SUBJECT: Adjusting Library Service Hours
The purpose of this Informal Report is to notify the Mayor and City Council of an adjustment in
library hours, effective May 2, 2005.
Branch libraries will open and close earlier two days per week as a result of the adjustment (see
attached schedule).
Data from a comparative sample week study of library usage showed significantly higher
attendance and circulation (check out of materials) during the morning hours when compared to
the evening hours. When comparing late evening (8 — 9 p.m.) to morning (10 — 11 a.m.),
attendance showed a 24% decrease, peaking between 2-4 p.m. Circulation showed an 89%
decrease, peaking between 4 -5 p.m.
Adjusting the hours at branch libraries will allow us to improve service delivery by providing more
morning hours. Customers have expressed their desire to have more morning hours; on many
occasions, customers are waiting during the morning hours for the libraries to open. The
OLibrary's recent Long Range Services Plan included a recommendation to improve service
delivery to senior citizens and retirees. Senior citizens, businesses, stay -at -home parents,
home - schoolers, and retirees would benefit from additional morning hours. Services to daycare
centers and other community organizations would also increase as a result of the adjusted
hours. The Library Director will monitor performance indicators to determine if this change
results in the desired outcome.
The Central Library and the two regional libraries are not affected by this adjustment; we will
continue to offer late evening hours (8 -9 p.m.) at these locations. The Ella Mae Shamblee
Branch, Butler Outreach Library Division (BOLD), and Cavile Opportunity Outreach Library
(COOL) are also not affected by this change as they currently close at 8:OOPM.
The Government and Neighborhood Relations Committees supported these adjusted hours at its
March 1, 2005 meeting. The Library Advisory Board approved the changes at its February 3,
2005 meeting. Both library support groups, the Friends of the Fort Worth Public Library, Inc. and
The Fort Worth Public Library Foundation, also support the changes.
