SUBJECT: PROGRESS UPDATE ON THE IMPLEMENTATION OF THE
CITYWIDE CAPITAL PROJECTS MANAGEMENT SYSTEM
a
Purpose of the Report
The purpose of this report is to update City Council on progress to date with the purchase and
implementation of the Capital Projects Management System (CPMS) by MWH Americas, Inc.
The CPMS was approved by City Council at its August 5th, 2004 meeting (reference M &C C-
20183).
Background
In the current environment, capital project management across the City occurs through a variety
of fragmented tracking and reporting systems. With the passage of the 2004 Capital Improvement
Program, the City will manage over $200 million in capital projects annually. In May 2004 the City
issued a Request for Proposal (RFP) for a CPMS, completed a qualitative vendor shortlist
evaluation, conducted vendor presentations, and completed vendor due diligence. Based on the
utcomes from this process, City staff advised City Council to select the Unifier CPMS from Skire,
F c.
Once implemented, the Citywide CPMS will provide effective tracking of capital project schedules
and real time financial information. The system will eliminate multiple, fragmented tracking and
reporting systems and will assist City staff with managing capital projects from inception through
completion. It will also provide real time, dashboard -style reporting capabilities for City Council,
staff, and citizens.
Progress to Date
Since the approval for purchase of the Unifier CPMS by City Council, City staff in conjunction with
MWH Americas, Inc. and Skire, Inc. has carried out the following major activities:
❑ Executed the prime contract with MWH Americas, Inc.
❑ Executed the sub - consulting contract between MWH Americas and the implementation vendor
Skire, Inc.
❑ Executed the software license and maintenance agreement for the Unifier CPMS with Skire,
Inc.

❑ Commenced the Citywide business consulting workshops — the purpose of these workshops
is to define and document in a consultative manner with City staff, standardized Citywide
capital project management business processes against which the Unifier CPMS will be
configured
❑ Commenced the organizational change management planning meetings — the purpose of
these meetings is to develop a Citywide training plan and communication strategy that will be
used to convey to staff the need, purpose and benefits to the City through the implementation
of the Unifier CPMS
❑ Commenced the computer hardware requirements assessment in conjunction with City ITS to
determine the optimal requirements for the computer hardware environment on which the
Unifier CPMS will be installed and hosted
Capital Project Management System Go -Live Timeline
It is anticipated that the Citywide CPMS will be implemented and available for use by City
Council, staff, and citizens in late February, 2006. The project remains on schedule and within
budget.
