DISCUSSION: On April 14, 2015 (M&C C-27259), the City Council adopted a resolution (No. 4435-04-2015) authorizing an application for and acceptance of the Fiscal Year 2016 State Justice Assistance Grant in the amount of $80,000.00, from the State of Texas, Office of the Governor, Criminal Justice Division (CJD). On September 5, 2015, the City of Fort Worth received a Statement of Grant Award. The City of Fort Worth was awarded grant funds in the amount of $62,911.00 for Fiscal Year 2016. Each year, the CJD funds projects throughout the State of Texas under the State Justice Assistance Grant Program. The City of Fort Worth, acting on behalf of the Fort Worth Police Department (FWPD), originally submitted a grant application requesting funding for the Fort Worth Police Department Zero Tolerance (ZT) Team Ballistic Shield and Deployment Van Project in the amount of $80,000.00 After the application was submitted the project was revised due to changes in the purchasing requirements for the requested items. The project revision seeks to address an unfunded need for FWPD jail surveillance equipment enhancements. The enhancements, which include video camera surveillance equipment, will increase the efficiency and effectiveness of law enforcement personnel and will provide increased protection for FWPD staff, jailers and inmates. Receipt of the grant funds is conditioned upon the adoption of the attached resolution modifying the grant project FISCAL INFORMATION: The Financial Management Services Director certifies that upon approval of the above recommendations and receipt of the grant, funds will be appropriated at the revised awarded amount and will be available in the current operating budget, as appropriated, of the Grants Fund for the purchase of Jail surveillance equipment. DISCUSSION: Each year, the Criminal Justice Division (CJD) of the Governor's Office funds projects throughout the state of Texas under the State Justice Assistance Grant Program. The Fort Worth Police Department submitted an application for the Fort Worth Police Department Zeio Tolerance (ZT) Team Ballistic Shield and Deployment Van Project in the amount of $80,000.00. This project will provide updates to the equipment and systems utilized by the ZT teams for tactical deployments. There are two components of the project: ballistic shields and a deployment van. The CJD allows up to two percent of the total award amount to be applied towards indirect costs if the agency does not have a current, approved indirect cost rate. Staff requests that $1,600.00 of the total award amount be used for indirect costs if the grant is awarded. The ballistic shields have a five—year warranty. In Fiscal Year 2020, the Police Department will begin evaluating funding options based on permissible uses from sources available at that time. Since ballistic shields are related to offices safety, the operating budget will be considered for future replacement The deployment van is to expected to have a service life of at least seven years. At that time, the Police Department will begin assessing its need for replacement. The police department's priorities are based on ever changing crime trends and technology. When this item needs to be replaced based on useful —life, the Police Department will evaluate all funding options available and permissible. The CJD requires that the City adopt a resolution to provide assurances that funds will be returned to the CJD, in full, in the event of loss or misuse of CJD grant funds. The City is also required to designate an Official authorized to accept, reject or alter the grant. FISCAL INFORMATION: The Financial Management Services Director certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
