Addresses where waste collection was missed are reported back to the contractor and these misses are collected before the end of the week. Traditionally, the reporting of missed addresses was an arduous task of hand capturing the address on paper by the Route Monitor, bringing the list back to the call center twice a day, then having a customer service representative enter the misses into HEAT so that an electronic work order could be sent to the City's contractor for collection. This process resulted in a delay of approximately 24 hours from the time of address capture to work order issuance. On March 18, 2005, Blackberry wireless communication units were issued to the City's Solid Waste Contract Compliance Staff. By using this technology, Route Monitors are able to enter bulk waste collection misses and other solid waste service challenges directly into the HEAT system in real time from the field. Work orders are issued automatically by HEAT to the City's contractor with 15 minutes of address entry. In addition the Nextel enabled features allows the Contract Compliance Staff to immediately connect with contractor operations staff to address bulk waste concerns as they are encountered. Utilizing this technology has allowed compliance staff to address concerns in real time resulting in increased productivity, more accurate record keeping, and a cleaner Fort Worth.
