This Informal Report is to respond to Council's request for additional information about the Street Light
Program.
The Transportation and Public Works Department (TPW) maintains about 56,000 street lights on our
residential streets as well as on the freeways going through Fort Worth. The Texas Department of
Transportation does not maintain street lights on freeways going through municipalities. TPW also
installs street lights in new subdivisions (about 1,000 per year) for developers.
The operational service level for our residential street lights is about 70% while freeway lighting is at
60%. In other words about 6 out of every 10 freeway lights are functioning properly. Industry standard
is 85%. We've seen our service levels drop the last few years due to a growing inventory, aging
infrastructure, and increasing costs (labor/equipment/materials). Based on current funding, resources are
being used primarily to respond to outage calls on arterial and residential streets, to repair street light
knockdowns, and to repair street light cable damage.
On December 21, 2004, Robert Goode, TPW Director, gave a presentation to Council on the state of the
street light maintenance program. He outlined a two-phased plan to improve to the industry standard
85% operational service level. Phase one would privatize the maintenance of the freeway lighting and
phase two would shift staff currently devoted to private development street light installation to
maintenance.
Council approved going forward with phase one, privatizing the freeway lighting, at an estimated cost of
$350,000 per year for a period of five years (an exception package is included in the budget to fund this
effort). Staff is developing specifications and bid documents for this agreement and it will be in place by
October I st.
Phase two is included as an improvement package in TPW's budget request. This package will increase
the street light materials budget and will shift four street light crews from new development installations
to maintenance of our existing network. The budget impact results from the revenue reduction in TPW's
budget since they would not be receiving developer funds to install their street lights,
