HomeMy WebLinkAboutResolution 396 RESOL 3`?� A Resolution A RESOLUTION FAVORING LEGISLATION REQUIRING LOCAL GOVERNMENT FISCAL NOTES WHEREAS, the 63rd State Legislature introduced legislation which could have annually cost Texas cities over $200 million dollars; and, WHEREAS, the 63rd State Legislature passed legislation which annually cost Texas cities $15 million; and, WHEREAS, the 64th State Legislature introduced legislation which could have annually cost Texas cities over $150 million; and, WHEREAS, the State Legislature needs to know the real cost of legislative proposals that would financially impact local governments and the local tax burden of the citizen; and WHEREAS, the State Legislature has long since required a fiscal note on any bill which would require the expenditure of State funds; NOW THEREFORE LET IT BE RESOLVED by the City Council of the City of Fort Worth that the City of Fort Worth endorses the House rule that provides: That any proposed bill which would cause any expenditure of municipal funds or create any reduction in municipal revenues be accompanied by a statement (prepared by the Legislative Budget Board) which describes such fact; To be imposed on any legislation affecting all cities or any class of cities (i.e. , all cities over 10,000 popula- tion, or all general law cities, or all home rule cities, etc.) ; That every local government fiscal note prepared by the Legislative Budget Board be provided within 15 days of the time such note is requested by the House committee having jurisdiction over the particular bill; That any bill that would affect just one city be accompanied by a statement from the Representative who introduced the bill, such statement to recite his estimate of the cost of the proposal. 13 CITY OF FORT TIM=
