AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $592,357
FROM AVAILABLE FUNDS FOR THE PURPOSE OF PROVIDING EMERGENCY
MANAGEMENT SERVICES TO TARRANT COUNTY; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-
2007 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $592,357 from available funds for the purpose
of providing emergency management services to Tarrant County.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of the FY 2007 Emergency Management Performance Grant, Authorize
Transfer of Funds, Authorize Local Match and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to accept from the Texas Governor's Division of Emergency Management an
award of $129,414 to reimburse expenditures from the City of Fort Worth's Emergency Management
Program;
2. Authorize the City Manager to transfer funds in the amount of $16,969.05 from Tarrant County for
emergency management services provided during Fiscal Year 2006-2007 from the General Fund to the
Grants Fund to be used for local match for the grant;
3. Authorize receipt of funds in the amount of $85,704.19 from Tarrant County for emergency management
services provided during Fiscal Year 2006-2007 in the Grants Fund to be used for local match for the grant;
4. Authorize transfer of Office of Emergency Management funds from the General Fund to the Grants Fund
in the amount of $360,269.76 as the City's match for the grant; and
5. Adopt the attached appropriation ordinance increasing estimated receipts'and appropriation in the Grants
Fund in the amount of $592,357.
DISCUSSION:
The Texas Governor's Division of Emergency Management provides funds to reimburse cities for
conducting emergency management planning and preparedness activities through the Emergency
Management Performance Grant (EMPG). The City of Fort Worth received an award from the Fiscal Year
2007 EMPG program in the amount of $129,414.
On March 19, 1991, City Council amended the agreement for provision of emergency management
services to Tarrant County (M & C C-12767). The amended agreement allows for the City to provide
emergency management services to Tarrant County, with County paying the City the sum equal to 17 1/3
percent of the approved budget of the Office of Emergency Management. Funds received from the County
to be deposited in the Revenue Account General Fund will now be deposited in the Grants Fund.
Approval of this M&C will authorized the transfer of the $360,269.76 from the General Fund to the Grants
Fund. Additionally, the City Manager's Office -Office of Emergency Management will submit a budget
adjustment and accounting correction to the Finance Department to adjust the OEM General Fund
expenditure budget and move all expenditures and receipts related to this program from General Fund to
the Grants Fund.

The Grant Period is from October 1, 2006, to September 30, 2007; $232,087.24 funding from EMPG
($129,414.00) and Tarrant County ($102,673.24) have never been budgeted in the 2006-2007 General
Fund revenues.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, receipt, acceptance and
execution of the Grant Award and adoption of the attached appropriation ordinance, funds will be available
in the current operating budget, as appropriated, of the Grants Fund. Funds will be reimbursed by the
grantor after expenditures are made.
