FACILITY SERVICES FOR JANITORIAL SERVICES FOR AN
ESTIMATED ANNUAL AMOUNT UP TO $5,000,000 FOR THE
CITY OF FORT WORTH WITH FOUR ANNUAL RENEWAL OPTIONS
On August 4, 2020, M&C 20-0482 was placed on the City Council agenda for consideration. The
M&C sought City Council approval of a purchase agreement with American Facility Services for
City-wide janitorial services. In February, staff issued an Invitation to Bid (ITB) and received
seven bids. All of the bids were responsive and complete and the bids were publically opened
and read aloud. In order to determine best value for the City, each bid was evaluated based on
pre-established factors that were included in the ITB: The factors were as follows:
Performance, references, and bidder's performance with the City - 25 points
Experience and company longevity - 15 points
Business diversity - 20 points
Price - 40 points
The evaluation committee was comprised of representatives from the Property Management,
Water, and Library Departments. Based on the evaluation factors included in the ITB, the
evaluation committee determined that American Facility Services had scored the highest and
would provide the best value to the City. Their hourly rate of $10.74 was also the lowest among
all of the bidders. In addition, American Facility Services committed to 25% M/WBE participation,
exceeding the City's goal of 5%.

Although the M&C is seeking approval to spend up to $5,000,000 per year with American Facility
Services for janitorial services, the M&C does not obligate the City to spend any specific amount
of funds. Staff recommends an up-to, not-to-exceed amount of $5,000,000 in order to provide
authorization for additional cleaning services that may be necessary due to the continuing
impacts of the COVID-19 pandemic. Since the pandemic began, the City has needed to acquire
additional cleaning services from current vendors and has had to enter into emergency purchase
agreements with new vendors in order sanitize and clean City facilities. This M&C would allow
American Facility Services to complete those additional cleaning services on an as-needed basis
and at a lower hourly rate, ultimately providing a cost savings to the City.
