AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS OPERATING OTHER FUND, SUBJECT TO RECEIPT OF THE GRANT, IN THE
AMOUNT UP TO $118,524.00, FOR THE PURPOSE OF FUNDING THE FORT WORTH
AFTER SCHOOL PROGRAM FOR THE 2020-2021 SCHOOL YEAR; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Operating Other Fund, subject to the receipt of grant, in the amount up to $118,524.00, for the purpose of
funding the Fort Worth After School Program for the 2020-2021 school year.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23835-09-2019 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

The FWISD Board of Trustees approved SY 2020-2021 FWAS Full Service Provider General Fund allocations
on Tuesday,May 26,2020.
The allocations and the associated campuses are as follow:
Greenbriar ES CFW $39,508
DeZavala ES CFW $39,508
Daggett MS CFW $39,508
Requisitions will be entered for the 2020-2021 school year shortly thereafter. FWAS will notify your
organization when this has been converted to a purchase order that will allow you to begin services in early
August 2020.

Annual Reimbursable Expenditure of Up to$118,524.00 and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1.Authorize execution and acceptance of a Third Renewal and Amendment to City Secretary Contract No.49878,an Interlocal Agreement with the
Fort Worth Independent School District,to operate the Fort Worth After School Program at Greenbriar and DeZavala Elementary Schools and
Daggett Middle School with a total annual reimbursable expenditure of up to$118,524.00;and
2.Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund in the amount
of$118,524.00.
DISCUSSION:
On May 26,2020,the Fort Worth Independent School District(FWISD)Board of Trustees approved the City of Fort Worth as a Full Service
Provider with Fort Worth After School for the 2020-2021 school year.The City will receive up to$118,524.00 for the program at Greenbriar and
DeZavala Elementary Schools and Daggett Middle School.FWISD will reimburse the City through its general funds based on actual expenditures,
not budgeted amounts.The City will submit monthly invoices to FWISD for reimbursement. No advanced funding will be provided.Up to 10 percent
in administrative costs can be included as part of the budget.
The goals of the program are(1)to provide opportunities for academic enrichment,including providing tutorial services to help children,particularly
students who attend low-performing schools,to meet State of Texas and local student academic achievement standards in core academic
subjects such as reading, mathematics,and science;and(2)to offer participating students a broad array of additional services, programs, and
activities that are designed to reinforce and compliment the students'regular academic program.
The term of this agreement will be for one year effective August 1,2020 and expiring July 31,2021.This is the third renewal of five,one-year
renewal options.
The schools are located in COUNCIL DISTRICT 9.
A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:Fort
Worth Independent School District
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the appropriation ordinance,funds will be
available in the current operating budget,as appropriated,of the Grants Operating Other Fund.The Park&Recreation Department is responsible
for ensuring the availability of funds prior incurring any obligation,and for the collection and deposit of any funds due the City under this agreement.
