AN ORDINANCE ADJUSTING APPROPRIATIONS IN THE 2018 BOND PROGRAM FUND
BY DECREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE TRAFFIC
SIGNALS PROGRAMMABLE PROJECT IN THE AMOUNT OF $41,500.00, AND
INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE W. VICKERY
BLVD AT RIVERBEND BLVD PEDESTRIAN AND TRAFFIC SIGNAL IMPROVEMENTS
PROJECT, BY THE SAME AMOUNT; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the
Budget of the City Manager,there shall also be adjusting appropriations in the 2018 Bond Program Fund by
decreasing estimated receipts and appropriations in the Traffic Signals Programmable Project in the
amount of $41,500.00, and increasing estimated receipts and appropriations in the W. Vickery Blvd at
Riverbend Blvd Pedestrian and Traffic Signal Improvements Project, by the same amount.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23835-09-2019 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Pedestrian and Traffic Signal Improvements Project and Update the FY2020-2024 Capital Improvement Plan (2018 Bond Program)(COUNCIL
DISTRICT 9)
RECOMMENDATION:
It is recommended that the City Council adopt the attached Appropriation Ordinance adjusting appropriations in the 2018 Bond Program Fund by
increasing appropriations in the W.Vickery Blvd at Riverbend Blvd Pedestrian and Traffic Signal Improvements project(City Project No.102598)in
the amount of$41,500.00 for additional design and construction of traffic signal improvements-and decreasing appropriations in the Traffic
Signals project(City Project No. PB0006)by the same amount.
DISCUSSION:
The original project scope included the signal improvements on the eastbound approach of the W.Vickery and Riverbend intersection to
accommodate a pedestrians and cyclist new trail connection.The sidewalk/bike lane was constructed as a part of Southwest Blvd phase 1 project
and will be extended across this intersection along the east side to provide a safe access to pedestrians and bicyclists.
A Task Order was issued under the Engineering Professional Services Contract with Kimely-Horn and Associates, Inc.(CSC 51285)for the initial
scope of work. Additional design needs to be added to incorporate traffic signal improvements on the SE corner of the intersection to reduce the
total number of poles and increase safety by removing the traffic signal pole from the median nose.
The project is currently funded by 2018 Bond Program fund in the Sidewalk/Bicycle Facility section.Available resources within the General Fund
will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the
General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the
bond election (Ordinance No.23209-05-2018) and subsequent actions taken by the Mayor and Council.This M&C appropriates$41,500.00 for
additional design and construction of these traffic signal improvements on SE corner of the intersection.The project is currently under design and
is expected to complete design this winter 2020.The construction is expected to start in spring 2021 pending the ROW acquisitions and utility
relocations.
The 2018 Bond Program Fund funding was included in the 2020-2024 Capital Improvement Plan for project P130006. In order to administratively
track the spending of all funding sources in one project,appropriation ordinances are needed to move appropriations from the programmable
project to the jointly funded static project.This action will update the 2020-2024 Capital improvement Plan.
This project is located in COUNCIL DISTRICT 9.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Traffic Signals project within the 2018 Bond Program Fund and upon
approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available in the 2018 Bond Program
Fund for the W Vickery Blvd and Riverbend project. Prior to an expenditure being incurred,the Transportation&Public Works department has the
responsibility of verifying the availability of funds.
