W T SUBJECT: PROPOSED PROCESS FOR PREPARATION, REVIEW, AND
'•T' ADOPTION OF TRINITY UPTOWN DEVELOPMENT STANDARDS
The City of Fort Worth has worked closely with the Tarrant Regional Water District, Streams and
Valleys, Inc., the U.S. Army Corps of Engineers, and other interested parties to prepare the
Trinity River Vision master plan. The plan's geographic scope encompasses 88 miles of the
Trinity River corridor, and its primary objectives include flood control, environmental restoration,
and economic development. The Fort Worth City Council adopted the Trinity River Vision master
plan on June 3, 2003 (M &C G- 13989).
A central feature of the Trinity River Vision master plan is the Trinity Uptown Plan. This plan
promotes high - density mixed -use development within an area to be defined by a more accessible
Downtown riverfront and a proposed bypass channel. At this time, however, the City's zoning
regulations impede desirable development within the Trinity Uptown area by prohibiting
residential uses and by allowing heavy industrial uses that might be incompatible with a
residential environment.
A staff -level task force has studied a variety of issues associated with implementation of the
Trinity Uptown Plan and has recommended that the Mayor appoint a broad -based Citizen
Advisory Committee to advise the City in the formulation of appropriate land use and urban
design regulations. This committee would consist of approximately 35 citizens, including property
owners, neighborhood and business leaders, and public officials. Mayor Moncrief has asked J.D.
Granger of Streams and Valleys, Inc., to chair the committee and Mr. Granger has agreed to do
so. We anticipate that the committee will meet four times: (1) on Wednesday, July 20, to receive
a briefing on the Trinity Uptown Plan and a draft set of development standards; (2) on
Wednesday, August 3, to discuss the draft standards; (3) on Wednesday, August 17, to authorize
release of the draft standards for public review and comment; and (4) on Wednesday, September
7, to review public comments and make final recommendations. The Citizen Advisory Committee
would be comprised of representatives from the following groups and organizations:
