HomeMy WebLinkAboutIR 8691INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8691 To the Mayor and Members of the City Council June 7, 2005 �priilAR Page 1 of 1 a >� SUBJECT: HISTORIC PRESERVATION CONSENSUS - BUILDING WORKSHOPS 107% The purpose of this report is to provide the City Council with information about a City- sponsored initiative to build consensus among local historic preservation and development interests. The Citywide Historic Preservation Plan, adopted by the City Council in July 2003, succeeded in building consensus on a variety of historic preservation issues. The preservation plan was the product of a broad - based Preservation Plan Steering Committee, consisting of representatives from the City, preservation groups, business and development groups, and institutions with diverse perspectives on historic preservation. The preservation plan resulted in general consensus regarding five general topics: the City's historic resources survey and priorities, preservation regulations, preservation incentives, preservation aspects of City policies and decisions, and public education and communication. Beyond these accomplishments, however, many community leaders have expressed a strong desire to build greater consensus regarding the roles and responsibilities of preservation and development interests in implementing the preservation plan and in communicating with each other about public policy issues that might arise from time to time. Toward this end, City staff proposes to conduct a series of three consensus - building workshops with representatives of local preservation and development interests in order to establish a sound basis for future collaboration. The City Manager's Office and the Planning Department are leading this effort, with The Harral Group serving as facilitator for the workshops. The total estimated cost for this initiative is $11,000, with full funding to be provided by private contributions that have been deposited in the Citywide Historic Preservation Plan account (FE72 539120 022523000000). City staff proposes to conduct three workshops at the Deborah Beggs Moncrief Garden Center: Workshop # 1: Preservation Interests The first workshop would be a one -day session on Monday, August 29, attended by representatives from local preservation organizations. At this session, participants would discuss each organization's mission and goals, identify any overlapping or missing functions that warrant coordinated attention, and formulate guiding principles and procedures for improved communication and cooperation among preservation interests. The City would invite the following organizations to take part in this workshop: • Historic and Cultural Landmarks Commission • Preservation Plan Steering Committee • Tarrant County Historical Commission • Texas Historical Commission • Historic Fort Worth, Inc. • Historic Landmarks, Inc. • Tarrant County Black Historical and Genealogical Society • Southwest Office, National Trust for Historic Preservation • North Fort Worth Historical Society • Southside Preservation Association • Texas Heritage, Inc. At this session, participants would assess current procedures for communication and cooperation between development interests and preservation interests, and identify specific issues that might warrant further study. The City would invite the following individuals and organizations to take part in this workshop: • Eight to ten developers representing diverse backgrounds and interests • Central City Redevelopment Committee • Downtown Design Review Board • Fort Worth Chamber of Commerce • Fort Worth Hispanic Chamber of Commerce • Fort Worth Metropolitan Black Chamber of Commerce • Greater Fort Worth Real Estate Council • Greater Fort Worth Association of Realtors • Society of Commercial Realtors Downtown Fort Worth, Inc. • Fort Worth South, Inc. • Southeast Fort Worth, Inc. • Cultural District Development Initiatives, Inc. • Historic Camp Bowie, Inc. • Fort Worth Independent School District • Tarrant County • Tarrant County College District Workshop # 3: Joint Session The third and final workshop would be a one -day session on Monday, November 7, attended by participants from both of the previous workshops. Using the outcomes from those meetings as a starting point, this session would formulate guiding principles and procedures for communication and cooperation between local development interests and preservation interests.
