RESOLUTION
WHEREAS, the citizens of the City of Fort Worth, in order to secure
to themselves and their descendants the benefits and advantages of controlling
their own affairs, have established a home rule municipal government by a
charter, adopted by a vote of the electorate; and,
WHEREAS, such charter establishes a representative form of government
with the City Council being selected by the voters to carry out the public
will and act as trustees for the citizens with the duty and responsibility
to run public affairs effectively and economically; and,
WHEREAS, it is the opinion of the City Council that such cannot be
accomplished if selected groups of public employees are given the right to
avoid the system of municipal government established by the Home Rule Charter
of the City of Fort Worth, and may bring outside negotiators in to negotiate
with the Fort Worth City Council and to demand special treatment for their
unions; and,
WHEREAS, the level of compensation of Fort Worth's fire and police
departments is not and has never been less than that of other comparable
cities, and exceed that of almost all other municipal employees of similar
and even higher qualifications; and,
WHEREAS, collective bargaining is deemed by the City Council as being
especially inappropriate for fire and police personnel who are already
guaranteed job security, sick pay, injury pay and three weeks vacation by
state civil service law, workmen's compensation, death benefits, survivor
benefits, and longevity pay by other state laws, in excess of the benefits
enjoyed by other municipal employees; and,
WHEREAS, the City Council is of the opinion that a grant of collective
bargaining rights to firemen and policemen could result in diversion of tax
money from other public priority areas, including pay for municipal employees
improvements to libraries, parks, and streets, and will ultimately increase
the tax burden of every citizen of the city;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
Sec. 1 THAT this body, as the elected representatives of the
citizens of the City of Fort Worth, is unanimously
T opposed to the adoption of collective bargaining for
public employees in this City.
Sec. 2 THAT the citizens of the City of Fort Worth are hereby
urged to register and vote "NO" in the election to be
held April 2, 1977.
