Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:01 p.m. on Tuesday, September 1, 2020, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager-David Cooke, City Manager a. Changes to the City Council Agenda M&C 20-0628 will be withdrawn from Consent Agenda for individual consideration. M&C 20-0629 will be continued to the October 20, 2020, Council meeting. M&C 20-0638 will be continued to the September 15, 2020, Council meeting. b. Upcoming and Recent Events Council Budget Workshop(s) are scheduled for Thursday, September 3rd at 1:00 p.m. and Friday, September 4th at 9:00 a.m. if needed. Emergency services will be available as usual. There will be no changes in garbage, recycle, yard waste or bulk collection schedules. Drop-off stations will be closed. If you have questions or need assistance, call 817-392-1234. Tuesday, September 8, 2020, Council meeting is cancelled. The next meeting scheduled is on Tuesday, September 15, 2020. c. Organizational Updates and Employee Recognition(s) Mayor Price recognized Officer William Gilbert and Officer Stephan Reynolds, Fort Worth Police Department (FWPD), and Kim Chapman, FWPD Victim Assistance Unit. Assistant City Manager Fernando Costa, City Manager's Office, introduced the new Planning and Data Analytics Director Mark McAvoy. City Manager Cook announced that Mr. Brian Dickerson, Human Resources Department, will be retiring on September 8, 2020. A retirement celebration will be held from 2:00 p.m. to 4:00 p.m., Wednesday, September 2, 2020. d. Current Agenda Items - City Council Members Council Member Byrd requested that M&C 20-0611 be continued to the September 15, 2020, Council meeting. 3. Responses to Items Continued from a Previous Meeting-NONE There were no items continued from a previous meeting. 4. Questions Related to Budget Responses There were no questions. City Manager Cooke advised that questions related to the budget responses will be addressed at the Budget Work Session on Thursday, September 3, 2020. 5. Update Related to COVID-19 Response and Recovery COVID-19 Updates and Data- Chief Jim Davis and Brandon Bennett, Code Compliance Mr. Brandon Bennett, Code Compliance Department, briefed the Council on COVID-19 updates and data. CARES Act Funding Update -Reginald Zeno Mr. Reginald Zeno, Financial Management Services Department, provided an update on CARES Act funding. 6. Briefing on Fort Worth ISD Forward: Fall 2020 Education Plan—Dr. Kent Scribner, Fort Worth Independent School District Dr. Kent Scribner, Fort Worth Independent School District, gave a briefing on the Fort Worth ISD Forward: Fall 2020 Education Plan. 7. Presentation on Police Chief Search Process and Timeline-Jay Chapa, City Manager's Office Assistant City Manager Jay Chapa, City Manager's Office, gave a presentation on the Police Chief search and timeline. City Council Requests for Future Agenda Items and/or Reports Council Member Moon - analyze efficiencies of permitting for window replacements and other smaller home repairs. Council Member Bivens - IR for Economic Development Department update on assets for each district and marketing for those districts. Mayor Price - Update on Preserve the Fort monies rolled out for profit and nonprofit agencies and the number of home repairs that have been done.
