AMENDMENT No. 1
TO CITY SECRETARY CONTRACT
'`J✓IfjlE,K +IC1AN, the City of Port Worth (CITY) and JQ
Infrastructure, LLC, (ENGINEER) made and entered into City
Secretary Contract No. 52551 (-the CONTRACT) which was authorized
by M&C C-29154 on the 18 ' day of June, 2019 in the amount of I
$175, 976. 00; and
WIMM( ERG, the CONTRACT involves engineering services for
the following project:
Rolling Bills Water Treatment Plant Flow Meter
Replacement; and
W>HlEM A, it has become necessary to execute Amendment
No. 1 to the CONTRACT to include an increased scope of work and
revised fee.
D\�T®�'1`J=1RICIE'0R11]' , CITY and ENGINEER, acting herein by and
through their duly authorized representatives, enter into the
following agreement, which amends the CONTRACT:
1 .
Article I of the CONTRACT is amended to include the
additional engineering services specified in a proposal dated
July 20, 2020, a copy of which is attached hereto and
incorporated herein. The cost -to City for the additional design
services to be performed by Engineer totals $193, 699 . 00 .
2 .
Article II of the CONTRACT is amended to provide for an
increase in the fee to be paid to Engineer for all work and
services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall be
an amount of $369, 675 . 00 .
3 .
All other provisions of the Contract, which are not
expressly amended herein, shall remain in full force and effect.

Dear Mr.Taylor,
JQ Infrastructure,LLC(JQ)at your request is providing the following amendment to the above referenced Project for
your consideration.
SCOPE OF ADDITIONAL SERVICES
Fort Worth Water Department has requested to add two additional meter replacements and one additional valve to
the Rolling Hill Water Treatment Plant Flow Meter Replacement project. The meters are for Raw Water 1 and Raw
Water 2 pipelines. The valve will be located on Raw Water 2. Both pipelines are 84"lines.
The Existing Raw Water 1 is an insert Venturi and is not in a vault. A new Venturi meter and vault will be constructed
in a new location in one of two sites. The preferred location is near an abandoned meter vault on the east side of
the plant. The vault is possibly owned by TRWD. The possibility of using the existing vault and expanding to
accommodate the new Venturi meter will be investigated structurally, and if owned by TRWD, an agreement to
release the vault for FWWD use will be needed. If a needed release is not obtained, constructing the vault
immediately west of the existing vault will be explored. In both cases the vault will have a drivable lid since a portion
will be in an existing street. The secondary possible alternative location for the Raw 1 meter and vault would be 150
to 350 feet east of the existing insert Venturi, in the open space between sed basins (approximately 60' wide). If
constructed here,the vault would be open top. See attached exhibit for Raw 1 in red.
Existing Raw Water 2 is an insert mag meter. The new Venturi meter and vault will be constructed at the location
of the existing insert. The vault will be open top. A valve and vault will be cut in further north on Raw 2 between
the four 48"lines feeding the Ozone Contactor Building in order for the plant to have the ability to isolate Raw Water
2 without shutting down the entire plant and keep the plant in operation using the two northern feed lines into the
building. This is a critical valve for plant operations and will require an entire plant shut down for installation. This
vault location is in the road and will have a drivable top, See attached exhibit for Raw 2 in green.

Both venturi meter vaults are expected to be approximately 40 feet length by 15 feet width,and the valve vault 15
feet by 15 feet. All vaults are anticipated to have a depth on the order of 15 to 18 feet. All vaults will be provided
with sump pumps and lighting. Instrumentation controls will be provided as required for the meters and valve.
SCHEDULE
Current project is on schedule to go to bid in July. In order to provide detailed design of the additional meters and
valve it will be necessary to push the bid into late October or early November in order to include completed plans
and specifications for the additional meters and vaults. That time frame should allow the shutdowns to begin in late
January and construction mostly complete before summer demand. The attached proposed schedule includes an
intermediate 60%submittal and review for the Raw Water meters before proceeding to final design.
SPECIAL SERVICES
The current project has a previously discussed issue with conflicting existing duct banks at two of the proposed
vaults. The present proposed solution is to leave the duct banks in their existing location, remove the concrete
encasement,build a structural steel enclosure(steel duct bank) around the conduits in place, and build the vaults
around the protective steel enclosure running through the vaults. However, if it is determined this approach will
not work and it becomes necessary to move the duct banks,Gupta&Associates has submitted a fee of$18,113 for
the additional design effort associated with the duct bank relocations. This design work will not be initiated unless
agreed to and authorized in advance by the FWWD.

Appropriation Ordinance (COUNCIL DISTRICT 8)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of Amendment No. 1 to City Secretary Contract No. 52581 an engineering
agreement with J.Q. Infrastructure, LLC, in the amount of$193,699.00 for the Rolling Hills Water
Treatment Plant Flow Meter Replacement Project for a revised contract amount of$369,675.00; and
2. Adopt the attached Appropriation Ordinance adjusting receipts and appropriations in the Water
Capital Fund by increasing receipts and appropriations in the Rolling Hills Water Treatment Plant
Flow Meter Replacement project(City Project No. 102056); in the amount of$193,699.00, and by
decreasing receipts and appropriations in the Unspecified project(City Project No. UNSPEC) by the
same amount.
DISCUSSION:
On June 18, 2019, Mayor and Council Communication (M&C) C-29154, the City Council authorized an
engineering agreement with J.Q. Infrastructure, LLC in the amount of$175,976.00 for the preparation of
plans and specifications necessary to bid and construct four water meter vaults, along with necessary
water piping modifications, located at the Rolling Hills Water Treatment Plant.
Amendment No. 1 will provide the necessary design for the installation of two additional meter
replacements and one additional valve at the treatment plant as requested by staff, to enhance water
production and delivery efficiencies at the plant.
Appropriations for the Rolling Hills Water Treatment Plant Flow Meter Replacement project are as
depicted below:

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified project within
the Water Capital fund and upon approval of the above recommendations and adoption of the attached
appropriation ordinance,funds will be available in the Water Capital fund for the Meter Replacements at
RHWTP to support the approval of the above recommendations and execution of the amendment to the
engineering agreement. Prior to an expenditure being incurred, the Water Department has the
responsibility of verifying the availability of funds.
