AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
AVIATION GAS LEASE CAPITAL PROJECTS FUND IN THE AMOUNT OF$2,891,805.00,
FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING STAGE II OF THE
MIDFIELD DEVELOPMENT PROJECT (CITY PROJECT NO. 101644)AT FORT WORTH
MEACHAM INTERNATIONAL AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the in the
Aviation Gas Lease Capital Projects fund in the amount of$2,891,805.00 from available funds,for the purpose
of funding Stage II Development of the Midfield Redevelopment Project (City Project No. 101644) at Fort
Worth Meacham International Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23835-09-2019 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Appropriation Ordinances for a Total Amount of$9,023,293.00 in the Aviation Gas Lease Capital Projects Fund for Stage II of the
Meacham Airport Midfield Redevelopment Project,the Meacham Airport Frontage Improvements Project and Spinks Hangar
Development(COUNCIL DISTRICTS 2 and 6)
RECOMMENDATION:
It is recommended that the City Council:
1.Adopt the attached appropriation ordinance increasing receipts and appropriations in the Aviation Gas Lease Capital Projects Fund in the
amount of$2,891,805.00 from available funds for Stage II of the Midfield Redevelopment Project(City Project No.101644)at Fort Worth Meacham
International Airport;
2.Adopt the attached appropriation ordinance increasing receipts and appropriations in the Aviation Gas Lease Capital Projects Fund in the
amount of$1,931,488.00 from available funds for airport frontage improvements(City Project No.100602)at Fort Worth Meacham International
Airport;and
3.Adopt the attached appropriation ordinance increasing receipts and appropriations in the Aviation Gas Lease Capital Projects Fund in the
amount of$4,200,000.00 from available funds for the development of hangars(City Project No.101194)at Fort Worth Spinks Airport.
DISCUSSION:
The purpose of this Mayor and Council Communication(M&C)is to distribute and appropriate funds for eligible Aviation Department projects.
Funding moved in the amount of$9,023,293.00,will be from available funds within the Aviation Gas Lease Capital Projects fund to be used for
various projects at Fort Worth Meacham International Airport(Meacham Airport)and Fort Worth Spinks Airport(Spinks Airport)
Meacham Airport Midfield Redevelopment Project-Stage II
Stage I of the Meacham Airport Midfield Redevelopment Project consisted of removing the failed infrastructure encompassed in the closed
Runway 9/27 corridor and constructing new taxiways,allowing for hangar development opportunities and increased economic viability through
lease revenue and fuel flowage fees.Stage I of the Project was completed on December 11,2019.
Stage II of the Meacham Airport Midfield Redevelopment Project will consist of constructing a new roadway and utilities that will support the
development of property in the area of the airfield that was prepared in Stage I.The preliminary cost estimate for this stage was provided by
Garver, LLC.and is estimated at$3,000,000.00.Bidding documents for Stage II are currently being completed,and a separate M&C will be
drafted and routed to City Council after bids are received and evaluated.
Meacham Airport Frontage Improvement Project
The Airport Frontage Improvement Project places an emphasis on Meacham Airport's frontage to North Main Street,which begins just south of
Interstate 820 and extends south to NW 38th Street.The Airport Frontage Improvements Project will correct deficiencies,improve aesthetics and
create a cleaner,more attractive entry to the airport and its businesses.The original project approach was in three phases, however based on
available funding,it is now anticipated this project will be completed in one phase.This project will address three primary areas including utility
relocation(burying electric delivery lines along North Main Street),perimeter frontage fencing and gate improvements,and improving landscaping,
lighting,and sidewalks.
The Aviation Department was recently informed about the availability of funds for this Project,and funding will be derived from multiple sources.
The preliminary total cost estimate provided by Garver,LLC.is$8,800,000.00 and separate M&C's will be drafted to allocate funding from other
sources.
Design for the Meacham Airport Frontage Improvement Project is currently being reviewed,and a separate M&C will be presented to City
Council after bids are received and evaluated.
Spinks Airport Hangar Development
Currently a hangar waitlist consisting of 125 aircraft exists at Spinks Airport.By constructing box hangars on the west side of the airfield,this will
help alleviate the issue of limited hangar space at Spinks Airport.Design for these hangars has already been completed(M&C C-27177),and a
separate M&C will be drafted and routed to City Council after bids are received and evaluated.
These projects are located in COUNCIL DISTRICTS 2 and 6.
A Form 1295 is not required because:This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified project within the Aviation Gas Lease Capital Projects fund
and upon approval of the above recommendations and adoption of the attached appropriation ordinances,funds will be available in the Aviation
Gas Lease Capital Projects fund for the Stage II of the Midfield Redevelopment Project and the Airport Frontage Improvements Project at Fort
Worth Meacham International Airport,as well as the Hangar construction at Fort Worth Spinks Airport.This is an approved modification to the
Aviation Department's FY2021-FY2025 Capital Improvement Plan.Prior to an expenditure being incurred,the Aviation Department has the
responsibility of verifying the availability of funds.
