AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS OPERATING OTHER FUND, SUBJECT TO RECEIPT OF THE GRANT, IN THE
AMOUNT OF $47,495.00, FOR THE PURPOSE OF FUNDING MENTAL HEALTH
OFFICER TRAINING FY2020 OFF-CYCLE GRANT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Operating Other Fund,subject to the receipt of grant, in the amount of$47,495.00,for the purpose of funding
Mental Health Officer Training FY2020 Off-Cycle Grant
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision,opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23835-09-2019 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for,and ratify the acceptance of the Mental Health Officer Training(MHOT)grant from the Morris Foundation in the amount
of$47,495.00;
2. Ratify the execution of Memorandum of Understanding(MOU)with the Morris Foundation;and
3. Adopt the attached Appropriation Ordinance increasing receipts and appropriations in the Grants Operating Other Fund in the amount of
$47,495.00.
DISCUSSION:
The Fort Worth Police Department(FWPD)applied for program funding in the amount of$47,495.00 in eligible donated grant expenses including
but not limited to a 40-hour State Certification Program called the Mental Health Officer Training(MHOT)Program. MHOT is a comprehensive
training course,designed to improve an officer's understanding of mental health diagnoses and identify opportunities for treatment and jail
diversion. The course will be taught by a certified Mental Health Officer and a licensed social worker trained specifically in crisis intervention from
My Health My Resources.
The primary goal of the MHOT is to decrease the use of force incidents in relation to mental health application for detentions. A second goal would
be to reduce complaints associated with mental health calls. The MHOT program will teach Officers to de-escalate and take their time in finding a
successful resolution which should mitigate complaints.
The FWPD created the Crisis Intervention Team in 2017 as an integrated community partnership with My Health My Resources of Tarrant County.
This Team focuses on de-escalating persons in a mental health crisis to allow for psychiatric service,rather than incarceration, Funds
will train approximately 1,207 eligible officers through the 40-hour State Certification Program called the Mental Health Officer Training and cover
the cost of certification at$35.00.
Matching funds are not required under the Program. Indirect Costs are not included in this grant. The funding type is a one-time paid in full check.
This Program will serve ALL COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds
will be available in the current operating budget,as appropriated,of the Grants Operating Other Fund.The Police Department will be responsible
for the collection and deposit of funds due to the City. Prior to expenditures being incurred,the Police Department has the responsibility to validate
the availability of funds. This is an advance funded grant.
