AN ORDINANCE VACATING AND EXTINGUISHING A 10 FOOT WIDE
ALLEY, SITUATED IN THE DANIEL DULANY SURVEY, ABSTRAT NO.
411, LOCATED IN BLOCK 2, WALTER WILLI ADDITION, AN
ADDITION TO THE CITY OF FORT WORTH, TARRANT COUNTY,
TEXAS, AS SHOWN IN THE PLAT THEREOF RECORDED IN VOLUME
1013, PAGE 7 OF THE PLAT RECORDS OF TARRANT COUNTY,
TEXAS, CONTAINING APPROXIMATELY 19177 SQUARE FEET OR
0.027 ACRE OF LAND MORE OR LESS; PROVIDING FOR REVERSION
OF FEE IN SAID LAND; PROVIDING THAT THE CITY SHALL RETAIN
ALL EXISTING UTILITIES EASEMENTS; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That a ten-foot wide alley, situated in Daniel Dulany Survey, Abstract No. 411, located in
Block 2, Walter Willi Addition, an addition to the City of Fort Worth, Tarrant County, Texas, as
shown in the plat thereof recorded in Volume 1013, Page 7 of the Plat Records of Tarrant
County, Texas, and containing 1,177 square feet or 0.027 of land more or less, and as more
specifically described in Exhibits A attached hereto and incorporated herein by reference be and
the same is vacated and extinguished.
SECTION 2.
That the easement to the land in the above-described vacated alley right-of-way is hereby
released and shall revert to the adjacent owner as provided by law.
SECTION 3.
All existing utility easements be shall be retained by the City until such time all utilities
located in that easement are relocated at the owner's expense.

SECTION 4.
That all ordinances or parts of ordinances in conflict herewith are hereby repealed.
SECTION 5.
That this ordinance shall take effect upon adoption.

DESCRIPTION, of a 1,177 square foot tract of land situated in the Daniel Dulany Survey, Abstract No. 411, City of Fort
Worth,Tarrant County,Texas; said tract being a portion of a 10-foot wide alley in Block 2,Walter Willi Addition,an addition
to the City of Fort Worth according to the plat recorded in Volume 1013, Page 7, of the Plat Records of Tarrant County,
Texas;said 1,177 square foot tract being more particularly described as follows(Bearing system for this survey is based on
the Texas State Plane Coordinate System-NAD 83(2011),North Central Zone 4202,based on observations made on June
25,2019 with a combined scale factor of 1.00012):
COMMENCING, at an '+• cut found in concrete sidewalk at the northeast corner of Lot 1, in said Block 2, Walter Willi
Addition, point being at the intersection of the south right-of-way line of Willie Street(a variable width right-of-way)and the
west right-of-way line of Dillard Street(a 50-foot right-of-way);
THENCE, South 89 degrees, 49 minutes, 25 seconds West, along the north line of said Lot 1 and said south line of Willie
Street, a distance of 140.00 feet to a point for the northwest corner of said Lot 1;
THENCE, South 00 degrees, 10 minutes,35 seconds East,departing said south line of Willie Street and along the east line
of said 10-foot wide alley and the west line of said Lot 1,a distance of 14.43 feet to the POINT OF BEGINNING;
THENCE, South 00 degrees, 10 minutes, 35 seconds East, continuing along said east line of 10-foot alley and said west

RECOMMENDATION:
It is recommended that the City Council:
1.Adopt the attached ordinance vacating a portion of an alley in Block 2,Walter Willi Addition to be replatted with the adjoining property for
additional parking and access for the Fort Worth ISD Young Mens Leadership Academy;and
2.Waive any and all purchase fee value of the vacated land in accordance with City policy.
DISCUSSION:
Pacheco Koch Consulting Engineers,on behalf of Fort Worth ISD, has requested vacation of a portion of this alley to be replatted with the
adjoining property for additional parking and access for the Young Mens Leadership Academy.The City Plan Commission recommended
approval of this request at its meeting on February 26,2020.An acceptable final plat(FS-20-114)has been received in accordance with the
Subdivision Ordinance.
The City of Fort Worth(City)originally obtained the above mentioned right-of-way through plat dedication.The City does not own any fee interest in
the rights-of-way or own any property adjacent to the right-of-way and did not expend any City funds to purchase the right-of-way easement.In
accordance with the City's policy regarding street and alley vacation transactions approved by the City Council on March 6,2007, Mayor and
Council Communication(M&C G-15624),staff recommends waiving the fair market value or any portion thereof of purchase price of this right-of-
way easement for the alley.
This project is located in COUNCIL DISTRICT 5.
A Form 1295 is not required because:This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that approval of these recommendations will have no material effect on City funds.
