MINUTES
' Corporation Board Members Present : Virginia Nell Webber,
David Chappell , Eugene McCray, Morris Matson , Chuck Silcox , and
Jewel Woods .
I . The meeting was called to order at 1 :05 P.m. by Virginia
Nell Webber, President .
II . The minutes of the July 28 , 1992 meeting were approved as
written .
III . Presentation by Bob Peterson and Robert Johnson of First
Southwest Company concerning Infill and Affordable
Housing Approaches .
Mr . Bob Peterson stated that the Fort Worth City Council and City
Manager had asked First Southwest Company to make a study on what
can be done locally to leverage money and programs for the inner
city . He said the three main areas he would cover would be
infill : overview, and accomplishments ; affordable housing; and
revitalization programs .
Mr . Robert Johnson made a presentation of infill housing . He
touched on three areas : 1) Why is infill housing important , and
what can local governments do to promote infill housing. 2)
Vacant land can be developed for affordable housing purposes .
3) it is an opportunity for the community. His slide
presentation touched on information for the three areas .
Mr . Peterson discussed two affordable housing programs ; the RTC
Affordable Housing Disposition Program and the Mortgage Credit
Certificate Program.
Mr . Johnson reported on the Revitalization Programs . He
highlighted four districts ; Fairfax flounty, Minneapolis ,
Pittsburgh. and Seattle .
Mr . Peterson said that more information on these four programs
was included in the executive summary which was provided to each
of the members . This would include details on 30 cities and what
they have done .

Mr . Matson asked what would be done now that the report had been
presented . Sandra Gonzales , Director of Housing and Human
Services , responded that there were several programs that came
out of the Council Retreat that were being implemented . The
production level for the next year would be 1 ,200 units of
low-income housing .
Members of the corporation discussed the presentation and which
choices they would have and decisions they would need to make
concerning housing . Ms . Gonzales and Assistant City Manager
Libby Watson answered questions .
The corporation decided to study the report , view a film on
models , and make decisions of what direction to go .
Ms . Webber asked if there was any further business . Hearing none
she adjourned the meeting at 1 : 55 p .m.
