HomeMy WebLinkAboutOrdinance 24353-08-2020 Ordinance No. 24353-08-2020 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE MUNICIPAL AIRPORT CAPITAL PROJECT FUND, SUBJECT TO RECEIPT OF THE GRANT, IN THE AMOUNT UP TO $200,000.00, FOR THE PURPOSE OF FUNDING THE APRON AND TAXILANE PROJECT AT FORT WORTH MEACHAM INTERNATIONAL AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Municipal Airport Capital Project Fund, subject to the receipt of grants, in the amount up to$200,000.00, for the purpose of funding the Apron and Taxilane Reconstruction Project at Fort Worth Meacham International Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 23835-09-2019 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. I r ,^ f V I � Trllo • - ' L I 1{ i f, City of Fort Worth, Texas Mayor and Council Communication DATE: 08/25/20 M&C FILE NUMBER: M&C 20-0599 LOG NAME: 55FTW APRON&TAXILANE RECONSTRUCTION PROJECT SUBJECT (CD 2)Authorize the Application for and Acceptance of, If Awarded,a Grant From the Federal Aviation Administration, Passed Through the Texas Department of Transportation,in an Amount Up to$4,385,000.00 for Design, Engineering and Construction Services for the Rehabilitation and Reconstruction of Taxilane Juliet and Aprons Charlie and Delta at Fort Worth Meacham International Airport,Authorize the Transfer of Up to $465,000.00 for the City's Match Requirement,Adopt Resolution Authorizing the City Manager to Execute Grant Related Agreements with the State of Texas, Represented by the Texas Department of Transportation and Adopt Appropriation Ordinances RECOMMENDATION: It is recommended that the City Council: 1.Authorize the application for and acceptance of,if awarded,a grant from the Federal Aviation Administration passed through the Texas Department of Transportation,Aviation Division, in an amount up to$4,385,000.00 for design,engineering and construction services for the rehabilitation and reconstruction of Taxilane Juliet and Aprons Charlie and Delta at Fort Worth Meacham International Airport; 2.Authorize a transfer from the Muni Airport Capital Projects Fund into the Muni Airport Grants Federal Fund in an amount up to$465,000.00 for the City's 10 percent grant match; 3.Authorize the adoption of the attached resolution,as required by the Texas Department of Transportation,authorizing the City Manager or his designee to execute all necessary contracts associated with this project with the Texas Department of Transportation; 4.Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Muni Airport Capital Project Fund in an amount up to$200,000.00 as a portion of the City's 10 percent grant match; 5.Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Muni Airport Grants Federal Fund in an amount up to$4,850,000.00,subject to receipt of grants. DISCUSSION: The Texas Department of Transportation Aviation Division(TxDOT)has advised the Aviation Department that funding is available for design, engineering and construction services for the rehabilitation and reconstruction of Taxilane Juliet and Aprons Charlie and Delta(Project)at Fort Worth Meacham International Airport(Meacham Airport). Based on the most recent Pavement Condition Index(PCI)Report completed by Garver Engineering in 2018,Taxilane Juliet,Apron Charlie and Apron Delta show pavement ratings between'Very Poor and'Failed.'The pavement is past its useful life and is in need of rehabilitation and reconstruction. Taxilane Juliet and Apron Delta provides the only access to multiple tenants,which consists of several hangars leased by individuals and businesses that include,but are not limited to,two of the three Fixed Based Operators(FBOs),aircraft painters,aircraft maintenance and the City of Fort Worth Aviation Department. Apron Charlie is located on the southeast side of the airport and also provides access to several tenants,which include,but are not limited to, aircraft and rotorcraft maintenance shops and the City of Fort Worth Police Department Hangar. Since no City salaries will be charged to this grant, indirect cost recovery does not apply. The additional appropriation ordinance increasing receipts and appropriations in the Muni Airport Capital Project Fund is to ensure funding is available for the City's 10 percent match. Funding for this Project is a 90110 cost-split between TxDOT and the State of Texas and the City of Fort Worth(City),excluding the design portion. Design for this Project is expected to be$200,000.00,and the$20,000.00 owed by the City for the 10 percent match requirement will be funded by TxDOT through the Coronavirus Aid, Relief,and Economic Security(CARES)Act.The City's 10 percent match requirement for this Project will be for the construction portion only. ADVISORY BOARD APPROVAL-On May 21,2020,the Aviation Advisory Board voted to recommend that the City Council approve the Aviation Department's Five-Year Capital Improvement Plan.The reconstruction of Taxilane Juliet and Apron Delta and the rehabilitation of Apron Charlie was a part of this approved plan. Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2. A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:Texas Department of Transportation FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available in the current capital budget,as appropriated,of the Muni Airport Capital Projects Fund and the Muni Airport Grants Federal Fund. The Aviation Department(and Financial Management Services)will be responsible for the collection and deposit of funds due to the City.Prior to expenditures being incurred,the Aviation Department has the responsibility to validate the availability of funds.This is a reimbursement grant.
