Ranch Road at Farm-
To-Market Road in the amount of$1,363,524.00 with City participation in the amount of$1,245,000.00;
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS:
The City Manager is hereby authorized to execute a Local On-System Improvement Agreement
with the Texas Department of Transportation in the estimated amount of $1,363,524.00, with City
participation in the expected amount of$1,245,000.00 for interim intersection improvements to Bonds
Ranch Road at Farm-To-Market Road 156.
Adopted this 4th day of August 2020.

Adopt a Resolution Authorizing Execution of a Local On-System Improvement Agreement with the Texas Department of Transportation in the Total
Amount of$1,363,524, of which City Participation is$1,245,000,for the Bonds Ranch Road at FM 156 Intersection Improvement Project(City
Project No.101009)(COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council adopt the attached Resolution authorizing execution of a Local On-System Improvement Agreement with
the Texas Department of Transportation(TxDOT)for the Bonds Ranch Road at FM 156 Intersection Improvement project(City Project No. 101009)
in the amount of$1,363,524.00 with direct and indirect state costs waived in the amount of$118,524.00 and City Participation in the amount of
$1,245,000 through the use of available funding.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to adopt a Resolution authorizing the execution of a Local On-System
Improvement Agreement(LOSA)with the Texas Department of Transportation(TxDOT).The LOSA details the responsibilities of both the City of
Fort Worth(City)and TxDOT in the execution and implementation of the project.
This LOSA is a new type of TxDOT permit that allows the City to implement improvements on a state highway system using local funding. The
Bonds Ranch Road at FM 156 Intersection Improvement Project will provide interim improvements to the intersection at FM 156 and Bonds Ranch
Road to alleviate traffic congestion and enhance safety until TxDOT reconstructs the FM 156 corridor(anticipated to be in 2028).
The construction includes widening Bonds Ranch Rd. to construct left-turn lanes, improving turning radii, mill &overlay, and traffic signal
replacement. In addition, minor drainage improvements are included.
The City Council allocated 2018 Bond Funds in the amount of$16,290,000.00 for the Bonds Ranch Road Phase 2 Project(City Project No.
101009)to construct a 4 lane divided roadway from US 287 to 300 feet East of Shire Meadows Dr.and for the improvements at the intersection of
FM 156.The construction of the 4 lane divided section has been completed.
Although there are sufficient funds available to complete these improvements,the City will be responsible for 100%of any project overruns.For the
direct and indirect state costs,the State is waiving a total amount of$118,524.00 for their plan review and oversight.There will be no project
reimbursements for this project.
This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt
is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election(Ordinance Nos.21241-05-2014
and 23209-05-2018)and subsequent actions taken by the Mayor and Council.
This project is located in COUNCIL DISTRICT 7.
A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:Texas
Department of Transportation
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget,as previously appropriated,in the 2018 Bond Program
Bonds Ranch Rd Phase 2 project to support the approval of the above recommendation and execution of the agreement. Prior to any expenditure
being incurred,the Transportation&Public Works Department has the responsibility to validate the availability of funds.
