AN ORDINANCE INCREASING RECEIPTS AND APPROPRIATIONS IN THE
BLUE MOUND RD-US287 TO WILLOW PROJECT IN THE AMOUNT OF $1,000,000.00,
FROM AVAILABLE FUNDS IN THE TRANSPORTATION IMPACT FEE CAPITAL FUND;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.-
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the
Budget of the City Manager,there shall also be increased receipts and appropriations in the Blue Mound Rd-
US287 to Willow Project in the amount of$1,000,000.00, from available funds in the Transportation Impact
Fee Capital Fund.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23835-09-2019 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

US287 to Willow Springs Road Project and Update the FY2020-2024 Capital Improvement Plan(2018 Bond Program)
RECOMMENDATION:
It is recommended that the City Council adopt the attached appropriation ordinance increasing receipts and appropriations in the Blue Mound Rd-
US287 to Willow Springs Road project(City Project No.CO2161)in the amount of$1,000,000.00,from available funds in the Transportation
Impact Fee Capital fund.
DISCUSSION:
The purpose of this Mayor and Council Communication(M&C)is to adopt the attached appropriation ordinance to supplement existing funding in
the Blue Mound Rd-US287 to Willow Springs Road project(City Project No.CO2161)and to update the FY2020-2024 Capital Improvement Plan
(CIP).
Blue Mound Road and Willow Springs Road,within this project's limits,is approximately 3800 linear feet in length and identified in the City's
Master Thoroughfare Plan(MTP)as a four-lane neighborhood and commercial connector with sidewalks.The proposed project improved the
existing road by reconstructing the existing two-lane Blue Mound Road and Willow Springs Road to a four-lane,MTP arterial section.The project
includes:roundabouts at Eagle Boulevard/Willow Springs and Blue Mound/Willow Springs,and a shared-use path,concrete paving,and storm
drain improvements.
This project is included in the 2014 and the 2018 Bond Program. Available resources within the General Fund will be used to provide interim
financing until debt is issued. Once debt associated with the project is sold,bond proceeds will reimburse the General Fund in accordance with
the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election(Ordinance Nos.
21241-05-2014 and 23209-05-2018)and subsequent actions taken by the Mayor and Council.
The cost estimate for the Blue Mound Rd-US287 to Willow Springs Road project is$19,000,000.00,with 2018 Bond Program funding previously
appropriated in the amount of$11,000,000.00. The project is located within Transportation Impact Fee Service Area B(UN9912)and was
identified as an impact fee eligible project in the most recent transportation impact fee study. After final payment on the construction contract and
completion of the project,any residual funding will be reprogrammed to other eligible projects.

Funding for this project was included in the FY2020-2024 Capital Improvement Plan in the amount of$23,142,746.83. Additional funding in the
amount of$1,000,000.00 is needed due to construction contingencies. The action in this M&C will update the FY2020-2024 Capital Improvement
Plan.
This project is located in COUNCIL DISTRICT 7.
A Form 1295 is not required because:This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Service Area B-Transp Imp Fees project within the Transportation Impact
Fee Capital fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available
in theTransportation Impact Fee Capital fund for the Blue Mound Rd-US287 to Willow Springs Road project. Prior to an expenditure being
incurred,the Transportation&Public Works Department has the responsibility of verifying the availability of funds.
